Following the reading of the bills Ruark moved the bills be approved

A regular meeting of the Board of Trustees of the Village of McCall
was held on the above date and the following business transacted.

Ruark moved the meeting of December 7, 1959 be adjourned, which motion
was seconded by Burnside, and declared carried unanimously.
The minutes of the previous meeting were read, and approved as read.
Burnside reported on a broken window at the caddy house, and several
things yet to be down by the contracter. Shawver had inspected

the building and given the contracter a list of necessary items before
the building would be accepted.
The water extension main to the air port and the replacement of the
wooden main was briefly discussed.
Ackaret reported a representative or engineer would be here for the
next meeting to discuss the fluorinator and also the village water
tank.
Regarding the trade of land to John Carrico, Spence reported the papers
had been drawn and forwarded to Carrico for signature.
Spence also reported he had been unsuccessful in his contact with
Ronald J. Hamilton.
Regarding the Westcott property taxes, Spence recommended members of
the Village Board meet with the County ' ommissioners to get some tax
relief. The agreement to purchase the property was briefly discussed.
The six month audit report was discussed and accepted by the Board.
Roberts briefly reported on the Hospital addition and plans which had
been submitted to Denver, were examined. The cost estimate, including
architects fees, was $29,000 plus $5000 for equipment, or a total of
approximately $34,000, with 50% participation by the Federal Government.
Following the examination of the plans, Burnside moved to proceed with
the submission of the plans and approve the plans as presented. The
motion was seconded by rortin, and declared carried unanimously.
A letter from the '"cCall Memorial Hospital Board, recommending Arthur
M. Roberts to be reappointed for the three-year term, which expired
in January, 1960, was read. Fortin moved that Roberts be appointed
to the McCall Memorial Hospital Board for a term of three years, as
recommended by the Hospital Board. The motion was seconded by Ruark,
and declared carried unanimously.
Roberts reported on a four-day course for building officials being held
at Pocateelo, January 18 through 22 and the subjects that would be
covered at the meeting.
Ackaret briefly discussed and stated the necessity of some type of
' uniform building code for use by the Village.
Roberts reported on the American Municipal Association meeting in
Denver and the action of the taxation committee and the convention
speakers.
Ruark stated the dog pound should be planned for springtime construction.
Burnside suggested a planning board for the golf course and stated he
had several people in mind. The Board would act in an advisery
capacity in rules and improvements at the golf course. Roberts suggested
that a list of names be submitted to the Village Board for approval.
Fortin reported several complaints on parallel parking due to the snow
conditions.
Fogg stated Rowles reported a micro-wave station between the telephone
station and the omni station, which would enable one to talk between
here and the Boise tower.
G. F. Blake, who was present, reported he might have to make a change in
employment due to financial problems. He notified the Valley County
Sheriff he was not writing Drivers ' Licenses in the future, due to a
lack of co-operation by the Sheriff 's Office. The several matters were
referred to Ruark.

A continuation of the regular meeting of the Board of Trustees of
the Village of McCall was held on the above date and the following
business transacted.

The Chairman declared the purpose of the meeting was for the
consideration of the letter of intention of resignation of G. F.
Blake, Chief of Police, which was read to the Board. The letter
stated that Blake intended to resign of Chief of Police of the
Village of McCall, effective January 31, 1960. There followed a
lengthy discussion on the duties of the Village Chief of Police,
the County duties currently being performed by Village police, and
also the limitations under the current budget regarding any increase
in pay.
Following discussion, Roberts stated he would get in touch with
Robertson W. Smith, for a salary comparison with other cities of this
size. If the Village was not paying the appropriate salary for this
job, additional consideration could be given at the expiration of the
current budget. Following discussion it was the opinion of the Board
that following the information from Smith, another meeting could be
held prior to the regular meeting or the business taken care of at the
regular meeting February 1, 1960.
No further business coming before the Board the meeting was declared
recessed until the call of the Chair.

A regular meeting of the Board of Trustees of the Village of McCall
was held on the above date and the following business transacted.

Ruark moved the meeting of December 7, 1959 be adjourned, whoch motion
was seconded by Fortin and declared carried unanimously.
The minutes of the previous meeting were read, and approved as read.
Burnside reported he had inspected the caddy house construction and
an almost final settlement was discussed following a meeting with
Shauver.
Dick Warren, from the Waterwords Equipment Company, who was present,
discussed the fluorinator used in the Village water system. He
reviewed the problems of the Village with the old fluorinator, and
gave an approximate cost of $2467.00 for a new machine. There followed
a discussion on the part of the old machine which might be repaired,
and it was the opinion of the Board that the old machine should be sent
to the manufacturer for an appraisal before replacement or repair could
be determined.
Mr. Fred Ross, who was present, discussed with the Board the possibility
of a franchise for the pickup and garbage disposal in the Village of
McCall. He proposed rates of $1.25 per month for residences, and a
basis of $3.00 up for businesses depending on the number of deliveries
necessary. He discussed the service he would offer and the machines
which would be used in the service. Various ordinances used by other
cities were briefly discussed and the matter was tabled until a full
examination of the facts could be made.
John Crucher, who was present, stated the water line at the Phillips
station had frozen and as the connection was made by the Village of
McCall, some adjustment could be made. There followed a discussion on
the types of couplings used, following which Roberts instructed Fogg
to work with Ackaret and see if an adjustment was due.
Spence reported he had no report to make on John Carrico or Ronald
Hamilton.
Roberts stated he would like to have a delegation of Trustees to go to
Cascade to meet with the Valley County Commissioners on some relief for
the Westcott Oil Company property taxes, recently purchased by the
Village. The dump problems of the Village could also be discussed with
the Commissioners.
Roberts briefly reported on the proposed hospital construction plans and
reported the plans had been returned to Venver, and all necessary items
had been resubmitted.
Burnside stated he would have a list of names for approval by the Board
of Trustees for appointment to the Golf Course Planning Board.

Regarding the building code which had been previously discussed,
Spence reported on an enabling ordinance from the Municipal League
and the uniform building code which would be adopted.
Following discussion on a building code Fogg intorduced and moved
the adoption of proposed Ordinance #214, an ordinance adopting a
building code for the purposed of establishing rules and regulations
for the construction, : alteration, removal, demolition, equipment, use
and occupancy, location and maintenance of buildings and structures,
including provisions for permits and penalties. The motion for the
adoption of proposed Ordinance #214 was seconded by Ruark and declared
carried unanimously. The Ordinance was placed upon the first reading
and read in full.
Fogg reported on the cost of the extension of the oil runway and the
amount of bills which would be presented to Chet Moulton for
reimbursement by the state and the amount to be submitted to the County
for reimbursement.
Ruark reported regarding the special meeting on the Chief of Police, on
salaries surveys on our class cities. Of thirty cities, reporting,
t-�enty-two cities were under our salary schedule, and eight were over.
There followed a short discussion on the Chief of Police position,
following which Blake stated he would make his resignation tentatively
May 1, 1960. Following discussion with Blake it was the opinion of the
Board that thirty days notice should be given before the acceptance of
the resignation.
Burnside reported on the plumbers ' bill on the golf course construction,
and the meeting with the architect, and suggested that we deduct the
items which had not been completed and pay the balance of the final
amount to the contractor. The contractor could accept the payment as
final and the Village could complete the construction or the contractor
could complete the operation in the spring. Following discussion,
Burnside moved to make the final payment on the golf course caddy house
construction with the exception of $772. 59, which would be held back for
items yet to be completed. The motion was seconded by Ruark and declared
carried unanimously.
Fortin reported a request from the Progressive Club to plant flowers on
the street corners in pots supported on pipes placed in the sidewalk.
Following discussion, Fortin was instructed to have some one from the
Progressive Club appear to outline the plan.
The Christmas tree was briefly discussed and it was the opinion of the
Board it should be taken down as soon as possible.
Fortin read a letter of complaint from Mae Bonicker on the Village
snow plowing. The letter was discussed and referred to Fortin and the
snow plow operator. The Village Clerk was instructed to write a letter
to Mr. and Mrs. Bonicker stating the matter was being referred to the
Street Commissioner.
The prosecution of the jail damage was briefly discussed and Blake was
instructed to proceed on the signing of the complaints. There followed
a brief discussion as to whether a civil or criminal complaint would be
filed.

discus`red the floor addition of the Village water supply. He reviewed
the problems of the Village with the old fluorin ter, and quoted the
approxim to cost of $2460.00 for a new machine. / There followed a

discussion\ it was the opinion of the Board that the machine should be
sent to the\manufacturer for an appraisal as to whether the machine
should be repaired or replaced. /

Fred Ross, who\was also present, explained /to the Board the plans for
a garbage pickup and disposal, and a request for a franchise. He
quoted approximate rates of $1.25 per morVth for residences and a minimum
of $3.00 a month for businesses, dependiAg on the number of deliveries
necessary. The duhop was to be covered ,very day in the summer, and
a four foot fill to\be maintained on t,kp of the dump. Ross discussed
the service and the IIIachines he propoi5ed to use in the service. The
opinion of the Board as the matterAhould be taken up following an
examination of facts as„ well as the/several types of ordinances which
were used where garbage�;franchises,'were granted.
John Crutcher, who was pre-sent, Stated he felt the Village of McCall
should assist him on the paymen,,t of bills incurred when the pipes froze
at the Phillips 66 service sia.t`ion. He reported the frozen pipes were
due to the Village installati3On of the coupling and the cost should be
shared by the Village. There followed a discussion on the type of
coupling used, and Fogg was :'insfructed to work with Ackaret and see if
an adjustment is due.
Spence reported he had no report on'a..either John Carrico or Ronald Hamilton.
Roberts stated he would like to have d,, delegation accompany him to Cascade
to meet with the Valley County Commissioners on the Westcott Oil Property
Tax, which was now payable, by the Village of McCall. He pointed out the
dump problem could b''e discussed in conjunction with the Wescott Property
Taxes with the Commissioners. ''
Roberts briefly reported on the hospital plans,which had been returned

Regarding the golf course planning board, Burnside°,stated he would submit

Regarding dire proposed building code, Spence reported On an enabling

Following discussion, Fogg introduced and moved the adoptioii. of Ordinance

been done during the summer, and stated the itemized amount would be
forwarded to the state and county for reimbursement.
Rega ding the Chief of Police position, Ruark reported regarding the
speci. meeting which had been held on salary, a survey. of our class

salary a • eight cities over. Blake again stated his position regarding
his financ 'al condition and stated he would tentati,.-vely resign on May 1,
1960, altho .h a thirty day notice to the Board would be necessary.
Burnside repor -d he had straightened out the bill with the plumbers
and had a meetin.. with the architect, and sug, ested we deduct the items
that were uncomple ed and pay the balance to,' the contractor as either
final payment or pa tial payment, and the contractor complete the items
in the spring. Burns 'de moved that the final certificate to R. W.
Luekenga Construction mpany by made with a deduction of $172.59 for
items yet to be complete , which could,be accepted by them as a final
payment and the items com Leted by th, Village of McCall or as a partial
payment with items to be co pleted b y them in the spring. The motion
was seconded by Ruark, and dlarecf carried unanimously.
Fortin reported on a request of ' he Progressive Club to plant flowers

Regarding the Christmas' tree on the corne. of Second Street and Highway
15, it was reported the Lions Club would t e off the lights, and Ackaret
would pull the tree ewer. Fortin stated he ould possibly saw the tree
off to avoid damage/fto the side walk.
Fortin read a te„ter of complaint from Mit and M Bonecher on the
Village snow pl,;Ewing. The letter was briefly disc sled and were referred
to Fortin and .the snow plow operators. The clerk w instructed to answer
the letter of/Bonechet^!s and point out that all preca tions would be
taken in the: future.
It was the opinion of the Board that the person responsibl\for damage
to the Village Jail should be prosecuted. N

March 7, 1960
A regular meeting of the Board of Trustees of the Village of McCall,
Valley County, Idaho, was held on the above date and the following
business transacted.

The Chairman being absent, Ruark was duly appointed Acting Chairman.
Fortin moved the meeting of Febrw-ry 8, 1960, by adjourned, which
motion was seconded by Burnside and declared carried unanimously.
The minutes of the previous meeting were read and approved as read.
John Sackerman, who was present, discussed with the Board the re-
modeling plans of his service station and stated he was moving his
pumps back from the street right-of-way, and requested the Board's
approval to either pave or concrete the alley way adjacent to his station.
There followed a discussion on the use and understanding that the alley
way, even though paved, must be kept open.
Fred Ross, who was present, regarding the franchise for the pick-up of
garbage in the Village of McCall, wanted to know if the Board had taken
any action on the franchise. He was informed the Board had not yet
acted, pending a meeting with the county commissioners. The dis-
advantages of a compulsory ordinance on the pick-up of garbage were
discussed, following which the Board had no objections to a survey of
the people of the Village by Ross regarding a potential number of
customers which might be served.
Burnside reported on the caddy house at the golf course and the payment
to the contractors and the items yet to be completed. He briefly
reported on the planning board and stated he would like to appoint
Pete Jensen, Del Middlecoff, Ralph Wilde, and George South to the
planning board. Fogg moved to accept Burnside 's recommendations to
the golf course planning board, which motion was seconded by Fortin
and declared carried unanimously.
'ckaret reported he had heard nothing from the manufacturer on the
fluorine machine.
Regarding the request of John Crutcher for an adjustment on his
thawing of the water pipes at the Phillips "66" Station, he reported an
adjustment of $25.00 had been made.
/t was reported letters to Al. R. Bonecher by both Dale Fortin and the
Village Clerk had been written.
Regarding the fire department secretary, Burnside reported that Wayne
Cox was not acting as secretary any longer, and the job had been turhed
over to Ernie Mauer. No objection was had by the Board.
The Progressive Club 's request for plants on the street was briefly
discussed and the possibility of an alternative project for them was
made.
Ruark reported on possible police chief applicants.

Fogg reported on possible water construction under the new budget,
on the sub-division west of the school house, and the .'purchase of
the school district water line was briefly discussed.
Spence reported he had received a letter from H9milton's attorney
stating a condemnation proceedings was necessary to get the necessary
land at the golf course. He reported that he would be ready to
proceed at the next Board meeting.
Blal deported on the jail damage and stated the defendant had agreed
to f - restitution for the damages caused and he was sentenced to
thirty days in the county jail.
A letter from the fire department on the acquisition of the second
fire truck by the Village of McCall for use out side the Village
limits was read and discussed. Proposed Ordinance #214 Ar; Ordinance
Adopting a Building Code For The Purpose Of Establishing Rules and
Regulations For The Construction, Alteration, Removal, Demolition,
Equipment, Use And Occupancy, Location And Maintenance of Buildings
And Structures, Including Provisions for Permits And Penalties was
read for the second reading preceeding adoption.
The several bills were read for payment.

Following the reading of the bills Burnside moved the bills be

Gridly kowles, who was present on behalf of the Gem State Telephone
explained the fire-phone systems that were being used in Cascade and
New Meadows, and the special type phones also in use which might be
suitable for use by the Village of McCall, following the installation
of the dial system. Following a lengthy discussion on the installations,
costs, and operation of the phones, Burnside was instructed to work
with r`owles on the possibility of the installation for the Village
Fire Department.

A continuation of the regular meeting of March 7, 1960, was held
on the above date and the following business transacted.

The Chairman stated the purpose of the meeting was for the
consideration of the budget for the next fiscal year.
Mr. Steele Barnett, wo was present on behalf of the lumber industry
from the Boise-Cascade Corporation, discussed the building code which

was being considered by the Village of McCall and he discussed and
explained fourteen proposed chances to the building code of which
approximately twelve would be applicable to the Village of McCall.
These proposed changes were discussed at length, following which a
copy was to be forwarded for insertion into the building code.
There followed an item by item discussion of the budget and income
for the next fiscal year.

A regular meeting of the Board of Trustees of the Village of McCall
was held on the above date and the followwinr business transacted.

Burnside moved the meeting of March 7, 1960, be adjourned, which motion
was seconded by Fortin and declared carried unanimously.
The minutes of the previous meeting were read, and approved as read.
Regarding the golf course, Burnside stated he would meet with the golf
course planning board for a discussion of rates, operation of the new
caddy house, and etc.
If was reported the fluorinator could be repaired for approximately
$400 which would give satisfactory use to the village. A new fluorinator
was approximately $1800. Further discussion would be had by the Board
at budget time to determine if the old fluorinator should be repaired, or
a new one purchased.
A fetter from Ted Eberly regarding the proposed changes in the building
code as recommended by Steele Barnett and copies of the proposed changes
and amendments were discussed. Following discussion Fogg moved to adopt
proposed ordinance no. 415 as amended with the proposed changes, which
motion was seconded by Burnside and declared carried unanimously.
Proposed Ordinance No. 214 as amended on April 4,. 1960 was read for the
third consecutive time and placed upon its final passage. Question: In
favor of proposed Ordinance No. 214-Roberts, Ruark, Burnside, Fogg, and
Fortin. The Ordinance was declared carried unanimously.
Spence reported on the Ronald Hamilton property and the condemnation
proceedings. The exact area to be condemned was discussed. Following
discussion Burnside moved the firm of Zachary and Spence be engaged to
institute the condemnation proceedings at the golf course for continued
municipal use. The motion was seconded by Fortin and declared carried
unanimously.

Roberts reported on the plans and specifications of the hospital addition
and stated they were about completed for submission to Denver. The bid
openings were contemplated for May 17, 1960.
Regarding the Fire Department, Burnside reported on the fire phones and
the possibility of continueing with the operators for the alarm system
under the present arrangement.
John Carrico, who was present, requested the status of his trade of land
with the Village of McCall . Spence reported on the statutes regarding the
trade of lands and reported on the use of the bargain and sale deed to
Carrico. No further action was taken.
'quark reported on applications for the Chief of Police position from
F. E. Petry and Ed Alexander, plus two oral applications. Blake 's
resignation is to be effective May 1, 1960. A deadline for applications
was discussed, following which, it was decided the first meeting in May
would be the deadline.
Fortin reported that the county had not yet appointed a man to work with
him on the new dump, although they stated they would co-operate.
Burnside reported on the built-ins and finishing work be completed at the
caddy house. The costs and types of floor coverings, stools and tables
were also discussed.
On report from the clerk, Fogg moved that warrants No. 2967 to 3203 all being
over three years hereby be cancelled. The motion was seconded by Ruark
and declared carried unanimously.
Roberts reported on a hearing on West Coast Airlines for temporary stops
which would effect the airline service to McCall and stated the hearing
should be attended by someone from the Village.

A continuation of the regular meeting of the Board of Trustees of the
Village of McCall was held on the above date and the following business

The Chairman stated the purpose of the meeting was for the consideration
of applications for the position of Chief of Police. Ruark reported on
the several applications he had received, and a discussion of all the
applicants followed. Folloving discussion, Ruark was instt'ucted to check
with Larry Mills on the references of the applicants and the letters of
recommendations. A meeting would be held at a later date to further
consider the applications.
Burnside reported on a meeting with the Golf Course Advisory Committee
and the suggested changes to be made in the operation of the course. There
followed discussion on the recommendations to the leasee, and the following
revisions and rates were adopted. Burnside moved the rates at the golf
course for the coming season be as follows : single person, $1.25 per day,
81. 75 per day on Saturdays, Sundays, and holidays. 'Meekly, $7. 50 single,
$12. 50 weekly, man and wife, plus q5 per child, season tickets 835 single
person, $50 man and wife, $10 per child, if the family has a seaons ticket,

The Chairman declared the purpose of the meeting was to further screen
and select a chief of police for the Village of McCall.
Ruark reported on a check of references of Wallace Rhodes and read
letters from the Ada County Sheriff 's office, and Warren Mills of the
Liquor Law Enforcement and reported a conversation with the FBI office
in Boise. Roberts reported on other applicants which had contacted
members of the Board.
Following a discussion on the qualifications, exoeriences, etc. of all
applicants, Ruark moved to appoint 'Wallace Rhodes as chief of police of
Village of McCall at the current salary schedule with review of the
salary under the new budget. The motion was seconded by Fortin and
declared carried unanimously.
Burnside reported on the meeting with Polly Greaves on the operation
of the caddy house for the coming season, and stated the only disagree-
ment was the furnishing of the towels and tissues for the toilets.
Following discussion it was the opinion of the Board that the Village
would furnish same and a review of the agreement be made following the
season 's operation.

May 2, 1960
A regular meeting of the Board of Trustees of the Village of McCall,
Valley County, Idaho, was held on the above date and the foltowing
business transacted.

Fortin moved the meeting of April 4, 1960, be adjourned, which motion
was seconded by Ruark and declared carried unanimously.
The minutues of the previous meeting were read and approved.
Jack Hayes appeared before the Board presenting a bid for Village
liability insurance. The premium, -which for the following year, would
be $1017.45. Mr. Hayes reported that if this policy could be written
for a three-year basis a savings of 15 .00 would be made during the
second and third year, but that the premiums would still be pain on an
annual basis. Fortin moved that the insurance be purchased on a three
year basis. Eurnside seconded the motion and it was declared carried
unanimously. It was noted in the quotation for the premium on such
insurance that ';99.56 of the premium covered the hospital premises
and . .18.9.00 minus 20 percent was applicable to the professional coverage
for the hospital, and such items should be budgeted against the hospital .
Mr. Fred Ross of Cascade appeared before the Board reporting the results
of a canvass made of the Village of McCall by himself and his associates,
on the proposal to set up a trash removal system in the Village. He
reported that they had canvassed 885 persons ' in and around the Village.
Eight-six percent of those canvassed had stated that they would like
such a trash removal service. Seven percent were definitely for it.
Four percent were willing to go along if the system were instituted.
Two percent were against such a system but would go along if forced to.
One percent indicated that they were definitely against such a plan.
Mr. Ross reported that it was their opinion that of this one percent
against the plan, a good proportion of those were on the outside edges of
city, probably under county jurisdiction. Mr. Ross again outlined his
plan to the Village which consists of requesting a franchise from the
Village to collect trash and garbage within the Village and agreeing
therefor to collect twice a week in the summer and Hnce a week in the
winter, to maintain the sanitary land fill, to charge for such trash
removal at the rate of $/ . 50 per month per residence with a 25 percent
per month deduction being allowed tose residents who would use an
approved trash container for garbage. Commercial establishments would be
on a sliding scale with the minimum of 3 and a maximum of 30 per month.
Mr. Ross further reported they would maintain a collection office in
McCall, one employee being a resident of McCall, and that the Village
would not be involved in collections. Mr. Ross would further agree to
compact and fill the sanitary land fill daily during the summer and
whenever possible in the winter. The question of burning trash at the
sanitary land fill arose and no aereement was reachd among the members
of the Board as to whether or not any burning would be permitted.
Mr. Fortin reported that he had received no further commitments from
Valley County. Mr. Fortin then agreed to arrange a meeting with the
Commissioners of Valley County and some officials from the Village of
Cascade on Monday, the 9th day of May, 1960, a the regular meeting of
the Valley County Commissioners in Cascade, and to inform Mr. Ross of
this meeting.

Burnside reported that he was receiving considerable complaints on
the season tickets price suggested by the Board and further suggested
that the Village Board meet with the Golf planning Board to again
discuss the season ticket price. Burnside reported that the club
house needs Village water. Mr. Ackaret reported that it was nearby
and could be accomplished. Burnside and Ackerat were authorized to
examine the drainage needs in and around the club house and the poss-
ibility of installing sprinklers on part of No. 1 fairway and to install
the same if practible.
Mr. Spence reported that the condemnation suit aginst Ronald J. Hamilton
and the Dewey-Davis Estate had been filed and service of process was now
being had.
Mr. Ackaret reported that the fluoride equipment of the Village could
be repaired for approximately 400 and that a new unit would cost
approximately S1800. It was agreed that this matter would be considered
in the proposed budget.
Mr. Roberts reported that the advertisement for bids for the new hospital
construction had been published and that bids would be opened on Tuesday,
May 17, at 8:00 PM. , and that he would not he available for the bid
opening and some other member of the Board would have to be present.
The plans for the proposed addition to the hospital were examined and
it was noted that they were to be of the same type of construction as
the present building.
Mr. Spence reported that the proposed trace of land with John Carrico had
been approved by the attorneys and that the Village would advertise the
land as being available for trade for a like area of land of equal value
and that the advertisement would be paid for by Mr. Carrico.
Mr. Ruark reported the new police chief had come to town on Saturday
with his .,eife at aseume the job on Nonday. His aife become ill, was
transfered to he hospital and finally to Boise and that the new chief,
due to report for work on Sunday, Nay 1, 19170, had not reported back as
of the date of the meeting.
Mr. Roberts reported that he was awaiting further information on the
proposed airline changes in and out of McCall, but for the information
of the Board, Mr. Roberts does plan to appear in Baker at the meeting
of the Federal 4viation Authority.
Mr. Fortin reported that two items of equipment were available for the
batching of asphalt for patch ng of the Village streets, a new tail
gate unit would cost .51660, and that a completely new batch plant would
cost approximately 55000. He further reported that a used batch plant was
availae in Pocatela for an offered price of : 1500, delivered to Boise,
the new tail gate unit was available through the Southern Idaho EqUipment
Comeany, and that the used batch plant was available through the Starline
Company. Mr. ckaret was instructed to request the Starline Company
to bring the used batch plant into Boise where it could be examined.
Fortin reported that he had received complaints of speeders on 1est Park
Street in the Village.
Burnside asked about the availability of street lights on the approaches
to the McCall-Donnelly schoels and was referred to the Street Lighting
Committee, consisttng of Ackaret, Fertin, and a representative from the
Idaho Power Coepnny.
Fortin reported that the Progressive Club wants the Lakeside Park ready
for planting flowers by Mary 15. A discussion on the possibility of the
destruction of the old estcott service station. Fortin, Burnside, and
Ackaret agreed to seek means for the remove / of the old stet ion.
The claim submitted by ELake for vacation not taken while employed as
Chief of Police was denied, as was the balance of the bill submitted for

claimed overtime.
It was reported that the Idaho Municipal League Convention would be held
in IcCall on the 16th, 17th, and 18th of June, 1960, and that we were
required to send an authorized representative. It was then coved by
Ruark a seconded by Burn ride that Roberts be certified as the offical
representative for the Village of McCall, which motion was declared
carried unanimously. The Clerk was directed to send notice of this
authorization to the Idaho Municipal League.
Mr. Spence reported a communication from the Valley County Civil Defense
authority noting that there ::could be a Civil Defense alert on May 3,
1960.
Ackaret reported a water dep •rtment adjustment on the O.K. Rubber elders
should be effected and the matter was referred to Foga for action.
The budget for the following fiscal year was taken under discussion
and if was noted that before final action the Board would need to 'know
the final budget figures for the past fiscal year.
Ruark moved that the Village advertise for a new police car prior to the
next regular meeting of the Board. The motion was seconded by Fortin
and declared carried unanimously. Ruark was directed to help the Clerk
prepare the specification for the bid.

A continuation of the regular meeting of May 2, 1960, was held on the
above date and the following business transacted.

The Chairman declared the purpose of the meeting was for final consideration
on the proposed 1960-1961 budget.
Roberts briefly resorted on the Civil Aeronautics Board hearing to be
held June 1 regarding the schedule of West Coast Airlines into McCall.
He presented written reports from the CAB and 'lest Coast airlines
which would be discussed at the hearing and reported on the comparative
revenues, hoardings and costs incurred in the McCall operation. It was
proposed that Roberts and Fogg attempt to attend the hearing on June 1
to have a favorahle and continued airline schedule in McCall.
There followed a discussion on the budget in which each item of
expenditure for the coming fiscal year wasdiscussed and the total revenues
to be received from all sources were compared with expenditures. The
operation at the hospital was discussed at length as well as salary
increases several employees. Following discussion it was moved by Fogg
that the total budget in the amount of 5238, 840 be adopted, which motion
was seconded by Fortin and declared carried unanimously.

The minutes of the previous meeting were read and approved as read.
Cory Engen and Roy May, who were present, discussed with the Board
the unloading of boats at the ramp at Standish 's Boat Dock, and reported
the additional work which could be done to facilitate the parking of
trailers in that area. The parking of trailers was discussed and the
area between the street and the high water line on the beach, which
could be used for that purpose were reviewed. May briefly discussed
the operation and following discussion he was requested to work with
Burnside as a member of the Board and possibly the Rotary Club for
assistance and determine the total cost of the project. Burnside and
Ackaret were appointed to work with the committees.
The Board was informed at the use of the city dock by persons who were
using it for docking, which was denying some people the use of the dock.
The policing of the dock was discussed and the possibility of posting
same was taken under advisement.
May also discussed the cleanliness of the city streets in the business
district and there followed a lengthy discussion on the periods of
cleaning by the Village and the problems of keeping the streets clean
and the difficulty in enforcing the ordinance prohibiting the dumping
of trash on the street.
It was reported that the water water temporarily connected at the golf
course. The drainage fill was briefly discussed and appears to be
satisfactory. Burnside reportad the lockers and the club storage were
almost complete, although additional storage would be added next year.
Spence reported the hearing on the condemnation suit for the golf course
against Ronald J. Ha.,~iiton and the Dewey-Davis estate was scheduled for
June 6, 1960, in Weiser, but it was postponed due to the election to
public office by the other attorney.
The John Carico trade of land was briefly discussed and approved.
Roberts reported on the hospital addition and reported the final papers
had been signed and the contract was to start on June 6 or 7, with a
September 1 completion date and the contractor would be moved out by
September 30. The drainage at the hospital was again discussed.
The letter of resignation from William f=owers as a member of McCall
Memorial Hospital Board was read and the hospital recommended the
appointment of either George ' lliott or Blair Armstrong to fill out the
unexpired term of William Powers. Following discussion Fogg moved to
appoint George Elliott to the unexpired term of William Powers and if
he did not agree to serve, to appoint Blair Armstrong to the unexpired
term. The motion was seconded by Fortin and decl -red carried unanimously.
Roberts reported he and Ruark had attended the CAB hearing in Baker
regarding the schedule of West Coast Mirlines into McCall, and read a
portion of the statement which was submitted at the hearing. It was not
known at this time what effect the statement would have on the proposed
schedule.
Ackaret reported the street patcher, which had been under consideration
for purchase by the Village had not come to boise for inspection. Ackaret
was instructed to call and set a deadline for making an inspection of the
machine.
A striper for painting was discussed at an approximate cost of - 400,
following which '`uark moved a striper for painting, the Village streets
purchased at an approximate cost of $385 plus freight, wl- ich motion
was seconded by Fortin and declared carried unanimously. Regarding the
patching machine, Fortin moved to investigate the used oiler, and if it
was not available, to enter an order for a new one, which motion was
seconded by Fogg; and declared carried unanimously.

The street Light committee reported on the new locations and moved the
Idaho Power Company be notified to place one street end on each end of
Floyde Street and install a street light of 4000 lumens on the junction
of County Road and Mather Street. The motion was seconded by Fogg, and
declared carried unanimously.
Regarding the purchase by the Village of McCall of the Vestcott property.
for parks and beaches, the tearinc down of the existing building on the
property was briefly discussed. 'roberts reported on meeting with the
County Commissioners on the taxes on the building and reported that
some other method of purchase would be necessary so the title could be
changed prior to any relief being given by the county. Spence was
instructed to contact Westcott Oil Company for the possibility of a
different method of purchase, whereby the contract could be placed in
the name of the Village of McCall .
Dutch Rutherford, who was present, gave the history of his wer tine
from his house to the Village tine. It was constructed at his own expense
prior to the time the sewer was in that area. His sewer line was now
plugged and the Village attempted to flush out the sewer and caused
sewage to back into the houses. He explained the ongraote connections,
and the problem regarding the plugging of the sewer, which was due to a
„jog in the line. He requested that the Village dig a hole in the line to
enable it to be flushed. Following discussion Foag and Ackaret were
appointed to work with '-'utch on a possible solution.
The Civil Defense alert which was held was briefly reported by Rhodes,
and the phone lines and the police radio was out at that particular time.
Roberts reported on a lack of coordination of all levels from the State
down.
Roberts stated the Zoning 'ommission should be activated again to consider
the zoning ordinances which would be necessary under the new building
code. Fogg briefly reported on the last meetinc of the board and following
discussion, Roberts appointed Fogg acting chairman to initiate meetings
of the Board.
Roberts briefly reported on the Idaho Municipal League meeting to be held
in McCall on June 16, 17, and 18. Burnside moved that the green fees at
the golf course be waived for the 16 and 17, and until noon on the 18 for
the Municipal League personnel: 'he motion was seconded by Ruark and
declared carried unanimously.
Ruark, in the absence of the Chairman, was appointed to welcome the
veterinarians convention, which was to be held at McCall in the near
future.
Fortin reported a complaint of the possible construction of a parking lot
in front of H. E. Vassar's home adjacent to Brown 's new office building.
Fortin was ac::pointed to discuss the matter with Brown to determine if a
parking lot was being constructed.
Roberts reported on several speeding complaints, following which a posting
of the roads was discussed.
Fortin reported a fence on the new dump road could be built for approximately
150, and we would furnish the material, which would include two gates.
Fogg moved to accept the offer for the construction of the fence, which
motion was seconded by Ruark and declared carried unanimously. The County
would start work on the pit as soon as a cat could be brouaht in. Roberts
reported on various methods used by other cities with sanitary land fill
type dumps.
Fogg reported from the Water -forks Equipment Company, a bid for the Village
fluorinater complete with installation in sixty days, in the amount of
$2437. Ackaret was instructed to contact the firm for possible terms of
purchase, following which Fogg moved the fluorinater be purchased, which

rogq reported a request of the Forest Service to install a permanent
type tank on the north end of the North-South runway, off the runway,
next to the railroad right-of-way. roar; briefly outlined future plans
for building and improvements which would be .constructed in that area in
the future. It was the opinion of the Board that the Forest Service should
prepare an agreement tc be signed by the Village for their protection of
their investment.
Retarding the sale of tpp soil from the end of the runway, the Board
instructed Ackaret and Fogg to set up a price to control the sale.
Fogg reported on a sewer-clean-out chain and power rod machine for possible
use by the Village. As this item was lot included in the budget for the
next fiscal year, it was the opinion of the Board that the purchase should
be held until a later date.
As this meeting was the date set for the opening of bids for the new
police car and no bidders were present, it was the opinion of the Board
that letters be written to surrounding automobile dealers inviting them
to bid on the proposed police car. Ruark read a brief police report and
a recommendation on restrictive parking. Rhodes explained the recom-
mendations further and the current parking situation was briefly discussed.
Following discussion Burnside moved that the west side of Third Street from
Lake Street to the alley be ten minute parking only, on Lake Street from
Third Street to Second Street, south side, one hour parking, and at Third
and Leonra Streets, post one No-U-Turn sign. the motion for the restrictive
parking as recommended by the Chief of Police was seconded by Fogg and
declared carried unanimously.

Fogg introduced and moved the adoption of proposed Ordinance :4215, an
ordinance amending Section 1-803 of the Village of McCall Code of 199,
as amended by prior ordinances for the adjustment of the salary of the
Chief of Police. The proposed ordinance was read by title and at length
and set the salary of the Chief of Police to 3400 a month, effective May
1, 1960. Burnside moved the rules be suspended for the passage of
proposed Ordinance #215. The motion for the suspension of the rules was
seconded by Ruark and declared carried unanimously. the ordinance was read
again in full, following which Ruark seconded the motion moving ' the
adoption of Ordinance #215. Question : the Chairman declared the Ordinance
#215 was carried unanimously.
Ruark introduced and mnved the adoption of proposed Ordinance 1216, an
ordinance amending Section 1-303 of the Village of licCall Code of 1949,
as amended by ordinances 1162, :c170, s175, 199, and #206. The ordinance
provided for the salary of the water master to be . 455 per month, beginning;
May 1, 1960. Burnside moved the rules be suspended for the passage of
proposed Vrdinance 1216. The ordinance was read in full, following which
Fogg seconded the motion for the suspension of the rules, which motion
was declared carried unanimously. Fortin seconded the motion adopting
proposed Ordinance #216. Question: the Chairman declared the ordinance
carried unanimously.
The Clerk briefly reported on the water line which was installed by
School District #421-B, in which line would be assumed by the Village of
McCall either by purchase or by credit. The total cost for the construction
of the line was 11920. 63. Ackaret reported that miters had not been
installed, although they would be in the near future. It was the opinion
of the Board that following the installation of meters, the charge for water
by pro rated back to the time of original use. Fogg moved the Village
agree to purchase the line from School District #421-B and a credit in the
amount of 51920. 63 be set up on the books, and a charge be made to the
District for water from the time of original use. The motion was seconded
by Burnside and declared carried unanimously.

held on the above date and the following business transacted.

The Chairman stated the meeting was called for the purpose of opening
the bids on the purchase of the police car.
The following bids were submitted for consideration: Manser Incorporated,
net trade difference, $1201. 18; Roy C. Davidson, net difference, $1575. 99;
Gentry Ryder Ford Sales, net difference, $1095.
Following the opening of the bids a discussion was held on the difference
in bids, trade in allowances, and the options specified in the adver-
tisement.
Mr. Ryder, who was present, stated he had a unit in stock which would
meet the specifications as advertised, with the exception of the heavy
duty clutch. The unit was white in color and could be delivered in the
very near future.
Following discussion, Ruark moved to accept the model in stock providing
it met all specifications with the exception of the heavy duty clutch.
The motion was seconded by Fogg and declared carried unanimously.

Minutes of the previous meeting were read and approved as read.
Burnside reported that no action had been taken on the construction of
a boat trailer parking lot and there was apparently no help to be
received from the County Boat Fund. Roberts appointed Fortin and Ackaret
to check further with the County on the possibility of monetary help.
Fortin agreed to try to get some leveling accomplished on the parking
area. Burnside reported no apparent violation of boat parking at the
public dock during the past month.
Leonard Ackaret reported that the business streets are being cleaned
every two days.
Roberts reported the acquisition of a bottled gas incinerator for the
hospital. He further reported that the hospital construction is
proceeding according to schedule.
Roberts reported that an independent agency has made recommendations to
the FAA that McCall be dropped from the schedule of West Coast Airlines.
This action is not formal now but could be anticipated in the future.
Ackaret reported that the striper for painting stripes on the pavement
has been ordered as has the water chlorinator. He further reported that
the tail-gate patching machine for pavement patching has been received.
The Chairman again requested Attorney Spence to contact the Westcott Oil
Company for a possible solution on the tax assessing problem on the
property purchased from Vestcott Oil Company.
Attorney Spence reorted the conversation with one Mrs. Kohle who is
reported to have fallen on the sidewalk of the street in McCall in front
of the Westcott Oil property.
Fortin reported that no progress had been made on the demolition of the
Westcott Oil property but attempts were still being made to find persons
interested in the salvaging of lumber from the building.
Ackaret reported that no action had been taken on the Rutherford sewer
but apparently the situation had resolved itself.
Ruark reported welcoming the Veterinarian Convention and Roberts reported
welcoming the Well Drillers Convention. Roberts reported that the Idaho
Municipal League had again met in McCall and that the meeting for the
following year would again be in McCall, with Payette being as the host
city. /t was reported that Mr. Roberts had been elected the first Vice
President of the Idaho Municipal League for the coming year.
The aerial spraying of the Village for the year was reported accomplished
but no report was available at this time on the collection of funds
for the costs of same.
Burnside reported the Golf Tournament planning well under way with the
possibility of Shirley Englehorn coming for demonstration. Also that
there was no watering of the greens in process at the suggestion of the
local agricultural extension agent, but that the suggestion had been made

that fertilizer applied to the fairways might be more advantageous than
water at the present time. Rates for the Golf Tournament would be the
same as last year. Further reporting that the new furniture for the
golf course club house had been received and that a need for someone
to police the golf course had been noted and Ken Rosecrans had ins-
tituted the action and would submit a bill for services. It was
suggested by the Board that the systems used at other golf courses be
examined for the purpose of obtaining a simple system for checking the
player on this course.
Fortin reported that the new dump was about ready to be used but still
needed some fencing. Fortin further recommended that an employee be
hired to supervise the dumping at the dump grounds prior to the closing
of the old dump. The question of how much to pay such an employee was
discussed and the necessity for a new set of regulations to be imposed
for the use of the new dump. It was noted that ahy new regulations
must be given wide publicity. The Chairman directed Mr. Ackerat and
Mr. Fortin to devise a plan for the operation of the new dump, said
plan to be presented at a special meeting of the Board.
A Letter from the Sanitary Refuse Company was read by the Board, in
which letter the company again requested a franchise for the trash
removal in the Village. The Board again discussed the possibility of the
issuance of a franchise and noted that no commitment had been made to any
person or firm in the past as to the issuance of a franchise. Discussion
was had as to the need for regulations in the Village concerning the
burning of trash, the covering of garbage cans, and the necessity for
trash trucks to be covered en route to the dump.
Chief of Police Rhodes recommended to the Board an Ordinance on Bill
Posting within the Village and that the Board consider an ordinance
as the the storage of explosives within the Village. The Chairman agreed
to contact the Idaho Municipal League as to model ordinances for these
purposes.
A discussion was held on the desirability of enacting ordinances covering
the various petty crimes which might be committed within the Village and
the advisability of the Village prosecuting such petty criminal offenses.
Attorney Spence reported that the lawsuit on the golf course property had
received a hearing in Emmett on July 5, 1960, at which time the District
Judge had given the defendants twenty days in which to submit a brief
under a proposition that the Village showed the power to condemn land
for golf course purposes. The Village would then have ten days in which
to submit a reply.
Attorney Spence reported that he would be leaving the Village sometime
after August 15, 1960, and verbally submitted he a resignation as Village
Attorney to be effective prior to September 1, 1960.
Roberts reported the possibility of using the Fire Protective Association
crash truck as a local fire suppression unit. He reported that the truck
could be used under the same regulations as that now stationed in New
Meadows if the truck could be manned by local personnel and rehabilitated
by a local authority. The cost of rehabilitating the unit was considered
extremely reasonable. Mr. . Roberts stated that he felt that negotiations
should continue with the rural residents around the Village of McCall for
the possibility of setting up a fire protection district or whatever
authority would be necessary.

Personnel of the Sanitary Refuse Company appeared before the Board and
the Board explained to them their position as to the granting of a
franchise for trash disposal within the Village limits. The Board
indicated to the Sanitary Refuse Company that they were considering
ordinances concerning covered containers for garbage, cow-red trash
hauling trucks, and the prevention of the use of incinerators within
the village. The Board informed the personnel of the company that
they would not consider an exclusive franchise to any agent at this
time.

Burnside moved the meeting of July 11, 1960, be adjourned which motion

The minutes of the previous meeting were read and approved as read.
Ray Bessicer, who was present, stated he had lost his raspberries due to
the recent spraying for mosquitoes and his strawberries had also been
burned by the spray. He felt the Village of McCall was liable as they had
hired Johnson to spray and stated that he could not afford to lose his crop
and that reimbursement for the loss was due him. He stated he felt that the
spraying was now unnecessary if the Village would take care of the ponds
adjacent to the Village which breed mosquitoes and provide proper drainage
for these ponds. The matter was briefly discussed and was referred to Fogg
and Spence for further investigation.

Fortin stated that he had no report on the improvement of the boat dock area,
however, there was possibly some arrangement which could be made with the
county in the near future.
Ackaret reported the fluorinator had not yet been received. He also
reported the patching machine was now being used on the Village streets.
Ackaret reported that a galleon ten ton motorized roller was available
through the Surplus Property Agency at approximately $$350. Following
discussion Fortin moved to approve the purchase of the motorized ten ton
roller through the Surplus Property Agency for approximately $350, which
motion was seconded by Burnside and declared carried unanimously.
The use of the public beach was briefly discussed and it was reported that
water skiing and boats were intermingling with the swimmers at the public
and the recommendation that the area be either chainged off or with chain
and buoys or tog booms was tentatively approved. Ackaret reported he could
purchase surplus chain through the Surplus Property Agency which would
enable the Village to control the area at a reasonable cost.
Spence reported on a meeting with Ike '.Vestcott on the possibility of
changing the purchase agreement from the Nestcott Oil Company which would
relieve the village of the county taxes now being assessed on the property.
The letter was written to Nestcott 's attorney, however, an answer has not
been received yet.
The demolition of the Nestcott property was briefly discussed and it was
reported that several people had inspected the property and would not
tear the building down for the salvage value.
Burnside reported the Golf Tournament was all set and Nuke Carter would
start the tournament players. He briefly reported on the off-side screen
doors and the cost of same for the caddy house. He stated also that signs
were to be posted at the City Dock and at the Public Beach requesting the
public to keep the area clean and to be used for swimming.
Fortin briefly reported on the new Village dump and there followed a
discussion on the winter operation of the dump and the necessity of a man
employed by the Village at the dump.
Spence reported the golf course condemnation suit was in progress and the
attorneys for Hamilton had filed a brief and 'pence was in the process of
filing the answer.
Regarding the fall of Mrs. Kohle on the Nestcott Oil Property and her
possible injury, Roberts reported receiving correspondence from her
attorney and stated the correspondence would be turned over to `jack Hayes
to be forwarded to the insurance company.
The resignation of Charles Spence as Village attorney was briefly
discussed and the possibilities of a replacement for the Village attorney
reviewed. The replacement was to be considered at a later date following
which mveral possible applications would be considered.
A fire district meeting for areas adjacent to the Village of McCall was
briefly discussed and Roberts reviewed other fire unit history and the
cooperative agreements with other Villages for use. He suggested that the
adjacent areas be solicited for funds to be used to repair the additional
unit on hand to fight fires in and around the Village of McCall. The unit
would be manned by volunteers from the Village and the cost to rehabilitate
the surplus unit would be approximately $2000. Burnside and Ackaret were
appointed to work further on the meeting.
Chief of Police Rhodes reported that the signs on the roads to the school
house were to be posted this month and the cross walk on Highway 15 would
be painted where the pedestrian traffic was heavier.

Rhodes reported on a meeting with the State Department of Highways and
made the following recommendations for speed limits on the State Highway
15 through the Village of McCall : 1. State Highway 15 and Third Street
from South City Limits to .35 of a mile north of South City Limits, 50
miles an hour; 2. State Highway 15 and Third Street from .35 miles north
of South City Limits to 300 feet north of Washington Street, 35 miles an
hour; 3. State Highway 15 and Third Street from 300 feet north of
Washington Street to Lake Street, 25 miles an hour; 4. State Highway 15
and Lake Street to Country Road, 25 miles an hour and from Country Road
to West City Limits, 35 miles an hour. Following discussion on the
recommended speed limits Ruark moved the speed limits as recommended by
the Chief of Police be approved and effective this date, which motion was
seconded by Burnside and declared carried unanimously.
Roberts briefly reported on the hospital construction and stated the
construction is now being held up due to door frames which were not on hand.
The first bill for the construction will possibly be submitted in the
near future.
Roberts reported on a meeting with Bill Bacon of the Forest Service during
the recent fire emergency and stated that some aid on the oil of the air-
port would be received from the Forest Service in the future.
Ruark reported on a request to paint the city hall for approximately $385,
which would not include the lower portion and the total bill would be
approximately $600 or $700. Central heating for the police, the library,
and the jail were briefly discussed, and it was felt questionable to make
a heavy investment in a building as old as the present city hall.
The clerk reported the American Legion had collected all but $23. 50 for the
fireworks display during the Fourth of July. A bill was presented to the
Village in the amount of $23. 50 to complete payment for the fireworks. .
Burnside moved the bill be approved and ordered paid, which motion was
seconded by 'uark and declared carried unanimously.

RECORD OF PROCEEDINGS
The Chairman declared the purpose of the meeting was the consideration
of the annual appropriation bill, the city dump, and the hiring of an
attorney for the Village of McCall .
There followed a lengthy discussion on the budget following which Burnside
introduced and moved adoption of proposed ordinance #217, the annual
appropriation bill setting a levy of 49.2 mills for the 1960-1961 fiscal
year. Fortin moved the rules be suspended for the passage of proposed
ordinance #217, the motion for suspension of the rules was seconded by
Ruark and declared carried unanimously. Ruark seconded the motion for
the adoption of proposed ordianance #217. Question: Favor of Ordinance
#217-Roberts, Fortin Burnside, and ''uark. The Chairmah declared the
Ordinance unanimously carried.
Fortin reported on the dump operation and a request for a franchise, , the
necissity of a man employed by the Village of '"'cCatl to supervise the
dump and the general operation of the sanitary land fill type dump.
Following lengthy discussion on the needs for the Village the chairman
summarized the needs as follows : an ordinance was necessary spelling out
our sanitary requirements in the Village of McCall regarding containers,
accumulation of garbage, restriction of burning, the setting up of a frame-
work for the Board of Trustees to make a charge for all users of the
sanitary land fill type operation, a meeting with the County Commissioner
regarding a fee from the county for all users outside the limits of the
Village of "cCall; a tentative meeting was set with the County ''ommissioners
for August 8, 1960.
Regarding a replacement for Spence as attorney for the Village of McCall,
Roberts reported that Remaklus had been attempting to contact him and
he would report to the Board at the next meeting on the applications.

Ted f Garwood, who was present discussed the water bill from the store
and in particular the water and sewage charge for lawn irrigation.
Following discussion on the possible relief the Chairman instructed
Ted Harwood that Fogg and Ackaret would work on the store water bill
and also the Board was making a study and would continue to survey
the overrun on the water accounts for possible relief on water used
for lawn irrigation.
Raymond V. Bessecher, who was present, discussed the spray program
of the Village and presented a bill to the Village of McCall and the
Johnson Flying Service for damages to his raspberry crops as a result
of the spray program. Harry kuark, acting Chairman, advised Mr.
Bessecher that his claim would be turned over to the insurance
company for action. Also Fogg had stated that he would get a letter
from the County Agent as to his findings regarding the damage to the
raspberries.
Fortin reported as soon as the tractor is available work wilt be done
on the boat dock-traitor space.
Burnside advised the members of the Doard that the signs would be put
up next spring at the public beach, which would be regulatory signs
as to the use of the beach.
Fortin reported nothing had yet developed on the demolition of the
Westcott property building. Police Chief Rhodes presented a drawing
of a block building of the s'estcott property with possibilities of
a future plan for use as a police station and jail .
Burnside reported briefly on the 1960 Golf Tournament and stated it
was down from last year. He felt that additional advertising in the
future might increase the attendance.
Following discussion on a Village Attorney, -'lenn Burnside moved that
Bob Remaklus be hired at the same salary as set by the budget as
Attorney for the Village of McCall . Motion was seconded by Fortin
and declared carried unanimously.
Regarding the fire district as proposed in the rural area, Ackaret
stated that Heinrich was interested in the fire district and he would
report at a later date.
Rhodes reported that he had not received anything from the State
Department of Highways on the speed sicrs on the highway speed limits.
Ether signs had been posted and school crossings completed.
Due to the absence of Chairman Roberts the Hospital report would be
made at the next meeting.
Fogg reported on a cooperative agreement with the State Forest Service
and city on gravel for the airport in the amount of approximately
4500 yards. Following discussion Fortin moved that the Village of
McCall purchase 5000 yards of gravel from Stanley Construction Company
for use on the streets during the next two years. The motion was
seconded by Fogg and declared carried unanimously.
It was suggested that Max Fee be contacted on the removal of a tree
that is a hazard on the blind corner of West Park Street and Cemetery
Road. Chairman Ruark appointed Leonard Ackaret to contact Max Fee.
Bob Fogg advised the Village Clerk to write a letter to Bob Chitwood
informing him why we are unable to credit the water account against
the sewer line that he put in near the Ernie Ward property.
It was the opinion of the Board that the prosecuting attorney follow
up on the lease agreements to the owners of the new T-hangers at the
airport. Fogg reported that three new T-harmers at the airport and also

new doors have been built and installed on the south end of the main
hanger.
The following bids for gasoline and fuel oil for the coming year were
opened and read: Shell Oil Company, gasoline price .245, Shell diesel
fuel . 151, Shell stove oil . 166; Westcott Oil Company, gasoline .255,
diesel fuel . 14782 per gallon, stove oil . 16282 per gallon; Texaco
gasoline .265 per gallon, diesel . 166 per gallon, stove oil . 181 per
gallon; Standard Oil Company gasoline .2335 per gallon, diesel fuel
. 1385 per gallon, stove oil . 161 per gallon. Following the reading
of the bids and a discussion on same it appeared that Standard Oil
Company was the low bidder on gasoline and diesel, and the Westcott
Oil Company was low bidder on the stove oil. Fogg moved that upon
investigation by the Clerk, that the Low bids of Standard Oil Company
and Westcott Oil Company be accepted. The motion was seconded by
Fortin and declared carried unanimously.

seconded by Burnside and declared carried unanimously.
The minutes of the previous meeting were read and approved as read.
Several ladies from the Progressive Club, who were present, requested
information on the intention of the Village 's use of the property
which has been purchased from the Westcott Oil Company and requested the
demolition of the building. The possible uses of the building were
discussed at length and the limitations in the contract of purchase and
the restriction on the deed were also discussed at length. It was the
opinion of the Board that as the property could never be used for any-
thing other than municipal use, at least the old portion would be
demolished as soon as possible.
The Clerk reported on the forwarding to the insurance company of the
claim of R. '✓. Bessicher for damages suffered to his raspberries in the
recent spray program.
Fortin stated he was waiting for a cat on the boat-trailer area near the
Hardy Boat Dock to increase the facilities for the parking of boat
trailers.
The possible change in the method of purchase in the ''Vestcott property
whereby the deed would be placed in escrow to avoid the taxes which
were currently being assessed against the property were discussed. The
Clerk was to forward the agreement to the attorney for examination.
The condemnation suit on the golf course was briefly discussed and the
Village attorney was informed of the circumstances which preceded the
condemnation proceedings.
Ackaret stated he had no report at this time to make on the rural fire
department.
It was reported the bush on the Max Fee property, which had been hindering
visibility on the County Road, had been removed.
The gravel purchase for the airport and the streets was briefly discussed
and the payment of same considered against future budgets.
Burnside stated he would discuss the demolition of the Vestcott Oil
property ,with Brown at his earliest convenience.
A letter from the State Department of Highways giving formal approval to
the requested speed limits as previously outlined by the Chief of Police
was read.
The Clerk reported on the possibility of the purchase of an address-o-graph
machine to be used in water and sewer billings and also the possibility
of working the machine in the hospital billings.
The Peddlers ordinance as applying to students and local personnel in the
Village of McCall was briefly discussed.
There followed the reading of the several bills, following which Fogg
moved the bills approved and ordered paid, which motion was seconded by
Fortin and declared carried unanimously.

by Ruark and declared carried unanimously.
The minutes of the previous meeting were read and approved as read.
The purchase agreement from the Westcott Oil Company on the 'Nescott
Oil property was briefly discussed and Remaklus stated he would report
following an examination of the agreement. Burnside reported on a
meeting with Brown stating he would demolish the old building on the
Westcott property but could not clean up the debris. Burnside stated
he would conduct further investigation.
There was no report on the claim for damages of R. W. Bessicher on the
loss of his raspberries. The clerk informed the Board the matter had
been turned over to the insurance company for settlement.
The clerk informed the Board that Roy May had stated the Valley County
would assist with approximately $300 available from boat moneys on the
parking area adjacent to Hardy's Boat Dock. It was reported the County
would also lend assistance with trucks.

The clerk reported on the address-o-graph available to the Village at
the cost of 5235.00 following which rortin moved the address-o-graph
be purchased, which motion was seconded by Ruark and declared carried
unanimously.
Roberts reported on the complaint due to the failure of people on
Floyd being able to hook on the private water line which was installed
by Achesons and the people on the lower end of the street. Following
discussion Ackaret was instructed to check on the water line and the
possibility of other people being able to hook on the line.
burnside reported the golf course was shut down, however, May was
working on the course as yet. He stated the greens were in excellent
condition for this time of year. He reported the County would spray
the course for dandelions next spring.
Certificate 2 on the hospital addition was presented for payment. The
certificate included the change orders which were discussed and previously
approved. Following discussion Burnside moved to authorize payment on
Certificate 2 in the amount of "14, 841.48 to the contractor, which motion
was seconded by Ruark and declared carried unanimously.
Remaklus reported on a conversation with Charles Blanton, attorney for
Ronald J. Hamilton, on the golf course condemnation proceedings. No
conclusion had been reached as to further course in the proceedings.
The clerk reported that the Johnson Flying Service rent was paid llue
January 1, 1959, and was instructed to bill for the 1959-1960 year.
Lhe clerk reported on the route markers for State Highway 15 on Third
and Lake Streets, and the objection by Mamie Reinhard on the placement
of the State Highway sign, was discussed. It was reported also that the
Texaco sign was in the highway right-of-way.
Burnside stated that May had requested permission to blow the fire siren
for Sunday afternoon drills. Following discussion it was the opinion of

the Board that the fire siren should not be blown for fire drills.
The clerk reported the sewer line encroachment agreement with the
Union Pacific Railroad was due for signature, and following discussion
on the location of the encroachment Ruark moved the Chairman be
authorized to sign the agreement, which motion was seconded by Fortin
and declared carried unanimously.
The letter from Chet Moulten anW the Department of Aeronautics of the
State of Idaho was read agreeing to participate in the forty-five hundred
yards of gravel on the pillage airport.
The trade of land with the Gem State Telephone Company at the airport was
briefly discussed.

A regular meeting of the Board of Trustees of the Village of McCall,
Valley County, Idaho, was held on the above date and the following
business transacted.

The Chairman being absent Fogg was nominated and duly appointed
acting chairman.
Burnside moved the meeting of November 7, 1960, be adjourned, which
motion was seconded by Fortin and declared carried unanimously.
The minutes of the previous meeting were read and approved as read,
with the correction of it being noted that the attorney for Ronald
J. Hamilton being Allen Shepherd in place of Charles Blanton.
The Alestcott Cil Company property and the demolition of same were
discussed at length and it was reported there were two offers made to
tear down the building for the salvage involved and 5100. 00. There
followed a discussion on the taxes on the property and the possible
releif from the County. It was the opinion of the Board that the
demolition of the old wooden portion of the building for S100.00 and
the retention of the property be continued for the present time. It was
suggested that a sixty day time limit be required and the parties come

back in the spring to finish the clean-up job.
Regarding the condemnation proceedings on the golf course, Remaklus
reported that he felt there was no alternative at this time other than
to proceed on the condemnation proceedings and negotiate -vith the other
parties during this period. The cost of the condemnation proceedings
was briefly discussed, and Remaklus stated he would report to the Board
on the estimated cost.
There was no report made on the rural fire department.
Regarding the water Line on Floyd Street, Fogg reported that he and
Ackaret had discussed the matter with the people involved and informed
them that a new budget was necessary before any line could be re-laid
or replaced. Any contribution by them would be taken and set up as a
water credit.
The airport leases and agreements were discussed, and Remaklus was
requested to draw up the agreement for the hanger owners.
The Christmas tree lights were briefly discussed, and it vas the
opinion of the Board the lights be turned on about December 14.
Rhodes reported the driver's license request by people in the Village
and the offer of the Valley County Sheriff to furnish materials and
525.00 per month to him for the service of issueing the licenses. It
was the opinion of the Board, following discussion, that the matter
should be tables until Ruark and a full Board was present.
Burnside reported that Charlie hay had been terminated December 1 at
the golf course.
Following discussion on the dump Fortin moved to discontinue Henry
Stewart as the clean-up man on the dump. The motion was seconded by
Burnside and declared carried unanimously.
Regarding the possible relief on' the sewer charge for water used for
irrigation on lawns in the Village, the Clerk read a letter from
"obertson :1. •3mith stating that he knew of no municipalities in the
State of Idaho that were allowing credit for water used for irrigation
purposes, however, he recommended a percentage reduction during the
summer months when the water was used for irrigation purposes.
The following applications for beer licenses for the 1961 year were
read:

No objections being had to the requested licenses, it was moved by
r'ortin that the licenses be granted as requested, which motion was
seconded by Burnside and declared carried unanimously.
