HomeMy Public PortalAboutCouncil Minutes 1958 Jan-Dec January 6, 1958 A regular meeting of the Board of Trustees of the Village of McCall was held on the above date and the following business transacted. Members present: Burnside " Fortin " Ruark Fogg Roberts Excused .._ The Chairman being absent, Burnside was duly nominated and seconded as acting chairman. Ruark moved the meeting of December 2:, 1957 be adjourned. Motion was seconded by Fogg and carried unanimously. The minutes of the previous. meetingswere read and approved as read. Robert Remarklus and Elmer Davis Gie present on behalf of the Gem State Telephone presented a proposed ordinance giving the Gem State Telephone eo a franchise to build purchase and operate telephone lines in the Village of McCall. Following e:J discussion the proposed ordinance #203 m ordinance authorizing the Gem State Telephone Co. a corporation, its successors and assigns, it build, to construct, to purchase, maintain, own and operate telephone and telegraph lines, fixtures, '` and appurtenances for the operation of a tiephone and telegraph system, exchange and lines in the Village of McCall, Valley County, Idaho; Defining its rights, powers and privileges; and approving installation and placement of lines, fixtures and appurtenances heretoafore arrected and installed, was read twice by title and once in length in full by the Clerk. Fogg introduced and moved the adoption of the proposed ordinance # 203. Ruark moved the rules be suspended for the passage of proposed ordinace # 203. The motion to suspend the rules was seconded by Fortin and carried unanimously. Fortin seconded the motion moving the adoption of the ordinance #203 which motion was declared carried unanimously. The acting chairman directed that the Clerk publish the ordiance as provided by law. There followed a brief report on Goodman's request for five-minutes parking all day for unloading purposes. Following discussion Ruark suggested that the matter be considered by the committee. Zachary steted that he had met with Westcott Oil Co. and their attorneys were to look over the lease drawn by the Village of McCall and would return to us. Blake reported the repairs to the jail were coming along. The stoves were out and the windows were in, etc. A letter from the Hon Real Estate was read requesting use of the newly purchased Village of McCall property namely the Westcott Oil Co. to be used until such time they could locate another office. Following discussion it was the opinion of the Board that since the property had been purchased by the Village for Village use that it would not at this time be feasible to rent the property for private use. The Clerk was instructed to notify Hon Real Estate of the decision of the Board. Fortin reported that Fogg and Ackaret and himself had held a meeting on the proposed Dump Ground. Regarding the Sewer Bond issue of 1936 which had matured in 1956, the Clerk reported that there was $95.31 in the Sewer Sinking Fund and outstanding taxes in the amount of $241.12. The Clerk requested permission from the Trustee to have the money in the Sewer Sinking Fund and all outstanding taxes transferred to the General Fund for general Fund use until such time tey shall be received. Fogg moved the Clerk be authorized to make this transfer from the Sewer Sinking Fund to the General Fund, which motion was seconded by Ruark and carried unanimously. The Clerk read the several appraisals on the Westcott property from Hon Real Estate in the amount of 15,000 on the Westcott property, and appraisal from Percy Shelton in the amount of .$16,000. The Clerk was instructed to write to Emmett for any infomation they might have on a sanitary land-filled type dump. Members present were:Roberts Fogg Burnside Fortin Ruark Ruark moved the meeting of January 4., 1958 be adjourned which motion was seconded by Fogg and carried unanimously. The minutes of the previous meeting were read and approved as read. Regarding the purchase agreement between the Village of McCall and the Westcott Oil Co. Roberts read portions of the agreement which had been returned from Westcott Oil Co. 's attorneys. Several of the contracts portions were discussed which were considered restrictive. Following discussion on several portions of the contract it was the opinion of the Board that the lease be returned to Westcott and be renegotiated. Roberts brought up for reconsideration the zoning commission which had been appointed but had never reported to the Village Board. Following a discussion with no objections Roberts stated he would reactiviate the Zoning Board. The possibility of zoning and planning on a County basis was briefly discussed. The committee on Goodmans parking request stated they would report at the next meeting. Roberts reported on the Idaho Municipal League Board of Directors meeting and the discussion of home rule and bonding limits, etc. Roberts briefly explained the Home Rule proposals and also several financial aspects of the 15% assessed valuation limitation. He also reported the favorable publicity received by the Village of McCall due to the holding of Municipal League Conventions held at McCall. Roberts reported that Admiral Speck and Col: Bevington had spoken to the Rotary Club and following that meeting Civil Defense en `a County_basis..was . . discussed and also surplus property. A letter from Fred Gardner for the Johnson Flying Service and a check for 495.13 attached was read to the Board. The lease ran from 1/1/58 to 1/1/60 In the amount of $1300 less payments to the Stanley Construction Co. in the amount of of $7143.00 and hanger repair for $61.07 leaving a check for $495.13. There followed a short discussion on the repair item. Roberts suggested that the check be returned to them and a check be issued to them in payment of the items. The Clerk reported on the proposed Rotary Club sleigh ride and requested permission to block off several streets from iz.00 p.m. to 9:00 p.m. Burnside moved the blocking of the streets. be approved which motion was seconded by Fortin and carried unanimously. Fogg reported on the narrow highways and the possible injury to some of the school children walking to and from school, and suggested the roads be widened. Roberts reported on a letter to WendellSmith and reported Wendell Smith's illness to the Board. A letter from the Hospital Board recommending the reappointment of Margaret Peck and Wyman Zachary to the Village of McCall Hospital Board was read. Following the reading of the recommendation Ruark moved that the recommendation to the Hospital Board be approved with the reappointment of Margaret Peck and Wyman Zachary with terms of three years. The reading of the minutes of the previous meeting were deferred until the full quorm could be present. Budget esti=-gates for the 1958-1959 fiscal year were briefly discussed and ,.. stated another meeting would be held prior to the April meeting on which tentiative budget would be set. Roberts reported on a meeting with Henry Allen on the Zoning Commission and -=~ would report to him on who would be satisfactory on a new Zoning Board. C., S) Continuation of the regular meeting of Larch 12, 1958 Members present: Roberts " Ruark '} Fortin " Burnside " Fogg The Chairman stated the purpose of the meeting was to discuss and set upon a tentative budget prior to the April meeting. Also he requested the Board to bear in mind a consideration of a building code and a Zoning Commission. .0 Roberts reported on a meeting With Allen and also correspondence with Wendell Smith. Henry Allen would present names for consideration of the Zoning Board to the Village Board at a later date. There followed a discussion on the past Zoning Commission and several names were suggested for the future Board. The letter of L. 11. Johnson as Fire Chief was read to the Board. Following discussion Roberts suggested the matter be tabled until a later date and have Burnside inform him of the wished of the Board and then consider his resignation. Also the Clerk was instructed to write a letter of commendation to him regarding his actions on the Lakeview fire. There followed a item by item discussion of the proposed budget. Johnson as Fire Chief for the Village of McCall, Burnside stated that he mad discussed the matter with Johnson and Furnsi. e moved th,t the Village `?oard reluctantly accent his resignation. The motion was seconded by Ruark and carried unanimously. Roberts read a letter from the State Plumeina Foard regarding ,.,,,.., its effect on the V ` lla.ge Planning Commission and the inspection of plumbing in the Villa e . A representative from the State Plumbing Board who was present ex ;lained the purposes and functions of the inspection, fees, etc . in provis Tonwith the law that was gassed by the last Legislature . A petition regarding the Zoning of the Prundange Subdivision against businesses in that area was read to the board with the signers Of same . The Bonin " Commission was briefly discussed. ludget items and revenues were discussed, shortage between proposed expenditures and revenueswere also discussed. Following discussion of the proposed (midget Fogg moved to authorize the Purchase of a new grader dependent on delivery with no expenditures being made under the oronesed eedget. Henry Allen who was present at the request of the Board regarding the future plapning commission was informed by Roberts that the duties of the new Board should be enlarged to include building code, plumbing cote, etc . , and the Commission should be in a position to advise the Village Board on these matters . There 'ollowed a discussion on the size of the Board, etc. Various names were discussed for possible membership . Following discussion Ruark moved that the following people be nominated to serve on the Planning Commission: Henry Allen, Warren Brown, Lon Burdette, Jim Nelson, ; In() Green, Bob Williamson, Gene Powell. The motion was seconded by Burnside and carried unanimously. 1 Following further discussi _;n of the budget, Burnside moved the budget as revised for the 1)58-1959 fiscal year be adopted. The motion was seconded by Ruark and carried unanimously. Also present were several equipment men to present aids to the Village Board on the purchase of a new grader. The several bids were received and read to the Board. Followipz the reading of the bids it was the opinion of the Board that-the bids were not on the same items and some Companies had bid on several graders , ,,, the bids sho ' ld be analjzed and a recommendation made to the Board. Ruark moved the meeting of Aoril 7, 1953 be adjourned which motion was secon ed. by Fortin and carried unanimously. The minutes of the previous meeting were real and approved as read. Several equipment nen who were present , ex )lained the rental system whereby the Vill:s:Te could purchase a prep _sed r_rader. Following dis cussion, Fogg :,roved that the Vi Liage of McCall accept the low bid of the Adams Graded Co . Illotion was seconded by Burnsi _ e and carried unanimously. Jack Hayes , who was present , explained the Village Liability po Licy and th e estimated annual nre .. um for the coming year was 1271. 30 of ,v_i_ich the Hospital is :189 . Following discussion on the various charges Burnside :roved to accept the policy as presented. hotun ryas seconded ny FogT and carried '°' unanimously. 'ol Lowing further discussion on the limits of liability Burnside .roved to increass the bodily injury limits to100, 300 per person and $300,000 per accident in Mace of the : $0, 000 Der person and :$1.00, 000 Der accident. The .notion was seconded by Fog,_; and carried unanimously. Dave Spielman , who was present, informed the Village :Board of the damage caused by the car driven by Petrie through his stone wall and also the danane to his fence from the snow plow -pushing snow by the KwiCurb. He also requested what action the Vi [l:- ge intended to take at the Pub:Lic each. Burnside discussed the retaining wall at the 'Beach and vas aonointen to work with Soiel_nan on the :na ter of sines and etc. vivin;g credit to t-.e various organizations wno had worked on the Beach. Henry Allen wno was present, regarding the Proposed Zoning Commission resorted that all the people who had been nominated accepted the position with the exception of Gene Powell and Jim Nelson. Following discussion it was the wish of the Board for him to proceed with the meetings and the vacanies will be filled at a later date . Roberts reported on the meeting with Wendell Smith on the p posed airport project and had notified Perry that bids would be opened on June 20 , 1958. He also resorted that Nelson and Depy had received a seal coating contract on the highway and would probably get the job done at a good orice as tae oqlairrient would be here . He resorted that the easement of 'gown and Village ability to take care of the local share we :ce the chief concern of Perry. The actual outlay to the Village should be between $2000 to 3000 . Roberts reported on a special meeting of the Hospital Board which set up by-laws and rules for the Hospital staff. One problem referred to the Village Board was the working area of the Hospital. The various staff of the Hosoital was discussed and one point was the , active staff members who vote, determine oo.li cy, etc . , and must have their practice within the limits of the working area which should ..� be the limits of the Village of McCall which would limit the active .�. staff to three members . Following further discussion, Burnside moved that the Village limits be defined as the working area of the McCall Memorial Hosoital . The motion was seconded by Fortin and carried unanimously. Burnside moved that a meeting of the Vol. Fire Dept. would be held and a new Fire Chief would be elected. Lewis Seiber informed the Village Board that he would not be here after July 15, 1958 . CharlesMay wanted the job and has been contacted and will take over and work with Lewis Seiber. Burnside also reported he had contacted Cockran to draw some plans for the proposed Caddy House but as yet was unable to contact him. Roberts reported on the Idaho Municipal League meeting to be held qt McCall in June and reaueste., that the members attending the convention be allowed to play on the Golf Course at no charge . There followed a lengthy discussion on the Idaho Municipal League meeting and no objection was held by the Board. ro:gg reported a complaint on the Easterbrook sewer and the notifly of Ea.sterbrook to hook onto the Sewer. Ruark requested permission to call for bids on the poi ice car which met with the aooroval of the Board. The notification to Warren Campbell and Bill Deinhard to repair theif? sidewalks on Lake St . was briefly discussed. The school lot and vacant lot for parking was briefly discussed. Fog regarding the Air Breakfast reported that one was to be sponsored through the Shore Lodge on June 1, 1958 . The installatipn of toe Sewer pump at the Yacht Club was briefly discussed and Ackaret reported the pump and control system to be installed. A bid of 2000 was receive' to install the pump which included wiring and controls . Fogg was appointed to work with Ackaret and come up with specifications at the next meeting. Zachary resorted briefly on vacation plans for employees and made several recommendations . Following discussion, Ruark suggested that the matter tabled until next meeting . The minutes of the previous meeting were read and approved as read. Ted Harweod who was present representing several other citizen who were present requested what action the Zoning Commission which was appointed by the Village Board was taking. Roberts stated to the people present the past history of the Zoning Commission which was appointed about three years ago and the proce :du.res and functions of the Zoning Commission. He also discussed the reasons of the Village Board on the appointments and the commissions.There followed a brief discussion with the people present on the membership of the Zoning Commission end it was the opinion of tole Board that two members of the Board would be sufficient representation on such Commission. Roberts stated he would take action on the CommilYtee and report at a later date. Roberts reported that as of June 3, 1958 the proposed Airport project will be approved. Regarding the easement on the Brown property, Zachary reported that the easement world be drafted in the immediate future. Burnside reported that the work to be done by the Village on the public beach was now completed. Burnside also gave a brief report on the Golf Co rse and stated that the Corse was in good shape and the plans for the tou.rnm ont were all. set. He stated he had nothing to report on the plans for a club house. There followed a short discussion on the size, requirements, otc. of a club house. Regarding the Fire Department, Burnside reported that Petrie wo-ad take the Fire Chief's position. Following discussion Burnside recommended and moved that Petrie be appointed as Fire Chief for the Village of McCall. The motion was seconded by Fortin and motion was declared carried unanimously. Roberts briefly reported on the surplus hose he acquired for the Village. Regarding the complaint on the Easterbrook cess-pool it was reported by the Clerk that the property would be hooked onto the Sewer in the immediate fu ture. There followed a brief discussion on the Lawrence property. The installation of the Sewer P,mp and controls was briefly discussed. Roberts reported that the spraying of insects would be done in the near future weather permitting. The vacation plans for Village employees would be reported on at the next meeting. Grenville Blake reported that a new man had been hired for the summer months. Zachary briefly reported on a meeting with Ike '.°iestcott regarding the proposed purchase of the'Ifestcott property. He stated that the Westcott Oil Co. wish to remain with the original wording in the lease regarding the use of the property and a'so reported that the taxes which would be -°efun.ded on the property would be city taxes only. It was agreed that the lease tiro id start July 1st instead of January 1. Following further discussion on the lease regardingthe reversion clause in the agreement if the property was ever used for commercial purposes, Zachary was instructed to try and renegotiate the wording of the lease. The possibility of Ike Westcott of attending the Village Board meeting was briefly discussed regarding this negotiation. Roberts briefly reported on the Idaho M„nicipal League meeting to be held and the rates for attending the meeting. There followed the opeinf; of the bids on the Police Car which was advertised by the Village. The following bids were read to the Board. John Eaton Co. $921.07 Donnelly Auto C . 10514.00 Following discussion of the bids, Fortin moved the Village accept the low bid of John Eaton Cc. for 921.07. The motion was seconded by Burnside and ca pied unanimously. Regarding the street through the proposed dump ground Fortin reported that the right of way from Deinhard should be dedicated to the Village and also the 40 acrea taken into the Village. Ruark presented plans for the posting of speeding signs in the Village limits .,. that the Highway wo>>ld give approval on. There followed a discussion on the limits that should be set through the Village and the enforcment of same. The loud speaker at the Park Motel was briefly discussed and the objectian to same reported to the Board. Zachary reported on the alley which would run into the proposed Mere property. Inasmuch as the alley was closed on the East end on the Jordon Property he requested V,tt t'i_e Village vacate the dddicated 81 piece of alley which inns through the property. Summer DeLanna who was present an, behalf of Bob & Dick's bakery of Boise, requested cl.aci•fication on the status of the peddlers ordinance regarding the house to housecalling and soliciting. He also inquired:fasto any objection by the Board on excluding by ordinance bakery products as well as agriculture products. DeLanna briefly reported on the ordinances of several other towns around the state regarding bakeries. There followed a lengthy discussion on the objection by the Board, license fees, etc. Following the discussion Zachary recommended that Bob and Dick's bakery be allowed to do business until such time the peddlers definition is established and a uond be put up until such time as it is determined. There followed further discussjon on the amount of the bond and how soon the determination could be made, etc. Ruark moved until such time the ordiance is changed the present ordinance would apply. By absence of any motion Roberts stated the matter would be clearified under the present ordiance as soon as possible. Perry Bruce who was present reported on the teen-age dances which had been heed at the Shore Lodge and the plans to expand the coctail area to take care of adults and minors. He pointed out the problems involved and the question of being able to continue the teen-age dances. Burnside stated the plans for the Golf Tournment were complete. Jon Hayes who was present briefly discussed the proposed caddie house with the Board regarding the needs as seen by the Board, to be incorported in the proposed caddie house. Regardin the zoning commission, Roberts slated that Fogg would serve on the commission and Bob Smith would meet with them on the building code although he did not call a meeting of the Board. Regarding the liredepartment, Roberts reported he had additional 2'/z" hose for the Village. He also reported he had an order in on a pumper type fire engine. He explained the agreement that would be necessary for the use of the machine tihich would be used by the Village although acquired by the Southern Idaho Timber Asso. The spray receipts were briefly reported on. Zachary reported on another meeting with Westcott and set a meeting at a dater date. Blake reported on a complaint of Doris's dogs and a meeting with Doris. The street repair was briefly discussed. The garbage pickup at the Public Beach and also the grass at the city dock was briefly discussed. The Idaho Municipal League meeting was reported on by Roberts and also the fact the convention would be held here again next year. Vacation plans for em>loyees would be reported on at the next meeting. , < letter from the CAA regarding the proposed Airport construction was read by Roberts f,om Perry. A copy of the Letter from Wendell Smith to Perry was read. Ruark reported on the bill from the County on holding the prisioners until such time they could be tried the cities of McCall and Cascade would be charged for their board. Referring to the BillBigelow case. Ackaret reported that the streets would be cleaned in the morning and they have been cleaned twice a week. Blake reported on the proposed fruit stand, and the clearance by the Vi lage Board. Zachary reported on a ordinance vacating the streets in the school Lots, etc. Fogg introduced and moved the adoption of proposed ordinance #204. An ordinance vacating Berry and Newman streets andvacating the alley to the south of Lot l7, 18, 19, 20 in Block t of the Williams-Mayfield addition to the Village of McCall, Idaho and providing the lands in such streets and ,... alleys to revert to the owner of the adjacent real estate one hale on each ram; side thereof. Burnside moved the rules be suspended for the passage of proposed ordinance #204. The motion for suspension of the rules was """w seconded by Ruark and carried unanimously. Burnside reported on a meeting with Jon Hayes on the proposed Caddy House and Jon Hayes who was present, presented prilimary drawings to the Board and explained the proposed Caddy House. There followed a discassion on the cost, size, requirement, etc. Following discussion Fortin moved to authorize Burnside to go ahead with the material costs which was seconded by Fogg and carried unanimously. Burnside briefly reported on the Golf Tournment and the trophies to be presented. Helxlso reported on the mapy compliments received on the work being done by Polly Greaves. Roberts reported on a fire truck which came from China Lake, California under the surplus property agreement which could be used on a cooperative basis with the Village of McCall as being done in New Meadows. He 2 4 E 1 outlined the agreement necessary so the machine could be used by the Village. The Board felt estimates should be obtained to determine the costs necessary to put the truck into operating conditions. The Clerk was instructed to contact Sawtooth Equipment Co. and Starline Equipment Co. for bids. Regarding the Fire Deparment Grid Rowles who was present told of the difficulties in notifying the Volunteer Fire Department in cases of fire Burnside stated a meeting of the Fire Department and the arrangements would be worked out. Zachary reported on several ordinance forms and interputations on the question of Bob & Dick's Bakery regarding the interputation of the Peddlers ordinance. Following discussion Roberts reported on a meeting with Roberts and Smith on the Peddlers Ordinance and also interputations. Zachary was instructed to draw some rules on the interputations which could be adopted by the Board. The teen-age dances were briefly discussed. Regarding the Zoning Commission,Roberts reported that as yet no meeting had been held although as soon as possible a meeting would be called. The mesquito spray receipts were briefly discussed and reported oh. Zachary reported that Ike Westcott would possibly be here August Ll, 1958 at the Special Village Board meeting at which time terms of the lease could be discussed. The Loud speaker at the Park Motel was briely discussed and Blake reported that he had instructed the music to be turned down at ten but it had been running until eleven. Following discussion, Burnside moved that the speaker be turned off at 10:00 P.M. each night doe to a complaint as a nusiance. The motion wqs seconded by Ruark and carried unanimously. Roberts reported on a Letter from Perry on the proposed airport construction. Fogg also reported that Allen has hot as yet submitted plans on the hangers. Roberts reported that the new Police car had arrived in Cascade. Zachary reported and presented his recommendations on emplpyee vacation plans for Village employees which are as follows: RULES REGARDING VACATION ALLOWANCES OF EMPLOYEES VILLAGE OF McCALL, IDAHO The following rules shall be applicable to specified jobs only. All others shall be considered as hourly or part time employees and no paid vacation time shall accrue for such jobs. 1. Roberts briefly reported on the Surplus property acquired by the Village and also the proposed ambulance for the Hospital. A Letter from the McCall Memorial Hospital Board recommending Betty Harwood, Nell Tobias, or Cory Engen to replace the unexpired term of Wyman Zachary as member of the Board was read. Following a lengthy discussion on proposed members Burnside moved that Cory Engen be appointed to fill the unexpired termof Wyman Zachary. The motion was seconded by Fortin and carried unanimously. The Clerk reported on the request of Mr. Babcock who is located inside the Village limits near Ponderosa Park regarding Village taxes and his request --' to be out of the Village was brought to the attention of the Board. Following discussion it was the opinion of the Board if these people desire out of the Village they should present a petition for same to the Board. Fogg introduced and moved the adoption of Proposed Ordinance #205 which is an ordinance termed the Annual Appropriation Bill appropriating such sums of money as are deemed necessary to defray all necessary expenses and liabilities of the Village of McCall, Idaho for the fiecaL year 1958 1959 in fixing the tax levy for the Village of McCall, Idaho for the fiscal year 1958-59. There followed a discussion on the levy of 47 mills and the amount of money which would be raised. Following discussion Ruark moved the rules be suspended for the passage of ordinance #205. The motion was seconded by,.:Burnside and declared carried unanimously. Fortin seconded the motion moving the adoption of proposed ordinance # 205::Question, Ordinance #205 was declared carried unanimously. Zachary reported on the land which was deeded the Boise Payette Lumber Co. to the Village of McCall which was to be used for school purposes. He also reported on the trade by the Board of Trustees of School District #421 to Brown's Tie & Lumber Co. for a larger more saitable piece of ground for school purposes. He reported on the method of transferring the Land to the School District by the Village. There followed a discussion on the methods of transfer and also the reversion clause which was in the deed of the Boise Payette Lumber Co. to the Village of McCall . Following discussion on the matter it was declared tabled by the Chairman until the reversion clause was received by the Village of McCall from the Boise Payette Lumber Co. Burnside reported on a cess pool in the Brundage subdivision. Fogg moved to have Zachary write a letter to the owner of the property Mel Taylor declaring such cess pool a nusiance. Also Blake and Carter property was discussed and the Clerk was instructed to send a notice to both owners. The water line in Reedy Lane was briefly discussed and the approximate cost was $3000. Fogg suggested that Ackaret be authorized to order the pipe. Fogg introduced and moved the adoption of proposed ordinance # 206, an ordinance amending Sec. 1-303 of the Village of McCall Code of 1949, as amended by ordinances # 1.62, 170, 175, and 199; providing for an adjystment of the salary of the water master. Following discussion Burnside moved that the rules be suspended for the passage of the proppsed ordinance #206. The motion to suspend the rules was seconded by Fortin and declared carried unanimously. Also present for the opening of the bids was C. .d. Kiesling, Civil Areonautics authority representative and Wendell Smith. The only bidder on the proposed Airport construction was Nelson Sand and Gravel Co. Inc. whose bid was $23,336.10. Therefollowed a discussion on the various item bids and cost. Following discussion, Burnside moved to defer acceptance of the bid until the Village finances were cleared. The motion ways seconded by Fortin and carried unanimously. Following further discussion it was recommended by the Board that 4rt Roberts and Wendell Smith attempt negotiation with Nelson Sand & Gravel Co. to get a lower bid which possibly could be accepted by the Village. Leonard Ackaret reported on the Walter Smith water meter and stated the matter .�,.� was now settled. Burnside reported on the repairs necessary to put the new fire truck in operating condition. He and Henry Allen had gone over the fire truck and arrived at the necessary fittings. There followed a discussion on the parts necessary and the approximate cost of $1,735.00. There followed discussion onpossible support from the people outside the Village limits who would benefit from the fire truck. Burnside was instructed to look into the matter further. Roberts read a letter from Gayle Evans resigning the position as Chief Ground Observer Corp. observer and the recommendation of Wayne Cox for the job. Following disucssion Fortin moved to accept the resignation of Gayle Evans which motion was seconded by Forg and declared carried unanimously. Burnside was to contact Wayne Cox to see if he would serve in the position as Chief Observor. • Burnside was to report at a Later date on the possibility of one of the Village employees as Fire Chief. Bids to the Village of McCall for the installation of a gasoline and diesel storage by the Village was read to the Board. Following discussion on what was necewsary and the cost, the Elerk was instructed to purchase the necessary pumps and tank. C. L. Burdett who was present explained the condition of Mr. Dorris 's dogs and the nusiances created by same and requested relief. Following discussion the matter was to be considered by the B oard. Zachary reported on a conversation with Ike Westcott and it appears that the signing of the lease for the purchase of the 'estcott property will be in the near future. The Henry Stewart matter and the uniform traffic code would be reported on at the next meeting. of Regarding the construction„ the proposed Caddy House Burnside recommended that everything be wet to go as early as possible next Spring. The available books from the Idaho Municipal League on Caddy House plans were briefly discussed. r-- The Clements Deed to the Village of MC Call was read and the deed was to be checked. A letter from Perry regarding land acquisition participation was read to the Board. Following discussion Zachary was instructed to write a letter to Perry on the requirements which were requested by the CAA. Ackaret reported again the condition of the Village Shop and the necessary repairs. Zachary briefly reported on the history of the site from the Boise Payette Lumber Co. and the reversionery clause on the original deed. Larry Mills who was present explained the waiver of right of reversion clause and also the request that the field be named aft r some official of the Boise Cascade Corp. He briefly reviewed the achievements of S. G. Moon and stated that he was the designated official. He then made a formal request that upon delivery of waiver of reversionery clause to the Board of Trustees that the naming of a field after S. G. Moon be considered by the Board. Roberts accepted the waiver of reversionery clause on behalf of the Board of Trustees and stated that the actual request55jould be made to the School Board. Following the acceptance of the waiver of reversionery clause Ruark moved to transfer the property in the Brundage subdivision from the Boise Cascade Corp. which was to be used as a school site to the Board of Trustees of School District # 421 B. The Caddy House plans had not yet been received from the Idaho Municipal League but Roberts stated he would contact Smith. The deed from Asa Clements to the Village of McCall for proposed street was read to the Board and discussed. Also the other right of was for Stibnite Avenue and the dump were discussed, following which the deeds were to be checked into. Roberts reported on the repair to the Village Shop was approved by the members of the Village Board that inspected the property prior to the repair. The ambulance for the Hospital was not obtained through surplus channels. Regarding the dump, Ackaret reported on people dumping on or off the road to the dump. Such people would be identified and prosecuted. Roberts briefly reported on a cleanl.ieess campaign to keep the Village Clean by which business houses would heip keep streets and walks clean by picking up papers, etc. Burnside moved that Roberts write a letter to be published in the Payette Lakes Star appealing for the cooperation of business houses in keeping the Village streets and sidewalks clean, which motion was seconded by Fogg and declared carried unanimously. Fogg reported that through the Aircraft Owners and Pilots Asso. Federal Aid could be7 obtained on a program of construction of individual hangers. Hebriefly discussed the rental agreement for hangers, etc. Roberts stated he would contact Sm th on the matter. ....... Burnside reported on the clogging of the ditch at the Golf Course where the water had backed up last Spring caused by brush between the Golf Course and the South Fork road which plunged the culvert. Ackaret reported on the cleaning of the ditch and the use of a cat was briefly discussed. Ackaret reported that the water was now in the Brown subdivision and it was now too late to start on the East end this year. The sewer pump should be next on the agenda. The W. N. Lord request was discussed on the Beyerle property. Members p esent: Roberts " Ruark " Burnside " Roberts stated the purpose of the meeting was to consider a clearifying resolution on the Grant offer agreement from the CAA which wou4d allow the - purchase of the South ground to participate for reimbursement. The Grant Offer agreement as clearified was read following Mich the objectiions of item # 8 were discussed. Following discussion Burnside introduced(' and moved the adoption of the Grant Offer with the deletion of Item # 8. The motion was seconded by Ruark and declared carried unanimously. The PTA safety recommendation were briefly discussed andtabled until a full Board could be present.
