RECORD OF PROCEEDINGS
Proposed ordinance ;220, an ordinance annexing certain lands to the
Village of McCall, Idaho, describing said lands and providing fcr the
filino of a duly certified copy of the ordinance with the Recorder of
Valley County, Idaho, and providing for the taxation of said Lands was
read at length for the third reading. Following the reading of Proposed
Ordinance ;.-220 Blair moved the ordinance be adopted, which motion was
seconded by Fortin. In favor of the adoption of Proposed Ordinance Z1220:
Glair, Fortin, Fogg, Lurnside, and oberts. ;he Chairman declared the
ordinance unanimously passed.
Other around was briefly reviewed by the Chairman which should be in the
Village limits and Remaklus was instructed to draw an ordinance taking,,
the said lands into the Village of McCall .
Roberts reported the filing of a deed from Brown 's Tie f= Lbr. Co. of
52 acres on the land adjacent to the golf course and a discussion followed
on the payment for the property on the basis of their cost.
The meeting which had been held on the police radio tie-in on Sheep Creek
station was reviewed by Blair and the advantages and disadvantages of the
tie-in were reviewed.
Fortin reported on the request for additional street lights from the
bridge toward town and from U'lmer's to Chitwood's and also in the Stibnite
Addition. Following discussion Fortin moved to add the proposed lights as
requested, which motion was seconded Fogg and upon vote declared carried
unanimously.
Regarding the right-of-way and Mather Road in the Brundage Subdivision,
' oberts reported on a meeting with the State Fish Game officials and
also discussed the sewage disposal plant. There followed a discussion on
the possibility of action by the State Fish & Came Department on the
vacation of the street.
The repair of the Village water tank was discussed and Ackaret reviewed
the new repairs which had been made. Prices were to he requested ar,.concrete
and other types of storage which would be suitable.
Fogg reported on the Chitwood request for credit against his water bills
for the sewer line construction which had been denied.
A letter from the McCall Memorial Hospital ooard recommending the re-ap':ointmeni
of George Elliott and Sam Deffler to the Hospital Board. No further
nominations being made, Burnside moved the unanimous re-appointment of
George Elliott and Sam Deffler to the McCall Memorial Hospital Board for a
term of three years.
The motion was seconded by Blair and upon vote declared carried unanimously.
The beer license apalication from Dale C7rter dba The Lake Fowl was read.
There followed a short discussion of the state law and Village ordinances
on the serving of beer to minors. Following further discussion Fogg moved
the license by issued, which motion was seconded by Fortin. In favor of the
motion: Roberts, Fortin, and Fogg. Opposed: Clair. uurnside abstaining.
The Chairman declared the motion carried.
The budget was discussed and % oberts reviewed the proposed salary increases
for the Village employees and reviewed a proposed contract with the county
as a basis for operation outside the Village limits for police, for a
salary for one man for six months, and also for county aid cn the dump
operation.
The several bills were read for payment, following which Fortin moved the
bills be approved and ordered paid, which motion was seconded by Burnside
and upon vote declared carried unanimously.

A continuation of the regular meeting of January 3, 1962.

The Chairman called the meeting, to order and stated this was a continuation
of the regular meeting which had been held on January 3, and the present
meeting was et the request of the Police Department.
Approximately 75 people were present at the meeting and J. L. Carver, one of
the people present, stated that several of the people had requested
representation from the Attorney General 's office and brought before the
Board various charges and offenses by the Chief of Police in the performance
of his duties and requested that the Board consider these charges. Several
charges sucl. as unauthorized use of the police car, general neglect of duties,
etc. , were made by Carver with additional comments made by several ladies
who were present. Rhodes was given an opportunity to answer the several
charges and was questioned by Roberts on several points regarding the use of
the police car. Following further discussion on the various charges and
rebuttals, Blair stated that all Village meetings were open and i-oard members
were available at any time for comments. Cn the basis of the unauthorized use
of the police car, Flair moved that "Wallace Rhodes by dismissed as Chief of
Police. The motion was seconded by Fors:' and upon vote declared carried
unanimously.
A meeting with the -ounty Commissioners reported on the dump operation as of
"uf us t 1961, three hundred fifty-seven people checked, 210 were out of the
county, or 60% were out of county users. It was requested that one-half the
cost of operation be paid by the county, based on the Village budget.
Perardine the police department it was requested that the county either place
a deputy and car for a period of six months in the Village to take care of
the county business or to pay six month 's salary to the Village. A log
would be kept en the automobile use for the county and approximately '200C.0
f•or. szlary would be requested.
The budget i're^rs were discussed and the police department requested the
additional funds for the instellaticn of the dog pound at the dump.
No further business coming before the Board the meeting, was declared recessed
until the call of the Chair.

A continuation of the regular meeting of January 3, 1962.

The +-hairman stated the meeting was called for the purpose of considering
employment of several individuals as police officers for the Village of
McCall . The re-hiring of Ray .2izea;ore and J. L. Carver, former officers,

was discussed at length and the several members expressed their opinions
on the acceptability of either as employees of the Village. Following
discussion [lurnside moved to pay the travel expensr- s for cas ofnd room in

department the clerk was instructed to advertise for a Chief of Police in
the ,Spokane and Poise papers.

The application for a beer license from J. 1 . Carver and Ceorce Leon was
read to the 'oard. Following discussion blcir moved the license be issued
which motion was seconded by Fogg and upon vote declared carried unanimously.
Noberts stated that because of occasional absences from the Vi l lade it
would he convenient if another member of the board were authorized to sign
checks on the Village general fund. It was moved by Fogg that F. G. Burnside
be authorized to sign Village warrants on the Vi l lane of ttcCal l 5eneraI fund,
which motion as seconded by Fortin and upon vote declared carried unanimously.
"'oberts reported the aiport levy request with the Lounty 'ommissioners and
that axone-half mill levy on the county basis should be levied. it was
also reported that ,j1CCO. 00 was to be set up in the county budget to assist
the Village of C'cCa t 1. on the dump operation.

February 5, 1962

Burnside moved the meeting of January 3, 1962, be adjourned, which motion
was seconded by Fogg and upon vote declared carried unanimously.
The minutes of the previous meetings were read and approved as read.
-ickaret reported the repairs to the water tank had been completed
satisfactorily. Tho Clerk reported on several outstanding bills by the
Gores ' Tank and Steeplejack Company and the attempt to have the local
merchants paid.
Roberts read the library report for the month of January.
Burnside reported en the possibility of Elmer Allen not returning as
creenskeeper at the Village golf course and reviewed the possibility of
hiring another man.
Blair requested board approval for the advcrtis ment for a new police
car. The adve tisement was approved with the notation that the approval
of the must be set prior to the purchase of the car. There followed a
discussion on the budget for the 1 -?962 year, following which Fogg
moved the budget for the 1962 year in the amount of 5196, 250. 00 requiring
a mill levy of 49. 5 mills be approved. The motion was seconded by
Burnside and upon vote declared carried unanimously.
Blair presented the general orders and policy of the Police Department
for Board approval . Following the clarification of several items, Blair
moved the general orders be adopted and approved by the Village board,
which motion was seconded by Fogg and upon vote declared carried unanimously.
There followed a brief discussion on the constable authority by Village
policeman and Femaklus stated he would advise on the status of authority.
Fora introduced and placed upon the first reading proposed ordinance 223,
an ordinance annexing certain lands to the ''✓illcre of VcCrll, Idaho;
descri' inr said lands; and providing for a duly certified copy of the
ordinance with the Recorder of Valley County, Idaho; and providing for the

taxation of said lands. The ordinance was read in full for the first
reading.
Franklin Ross, who was present on behalf of the Sanitary Refuse Company,
request' d information on the letting of a franchise for the cartage
hauling in the Village of McCall . Roberts reviewed the tentative plans
for the dump operation in the absence of Dale Fortin, trustee for the
dump, and stated that no action could be taken this time.
The several bills were read for payment, following which Fogg moved the
bills be approved and ordered paid, which motion was seconded by Burnside
and upon vote declared carried unanimously.

RECORD OF PROCEEDINGS
March 5, 1962
A regular meeting of the Board of Trustees of the Village of '"cCall,
Idaho, was held on the above date and the fellowing business transacted.
'embers present were Roberts, Burnside, Fogg, Fortin, and Blair.
The minutes of the previous meeting were read and approved as read.
Proposed Ordinance 4'223, an ordinance annexing certain lands to the
Village of McCall , Idaho; describing said lends; and providing for the
filing of a duly certified copy of this ordinance the Recorder of V,- lley
County, Idaho; and providing for the taxation of said lands was placed
upon the seconded reading and read in full .
Regarding the limits of the Village and the airport, Remaklus reported
that Ordinance /1C8 took the airport into the city limits in 1955.
Burnside discussed the construction of docks and projections into the
lake and questioned the specification under our building ordinance on
such structures. Following discussion Burnside was appointed with 1ckaret
and Remaklus to determine what the present cede specifications are.
Following the discussion on the budget and no protestants being present,
Fortin introduced and moved the adoption of Proposed Ordinance 1224,
an ordinance termed the annual appropriation bill, appropriating such sums
of money as are deemed necessary to defray all necessary expenses and
liabilities of the Village of McCall , Idaho, for the fiscal year 1962, and
fixing the tax levy for the Village of tioCall , Idaho, for the fiscal year
1 ^62. There followed further discussion on the proposed ordinance carrying
a total mill levy of 49. 5 mills and providing for the sure; 5196, 250.00 for
the operation of the Village for the 1962 year. Fogg moved the rules be
suspended for the passage of Proposed Ordinance "224, which motion was
seconded by Blair and upon vote declared carried unanimously with Roberts,
Fortin, Burnside, Fogg, and Flair in favor. Burnside seconded the motion
,roving the adoption of f-'r000sod Ordinance ``224 and the Chairman declared
the ordinance carried unanimously with Roberts, Fortin, Lurnside, Fogg,
and Blair in favor of the motion.
Blair moved the Clerkbe instructed - e advertise for bids for a police car
for the next Board meeting. The motion was seconded by Fortin and upon
vote declared carried unanimously.
Perardinr the operation of the Colf Course, Burnside reported that Elmer
Allen, the greenkeeper, was planning to stay for the coming year. There
followed a short discussion on the water en the course.
No report was made on a dump plan for the coming year although a proposed
ordinance covering the dumping and covered cans was discussed.
Fore reported on the progress of the Zoning Commi$$ ana' reported that
entice had been .c ven on the hearing for the proposed ordinance as required
by law from the Zoning Commission. There followed a brief discussion on
notice requirements and the law governing the appontment of the commission.
Regarding the angle parking at the Yacht Club, a survey of t -•e property was
again proposed.
Fogg reported a conversation with the Came Commission on the deeding of

Howard Carney, who was present on the proposed zoning ordinance, was
informed by Roberts that the first reading of the zoning ordinance would
be held for the May meeting.
Remaklus reported on docks and other structures projecting into the lake
which could possibly come under the zoning ordinance. Carney reviewed
the proposed ordinance and his particular position under the non-conformists

section and a discussion followed on possible changes in the ordinance.
Following discussion Roberts appointed Burnside, Fogg„and Roberts to
meet with Remaklus on April 9, 1962, on the zoning ordinance and also the
regulations for boat operations and construction of structures into the
lake.
Proposed ordinance #223 and ordinance annexing certain lands to the Village
of McCall, Idaho, describing said lands and providing for the filing of a
duly certified copy of this ordinance with the Recorder of Valley County,
Idaho, and providing for the taxation of said lands, was placed upon the
third reading and read in full and placed upon its final passage. Blair
moved the adoption of proposed ordinance #223, the motion was seconded by
Fogg, and upon vote declared carried unanimously with Roberts, Blair, Fortin,
Fogg, and Burnside in favor.
Burnside reported that Allen was working at the golf course and had taken
mowers to Boise and he should be reimbursed for his expenses. No estimate
was available on the water sprinkler system. Samuelson,- last year's pro
at the golf course had requested employment again this year on the same
basis as last year. Roberts requested a proposed rate schedule and salary
proposal for Samuelson. Burnside reported a new green mower would be necessary
and would cost approximately $45.00. He stated the advisory committee would
consider rates and possible revisions.
No report had been received from the Fish and Game Commission on the deeding
of Mather Road to the Village of McCall.
Fortin reported working on-a house for the dump and also an ordinance for
covered cans and the transportation of garbage and refuse. Following
discussion on an ordinance adding two sections to the present nuisance
ordinance, Fortin introduced and moved the adoption of proposed ordinance #225,
an ordinance amending Chapter I of Title V of the Village of McCall Code of
1949, relating to nuisances, by adding two new sections thereto immediately
following section 5-105, to be known and designated as Section 5-105-A and
Section 5-105-8 respectively, defining unlawful practices in transporation
of trash, garbage and other refuse and defining the type of receptical for
transportation of tras/'y garbage and other refuse and defining unlawful
practices in the use of open or uncovered garbage containers. The ordinance
was read at length.
The several bids for the purchase of a police car for the Village of McCall
as requested wore opened as follows: Ryder Ford Sales - Net Price $1766.95;
Manser Incorporated - $1735.66; Donnelly Auto Company - $1621.60.
All bids were discussed and placed on the same basis with the same options
following which Blair moved to accept the low bid of the Donnelly Auto Co.
with a four-speed transmition in addition to the automobile as specified in
the amount of $1621.60. The motion was seconded by Fortin and upon vote
declared carried unanimously.
Ackaret and Fortin were to investigate a report of water running from street
into the yard and collecting sand.
Blair reported on a contract received on the Sheep Creek police radio tie-in,
and the request of $451. 17 as the Village of McCall 's share. Blair recammended
the Board notify the parties that the Village would not participate in the
radio tie-in and the Clerk was instructed to notify the Washington County
sheriff 's office of this decision. The recommendation of not to participate
was declared carried unanimously.
Blair reported a request to partition the police department at an
approximate cost of $80.00. No objection was had by the Board.
The request for a subdivision of the Sackett property, a re-subdivision of
the Brundage Subdiwis•iion, was made to the Board and following discussion
Fogg moved to accept the Sackett Subdivision as presented, which motion was
seconded by Fortin and upon vote declared carried unanimously.

May 7, 1962
A regular meeting of the Board of Trustees of the Village of McCall
was held on the above date and the following business transacted. e'"/
Members present were Roberts, Burnside, Fortin, AW, and Blair. a' �' �
Burnside moved the meeting of April 2, 1962, be adjourned, which motion
was seconded by Fortin and upon vote declared carried unanimously.
The minutes of the previous meeting were read and approved as read.
A large group of people were present for the first reading of the
proposed zoning ordinance and Roberts stated the first order of business
would be the consideration of the proposed ordinance. The proposed
ordinance was read at length and the various portions of the ordinance
defined and explained in conjuction with the colored map which had been
completed by the Zoning Commission. The several people present gave
comments and recommendations on various portions of the proposed ordinance,
particularly the non-conformist section 12, which was discussed at length.
Following the discussion on the proposed zoning changes in the south end
of the Village on Highway 15 were to considered commercial adjacent to
Highway 15. In the west end of McCall behind Dave 's Store, which was
classified as B residential was requested to be made commercial. Howard
Carney, who was present, requested that Crystal Beach be zoned commercial
and gave the several reasons for the request which included future
improvements, the nonconformist section, and etc. The recommendation or
request was taken under advisement for future action by the committee and
Board. Also the request of DeFrancisco to classify the Idaho Gas Company
as industrial because of the gas plant was taken under advisement.
Several of the people present reported the smoke from the city dump was
creating an odor and was objectionable to the inhabitants near the dump.
It was explained by the Board that the dump was a sanitary land fill type
dump and following the placing of a man at the dump the Village would be
able to control the dumping and anyone that might ignite the refuse.
Alice Moltke, who was present representing the Progressive Club, requested
information on the Public Beach as to when the area would be filled and
could be completed for a park. Burnside explained the fill and the
difficulty of acquiring the proper type fill material to complete the
project. Mrs. Moltke explained she had possible help from Charley Davidson
to help landscape the area once the fill was made. Also discussed was the
hanging of baskets in the downtown section. Some cities were using plastic
flowers and attaching the boxes to the light poles to decorate the city.
No objection was voiced by the Board, however, a sample basket was requested.
Asa Clements, who was present, requested the Village extend the city limits
to take two houses into the city limits which were adjacent to the limits
and already hooked up to the city water and sewer, consisting of an area of
about one acre. Following discussion on the taking in of the forty acres
adjacent to the city Remaklus was instructed to draw an ordinance taking in
the requested area of one acre.
Shelly Timm, who was present, explained the construction of several houses
on McBride Street and for the purposes of FHA it was necessary to determine
if McBride Street was a dedicated street and if it would be maintained by
the Village of McCall. The Clerk was instructed to check on the status of
the proposed street.
Roberts read a letter from the Fish & Game Commission stating the
Commission would not relinquish the road way if the road way were to be
moved in the Brundage Subdivision. The matter was, however, open for
further negotiations. Following discussion it was the opinion of-, the
Board that a meeting be held with the Fish & Game Commission and further
explain the intentions of the Board on the vacating of the road.
