Chairman Clerk: ATTEST ,/ January 4, 1965 A regular meeting of the Board of Trustees of the Village of McCall was held on the above date aid the following business transacted. Members present were Roberts , Mason, Sizemore, and Beitia. Fortin Absent. Sizemore moved the meeting of December 7, 1954 be adjourned, which motionwas seconded by Mason, and upon vote declared carried unanimously. ,-- The minutes of the previous meeting were read aid approved as read. Ackaret reported the Street Light Survey was completed but the report was not made as Fortin was absent. Ackaret briefly reviewed the proposed reccommendations. Roberts stated he had attended the County Commissioners Meeting and was informed that a deputy sherrif was proposed to be moved to McLall. It was reported that no word had been had from Eisman on the additional right-of-way which had been requested by the Village on the road from the Nursing home to Floyd Street. A reoort was made from Fogg on the operation of the curtesy cars as requested by the State. The statrls of the appeal on the decision of the law suit at the golf course was breifly reviewed by Roberts. It was reported no action would be taken on the public beach until spring. A letter from the McCall Memorial Hospital Board recommending the re- appointment of Samuel Defier and Blair Armstrong for three-year terms effective January 1, 1 65 . No further nominations being made, Beitia moved that Samuel E . Defier and Blair C . krmstrong be appointed for -- three-year terms effective January 1, 196 on ,12 n , all Memorial Hos- pital Board. The motion was seconded by , and upon vote decalred carried unanimously. Roberts reported on the hospital operation for the past year and the above average occupancy . Also reviewed was the present arragnement for the reading of the Xrays. A letter to Dr. A . Pflug was read regarding the request for 35% of the gross X-ray income. The background for the renuest was briefly reviewed. Roberts reported on the Library Committee appointments by the -Progressive Club and their request to be given additional authority to pay the Library bills, etc. The history of the Progressive Club' s operation with the McCall Library was reviewed and the matter was referred to Remaklus . to determine the legality delegating the spending of tax monies . The fire insurance coverage on the pump house and equipment was expir- ing and the valuation following the additional construction was re- viewed. Following discussion, Sizemore moved tee policy be renewed with, the values insured 100% to value, which motion was seconed by 41a4tand upon vote declared carried unanimously. Roberts reported on a meeting with Jim McClure, who is a member of the outer Pollution Committee, regarding the level of Payette Lake and their apparent willingness to cooperate with the Village and Boise- ""` Cascade on the flucuation of the level. Requests should be made to the water Board for any change in the level of the water. Roberts reported on an Idaho Municipal League Meeting on the proposed legislation for the coming session . Mason stated the recreation report had been filed as requested by the government. The employment of Elmer Allen on a year-round basis on other positions in the Village was discussed. The chairman stated a meeting would he called later in the month for the purpose of working on the budget for the 1965 year. There followed the reading of the bills: R. 0. Members present were Fortin , Roberts , Sizemore, and Beitia, Mason was excused. The chairman stated the meeting was called for the purpose of consid- ering the budget for the 1965 year. Following lengt' y discussion on the proposed hudr;et, the final amend- ments and adoptions were to be completed at a later date. There followed a discussion on the methods of disposal following which Fortin and S_ karet wore to investigate the sole solutions. Bog Fogg and Bob McBride were present regarding the purchase of a rotary snow pow for use on the airport. Following discusion , it was the opinion of the board that county ownership would he most ad- vantagous No further business coming before the Board the meeting was declared recessed until the call of the chair. Chairman / �-�loG'z�2 LAY�%/ �= Clerk ATTEST February 1, 1965 A regular meeting of the Hoard of Trustees of the Village of McCall was held on the above date and t`: e following business transacted. Members present were Roberts, Fortin , izemore , and Beitia . Mason ex- cused. Fortin moved the January meeting he adjourned which motion was se- conded by Sizemore and upon vote declared carried unanimously. The minutes of the previous meeting were read and approved as road. Fortin reportedon the street light survey and stated that 30 lights were considered and with the changes to the mercury-vapor lamps, and the ad- dition of several lights the cost would be an additional 4500 per year to the Village . Following a discussion with Al Schaufelberger, who was present, in a review of the existing locations , Sizemore moved the light in front of the yarn shop be moved to Park Street , and from the alley on Second Street between Lake and Lenore to the alley between Park and Lenore on Second Street, also two new lights be installed on the Golf Course Road between Ready Lane and Lick Creek Road, and three new lights be installed in the Brundage subdivision adjacent to the Scales residence, Morcums, and Lathams. And that 7000 lumi.n mercury-vapor lights be in- stalled from First Street and Lake Street to the Payette River Bridge on Lake Street and from the railroad tracks to tie airport on Highway 15 . The motion was seconded by Fortin and upon vote declared carried unan- imously . Roberts reported that no additional information on the Deputy Sherrif for McC ll was available . No report was made OF the additional right-of-way requested from the nursing home. No report was made on the lirigation at the golf course. Roberts breifly reported on the hospital operation for the east year. It was reported that Hill Deinhart had ce tacted members of the board on the possibility of acquiring the old school building for use as a city hall and library. Following discussion , Roberts appointed a com- mittee of Beitia and Sizemore to further investigate the proposal. --- Regarding the previous request of the Progressive Club regarding library appointments, Roberts suggested that possibly the appointments should be submitted to the Village Board for approval and appointments made by the Board of Trustees. Roberts reviewed the current legislation he the Idaho Municipal League and reported on a meeting with the governor on the distribution of liquor profits and the issuance of revenue bonds for recreation, an enabling legislation on urban renewal. Also reviewed were matching funds available for recreation. Roberts reported the delivery of the rotary snow plow to the county and the rotary would be used in the Village for the widening of the streets. Roberts reported on a complaint from Mrs . Members present were Roberts , Fortin , Mason, Beitia , and Sizemore. The chairman declared the meeting was called for the purpose of final- izing tte hudeet for the 1965 fiscal year. There Followed a lengthy dis- - cussion on the various departments of the Village for the coming year and the income availabe under the tax levy and other income . Following dis- cussion on the hospital o -eration , Sizemore moved the administrator' s salary he increased $5D0.CD per year, the motion was seconded by Fortin, and upon vote declared curried unanimously . Regarding the hospital financial statement, Beitia moved that the present item shown as de- posit with the Village of McCall be eliminated and transferred to sur- plus. Any further transfer of money between the McCall Memorial Hos- pitel and the Village of McCall be charged to the surplus account. The motion wes seconded by Fortin and upon vote declared carried unanimously . Following further discussion on the budget for the 1965 fiscal year, the Board tenatively approved a total budget including hospital operation , in the amount of;,.336,205 .DD and instructed the clerk the notice of propsed budget he published and the budget hearing be set for February 15 , 1965 . The chairman being absent, Beitia was duly nominated and unanimously declared acting chairman . Sizemore moved the meetin of February 1 , 1965 be adjourned, which motion was seconded by Fortin , and upon vote declared carried unani- mously . The minutes of the previous meeting were read and approved as read. Heveral people were present on the proposed budget for the 1965 fiscal year, as advertised, regarding the street oiling on Mather Road and Forest Street. --- Following discussion on use of the several streets , the amount of trafrie carried, etc . , Fortin stated the oiling plans would depend largely on the availability of eguiement and the weather permitting. Norman Thompson was present on the Thompson-Wlilley Subdivision re garding a re-subdivision of other property owned by Hen Lomond Corp. adjacent to the present subdivision. The proposed Blatt was reviewed with possible road dedications and lots which had already been sold. Following discussion on the requirements for acceptance by the 'tillage of McCall, Thompson said he would re-submit a Platt for approval by the Village Hoard. Fred Ross was present and commended the Hoard on the condition of the streets and their maintenence during the winter months. The ordinance was read again, twice by title, and at lenghth following which Fortin seconded the motion , moving the adoption of -iropnsed ordinance 8241. The ordi- nance was declared c ,rred with Fortin , de i tic , and 0i7emore in favor of the motion . A ten:=tive meeting won set for March 15 , 1965 for the adoption of the budget ordinance. It was reported that the sidewalk from the Dog House to the end of the clock on Second -btreet wan not being plowed and as the public is using the parkins; lot possibly the Uillao- should keep the sidewalk glowed off. Members present were Roberts, and Sizemore. Also present were Don Boos and Wayne Cox of the zoning commission. Roberts stated the meeting was called for a hearing as advertised under the provisions of the zoning ordinance for the request to rezone lots 1 , 2, and 3 of Block 1 of Brundage Subdivision facing Forest Street, McCall , Idaho, from a Class A residential to a Class C, commercial. The request being made for the construction of a professional office building on the proposed lots as advertised b the General Services Administration. The minutes of the meeting of the zoning commission at meeting which were present were Jim Hockaday, DonBoos, Wayne Cox, and Gene Crosby, were present. On a motion by Wayne Cox, of the Zoning Commission, The committee recommends to the McCall Village Board that lots 1, 2 , and 3, of Block 1 Brundage Subdivision be rezoned from A to C with the following stipu- lations: if the bid to build a professional office building on the proposed lot is not accepted by the General Services Administration, these lots shell immediately revert to the A Residence classification, and shall not be considered for any other commercial development . The motion was seconded by Crosby , and declared carried unanimously. The consideration for the recommendation were reviewed and Roberts requested comment from the people present. Dr. Wayne Allen voted a portion of the instructions to bidders from the General Services administration, which stated a variance in zoning could not be made to accommodate the construction of theproposed building. Following discussion, Roberts stated a legal opinion should be obtained on the interpretation of the clause prior to a decision being made h'', the Board of Trustees. Allen stated a precedent was being set and asked what argument could be put forth to stop other legitimate requests for construction of businesses in a residential area. Other people present expressed similar opinions . M. M. Seydel, who was present, questioned the recommendation of the Zoning Commission ,with the revertinary clause to a Class A 'residential. He stated that once an area was changed to a Class C , it would remain a Class C. The ground which he purchased was a residential area and it should remain so. Allen Dahlgrenn , who was present, stated if the building were constructed the traffic passing tFe McCall Memorial Hospital would increase and should be considered. Willard Spalding, who was present, stated `.e would like to be placed on reconrd against the proposal and stated the area should remain a Class A Residential, Warren Brown, who was present, outlined his intentions and stated the zoning ordinance is not a static thing and must be changed from time to time for growth of the Village . Only the people within 300 feet of the property would be involved, and prio to his request being made, the property was examined with the idea in mind of hurting the surrounding area and the use appeared compatible with occupancies adjoining the ,,� proposed lots. The southern Idaho Protective Timber Association land across Forest Street was reviewed as to ownership and use, the residential use of lots in this area appeared questionable. Following futher discussion the arguments against change were again summarized by Dr. Allen. Roberts stated another meeting of the Board of Trustees would be held with a full quorum present and advise from tte tillage Attorney , prior to any action being taken. J 7 Ct i rman (:Ve=e-e2-cez-,,,,--t: Clerk: ATTEST MINUTES OF MEETING McCall Zoning Committee April 7, 1965 Presiding: Jim Hockaday (Acting Chairman) Present: Jim Hockaday, Don Boos, Wayne Cox, Gene Crosby Subject of Discussion: Proposal to rezone from "A" Residential to "C" Commercial, 3 lots, # 1, 2, and 3 in Block #1 of Brundage Subdivision, facing Forest Street, McCall, Idaho. Prior to discussion, the zoning committee inspected the lots being considered for rezoning. Motion: By Wayne Cox. The Committee recommends to the McCall Village Board that lots #1, 2 and 3, Block #1, Brundage Subdivision be rezoned from "A" to "C" with the following stipulation: If the bid to build a Professional Office Building on the proposed lots is not accepted by the General Services Administration, these lots shall immediately revert to the "A" Residence classification and shall not be considered for any other commercial development. Motion Seconded: By Gene Crosby Motion Voted On: Carried Unanimously Considerations for this recommendations are: 1. The affected lots are bounded on two sides by Forest Service and State (SITPA) land used for purposes compatible with the proposed use of the lots concerned. 2. The other two sides of the affected lots are bounded by undeveloped property naturally screened from developed property. 3. The Zoning Ordinance of McCall ensures that any ultimate cessation of use of the proposed building as a professional office building will result in reversion to a use of a higher classification. April 28, 1965 A continuation of the regular meeting of the Board of Trustees of the Village of MCCall was held on the above date and the following business transacted. Members present were Roberts, Fortin, Beitia , Sizemore, and Mason. Also present were Don Boos and Wayne Cox of the zoning commission. The Chairman stated the meeting was called for the prupose of considering the several re-zoning requests. ThE minutes of the hearing held on April 23, were read and reviewed. It was noted a quorum of the Village Board was not present. There followtd a discussion on the various locations and the request that the GSA buildign be qualified as an administrative office for keeping of records, which would be comparable with a courthouse in a Class B residential Zone. A request for the interpretation for the proposed occupants to be qualified as an administrative office was referred to the zoning commission for recommendation. No action was t ken by the Board pending recommendation of the zoning commission. Mason read a proposed agreement between the Village of McCall and the oper- ator of the Club House at the McCall Mun cipal Golf Course. Following discussion, Sizemore moved they be accepted, which motion was seconded by Beitia, and upon vote declared carried unanimously . Mason stated the jaycees had requested permission to cut the steel off the concrete foundation on the Municipal Fark property at the end of Third Street. They proposed to salvage the steel and use the mo-ev for municipal improvement. Following discussion no objection was had by the Board. No further business comingefore the Board, the meeting was declared recessed until the call of the Chair. Chairman i Clerk: ATTEST May 3, 1965 A regular meeting of Board of Trustees of the Village of McCall was held on the above date and the following business tran-acted. . Members present were Fortin, Mason, Beitia, and Sizemore. Roberts excused. The Chairman being absent, Beitia was duly nominated and elected acting chairman. Sizemore moved the meeting of April 5 , 1965 be adjourned, which motion was seconded by Mason, and upon vote declared carried unanimously. The minutes of the previous meetings were read and the correction was made on the portion pertaining to the lights at the McCall Municipal Golf Course Club House. The bid of Bruce Electric had not been -- accepted but obtained. The minutes were approved with this election. Dale Fickle was present on proposed street oiling plans for the summer months and requested what information could be available as far as streets receiving preference for oiling. The possibility of using a traffic counter to determine the use on the several roads was dis- cussed and Ackaret was instructed to contactthe State for use of traffic counters. Representatives from the Jaycees were present and reported that they had started work on the park projects. They recommended to finish filling the foundation with concrete or dirt. Mason reported t a all available fill materials were being used to fill the foundation.. The plans were reviewed and it was reported the :urea was to be cleaned up , l- gs, eta. to be burned. Lawn and parking was planned for the top of the foundation and Masonwould continue to work with the committee. Fred Ross was present on his proposal to the Pillage of McCall regarding the garbage franchise and ordinance, and Fortin stated, following study of the proposal , he was not in agreement with theplan as proposed. Remaklus stated he would not recommend the proposal be accepted. Following discussion, it was the opinion of the Board that the Village was not yet ready for such an ordinance and the varied problems connected with a franchise were discussed. Following discussion , Fortin moved the Fred Ross proposal and accompaning ordinance be denied and the Village Attorney be instructed to so notify Fred Ross in his legal councel. The motion was seconded by Sizemore, and upon vote declared carried unanimously . Mason reported bids on the Club House lights at the Golf Course had been received and the low bid was from Ed Bruce inthe amount of $188.00. Mason moved the bid be accepted, which motion was seconded by Fortin and upon vote declared carried unanimouly . Remaklus reported the br of on the litigation on the McCall Municipal Golf Course would be filed within a week or ten days. Remaklus stated he had contacted tee Westcott Oil Compamy regarding the construction of permanent lavatory facilities on the park property. A representative from Westcott Oil was to approve the plan and provide written perm': ssion. Mason reported a complaint oh the building of Asa Clements which is located in the street right-of-way at the end of Ready Lane. If the building were removed, it would facilitate street improvement and snow removal. Following discussion , the street was to be surveyed • so the corners could be located and the right-of-way be defined. The request of Brownie Hoff to vacate a portion of a street was made and following discussion, Fortin and Sizemore stated they had examined the property and it could never he used as a street because of the terrain and could see no objection to the request. Following discussion Fortin moved that Fifth Street between Park and Lenore be vacated, which motion was seconded by Mason , and upon vote declared carried unanimously. Remaklus was instructed to draw the ordinance vacating the street. Fortin reported a complaint on a broken water main on East P...rk Street, adjacent to Seetin ' s Shop , and instructed Ackaret to c eck on the break. Th-e high water problems at Lowell Davis 's property were reviewed and Ackaret discussed the east history of the water drainage fromthe Stibnite Subdivision area. Fortin and Ackaret were requested to check in any change in water drainage because of construction. Regarding the previous request of the Jaycees for the construction of a sidewalk between the school house and Highway 15 , Fortin stated there was a ED-foot street right-of-way between the school house and the highway . The county had no apparent objection to the sidewalk construction in the right-of-way. There followed a discussion on the width of the road through the cut and the problems of additional width. Sizemore reported the old water tank which had been demolished had not been cleaned up and was laying on the ground. This debris could present a hazard and the clerk was instructed to write a letter to William Huckstep requesting completion of the contract. Sizemore stated t ere was an abundance of dead grass in certain areas and reviewed the eossibility of burning off tie excess grass and the fire department standing by and using the hurting for fire drills. Acker reviewed the procedure for enforcing the dog licence ordinances. and discussed door-todoor canvasing and other methods of licencing the dogs . Following discussion the Jayeees were to be contacted on assistance in picking up the dogs. There followed a discussion on amending t e dog licence ordinance , following which Sizemore moved the ordinance be amended to include an impounding fee of iy2 .00 and a board charge of ,: l.DD per day for each dog. It was noted the mandatory holding period fequired for the dogs is 4E hours, although the cheif of police stated the policy is hold them 72 hours. Also discussed was the amending of the curfew ordinance to take in minors of 18 years of age. Following diiscussion, the attorney was instructed to draw an amending ordinance to include minors of 18 years of age under the curfew ordinance. Bob Fogg, airport manager, was present on the airport budget and stated the corner of the hanger is sinking into the ground and should be jacked up , dug out, and repaired. The estimated cost was approxi- mately $200 and the Board requested additional information prior to the work being done. Fogg stated an old car was in the parking lot at the airport which had ��- been stripped and wanted to know the proper method of disposing of the car. Remaklus stated e would check on the method of disposaland advise the Board. Fogg reported the runways were to be dragged and the rocks picked out end hauled away. Fortin introduced and moved the adoption of proposed ordinance #244 , an ordinance requiring a permit to move a building or structure of any kind upon, over, or across the streets of the Village of McCall, providing for the issuing officer and the contents of such permit, providing a hermit fee, providing a penalty for violation of the ordinance. The ordinance was read at lenghth following which Sizemore the rules be suspended for the passage of proposed ordinance of proposed ordinance #244. The motion for the suspension of the rules was seconded by Mason, and upon vote declared carried u-animously. Sizemore seconded the motion moving the adoption of proposed ordinance 6244 and the motion was declared carried with Fortin, Mason, Beitia, and Sizemore in favor. Chairman Clerk: ATTEST May 14, 1965 A continuationof the regular meeting of the Board of Trustees , of May 3, 1965 was held on the above date and the following business transacted. Members present were Roberts, Mason, Fortin, and Sizemore. Beitia absent. Also present was Gene Crosby of the zoning commission. The Chairman stated the meeting was held for te purpose of condideration of the several re-zoning requests as advertised for this date. The proposals , as requested, to the zoning commission were read in full. he minutes of the Zoning Commission were read in full , a co y of whch is attached. Of the several people present, Perc SheltHn clarified his request for the zoning change on the basis of requests of bidders for ground to bid for the construction of an office building. He outlined the basis of com- patibility of use and closeness to t e present Forest Service building. He requested the Mission Subdivision lots be re-zoned to a class B for apartment house use in lieu of the Class C requested in tht written petition. Roberts stated that before this reuest could be considered or acted upon, legal advise should be obtained to see is another hearing should he held. Clarence Spielman , who stated a precedent was being set on Park Street, and if this request were granted, some other request mayhave to be granted making it a commercial area . It should remain residential. Mrs. McRae expressed her opinion that the area should remain residential . The structures permitted in the various zones were outlined. Stan Tate requested the type of bui]ding which was to be constructed on the proposed lots . Shelly Haldeman requested any stipulation in the 550 bid on the ccnstructio of a proposed building regarding zoning variance. Don Chalfant stated a toe hold was being taken on Park , as the Forest Service is expanding, and if it were re-zoned, they would reuone for any other purpose. Jack Seetin stated the GSA building should have no effect on the zoning requests . And Roberts outlined the several requests before the Board. Mrs. McRae questioned the length of the lease for the building, which was understood to be five years. Shelly Haldeman wanted to know why the building could not be constructed in a Class B zone. Roberts reviewed the original adoption of the zoning ordinance and interpretations which must be made,when problems arise. Roberts questioned the several people onthe recommendations of the zoning commission as shown in the minutes of their meeting. Shelton reviewed the purposes of the zoning ordinance that require changes from time to time to insure orderly growth. A letter from Lloyd Scott and Ann Scott protesting a change from a zone A and B to a zone C, was read. Following discussion, the Zoning Commission recommendations were reviewed and Gene Crosby explained at length the several factors influencing the consideration of the Zoning Commission. Following lengthy discussion or the several factors, involving the re- zoning requests , Sizemore introduced and moved the adotpion of the following resolution: Whereas , a public hearing of the McCall Village Board was duly advertised and held May 14, 1965 , at the hour of 8:00 • o'clock P .M. , at the McCall Village hall for the purposeof consideration of amendment of the Zoning Ordinance of the Village of McCall to change Lots 12 , 13, 14 of the Mi sion Subdivision, as the same are stown on the platt book, thereof on file, and of record in the office of the Recorder of Valley County Idaho, and belonging to Hubert Hillman, Lillian Hillman, Gladys A. Shelton, and Pero A . Shelton, from class A Residential zone to Class C Commercial and to change a parcel of land in the southwest corner of Lot 4 , section 9, Township 18N , Range 3E BM, and more particulary described as follows; Beginning at a point on the south boundary 892 ' W. of the SE corner of said Lbt 4, fence North a distance of 105 ' to Park Street, fenced West along the South side of Park Street 190 ' , fenced South 165 ' , Fenced East 190 ' to the place of beginning. Such structure should be built in a residential style compatible uith the area involved. Whereas, it appears to the Village Board of Trustees, after due considera- tion of such requests and upon consideration of the recommendation of the Zoning Commission, that desired purposes as set forth in such requests can be accomplished without amendment of the Zoning Ordinance and can be accomplished by appropriate resolution of the Board of Trustees of the ..� Village. Now, Therefore, be it resolved by Chairman and Board of Trustees of the Village of McCall, Idaho, that permission shall be and is hereby granted for the construction within Class B Residence Zone of the Village of McCa11, residence style buildings for administrative purposes, upon receipt of special permission of the Zoning Commission. Mason seconded the motion moving the adoption of the resolution, and upon vote was declared carried unanimously. Roberts reported on the hospital ❑perati.-n and stated that not all the staff was complying with the rules of attending staff meetings and the medical staff is recommending that anyone not attending the meetings be dropped from the staff. Another meeting is to be held when a request is made in writing to the hospital board. Roberts outlined the past experience leading to this request, and reviewed the me ;hanics of the staff operation. Mason reported a request from the Jaycees to put a baseball diamond on a portion of the practice area at the golf course. No objection was had by the Board but additional information should be had to determined if the school is going to install a baseball diamond. Other needs for the area were briefly reviewed. Acker requested . the Idaho Peace Officers Association, who willhold a convention in McCall, be allowed to play at the McCall Municipal Golf Course, during convention time, with no greene fees being charged. The matter was referred to Mason. Acker also requested the consideration of an additional provision in the dog ordinance where the kennel license would be required for any- one owning over three dogs. The minutes of the previous meeting was read and approved as read. Roberts instructed Remaklus to reveiw the resolution passed by the Board of Trustees and the action recommended by the Zonino Commission regarding the construction of administrative offices in Class B Residential zones to determine if an ordinance is necessary to accomplish the intent of the Board. Also a clarification on warren Brown 's request for re-zoning to a Class B Reside tial when advertised for a Class C at the hearing. Remaklus stated that it would be his opinion that the re-classification could be made on the basis of the hearing held. Peg Stewart, Larry Tegs, Dick Cats were present on a street dance to be held in McCall on the Fourth of July . The several people expressed opinions on the advantages of the dance to be furnished the teen-agers , during tee Fourth of July and stated they would conduct and order the dance and do the best to control the participants . Peg Stewart also requested permission for a street or off- the-street dance and stated that arrangements had been made for the band for that date . There fol- lowed a discussion on the methods of handling tie application , following which , it was the opinion of the Board that because of heavy traffic at that time of year, a street could not be blocked off for that purpose. A final decision was postponed, however, until the chief ofpolice could he consulted. Ed Heikkenen, who was present, requested consideration for the extension of Idaho Street from the existing Hoff & Brown Subdivision north of the football field to First Street. Ackaret stated the problem would be drainage and fill. The board agreed to start planning on the feasibility of extension of the street and Ackaret and Fortin were instructed to make a recommendation to the Board. Ralph Johnson, who was present, stated that the one-hoer parking on Main Street should be enforced. Cars were ` eine parked all day in the restricted zone and not being ticketed. The matter was referred to Beitia. Following discussion, Dale Fortin , introduced and moved the adoption of Ordinance #245 , and ordinance vacation that portion of Fifth Street of the Village of McCall, lying between Park and Lenore Street. Following the reading of the ordinance, Sizemore moved the rules be suspended for the passage of proposed ordinance #245 , which motion was seconded ha Beitia, and upon vote declared carried unanimously. The ordinance was again read at length, following which Sizemore secnded the motion moving the adoption of Ordinance #245 , and the motion was declared carried unanimously . Beitia introduced and m ved the adoption of proposed ordinance #2146, an ordinance amending chapter 6, of Title 4, of the Village Code of McCall, Idaho,by amending 4-6-1 thereof ; by repealing `-section 4-6-3; and re- numbering Sections 4-6-4 to 4-6-4; relating to minors, curfew, public dances , and regarding false represenations regarding admission to or attendence at public dances . Sizemore moved the rules be suspended for passage of proposed Ordinance #246. Themotion for suspen ion of the rules was seconded by Fortin, and upon vote declared carried unanimously . The ordinance was again read at length, following which Mason seconded the motion movingthe adoption of proposed ordinance #246, and was declared carried unanimously .by the Chairman . The hid of Warren Campbell in the amount ofa225 to place five concrete pillars under the north end of the hanger at the McCall Municipal Airport including jacking and lowering of the hanger was read to the Board. Following discussion, Beitia moved the bid be accepted, which motion was seconded by Sizemore and upon vote was declared cerried unanimously. Regarding the Litigation at the McCall Municipal :`.iceport, Remaklus stated the ©r,435 had been filed although the time had not been designated to appear for all arguments before the Supreme Court. The renewal of the agreement with the Forest Serf/ice at the Municipal Airport was reviewed as requested by the Forest Service. Following discussion Sizemore moved the Chairmanbe authorized and instructed to sign the renewal agreement. The motion was seconded by Fortin and upon vote declared carried unanimously . Thy request of the Union Pacific Railroad for payment of damages in the amount of U598.13 when a water line broke, washing out a portion of track was read to the Hoard. The agreement between the Village of McCall and the Union Pacific Railroad Company was read, following which the Board instruc ed the Clerk to refer the matter to the insurance cemeany for reconsider :ticn. The platt of the self-annex of the Thompson-Wmlley addition was presented by Norman Thompson for sienature. The attorney stated the proposed platt was not signed by a licensed engineer and the question of the platt being presented on proper form was discussed. Following discussion, it was the opinion of the Board that the platt be accepted upon recommendation of the attorney and acceptance by the County. The survey of the Village Street adjacent to Asa Clements property and Ready Lane was reviewed, following which Remaklus was instructed to prepare a notice to Asa Clements to remove the property from the street rigtt-of-way. Roberts stated he had been visited ba Fred Ross regarding the franchise for thehauling of garbage and the Village of McCall. Roberts stated he had reviewed the reasons for not granting the franchise and they appeared satisfied with the explanation. Ackaret rported the recent water break near Seetin 's shop had been repaired. Ackaret also reported the water tank debris had been cleaned up and the contract completed. A review was made of the dog license ordinance which was to be amended on an impounding fee and board bill. Fortin stated the recent flood damage by the Davis house had been repaired • with some fill dirt to replace the dirt which had been washed out th ' s spring. Mason stated he would like to purchase a fairway mower, approximately 300 , which would be within the budget. Following discussion, Mason moved the mower be purchased, which mrjti` n was seconded by Beitia, and upon vote declared carried unanimously . Mason also reported the new trophy was on display at the Village Clubhouse . He stated the work on the new fairways was progressing satisfactorly. . He reported a request of Bill Smith to work up e brochure on the golf tournament and sell advertisements and turn over tee profits to the 'Village . The Eh mber of Commerce had been consulted and there appeared to be no objection by the -pare. Estimates were thing obtained on pipe, seed, etc. to determine the host of the additional construction . The effect of the sales tax on the ,olf course was briefly rewiewed. Sanford Russel has the ground surveyed for the trade with Brown and the Board should inspect the area prior to the trade being oom.;leLed. Sever- 1 tenative dates were set for the doard to meet and examine the ground. Roberts reported a surplus pickup from the Association could be turned over to the Tillage for use at the golf co :rse on a rental-purchase agreemeFt durirL the construction Teried. A pickup was deemed necessary For the hauling of materials , etc . , from the several locations at the course. Sizemore stated that Mock itz had set a price of + 13 ,500.00 on the old school property with an allowance of 4 ,000 to the Village of Mc-all for the present property . Following discussion, Roberts sug- ested that an appraisal he made of our existing property and an architect consulted to determine if the old building was feasible for use. Mason reported complaints he had received on the logging trucks using the golf ,course road and it was reported the trucks would no longer go through the yard which de med tt- is route necessary. It was stated the existing road was not built to handle the Heavy loads and the traffic problem during the summer months would create an additional problem. The clerk reported a meeting wit` Jim Witherspoon on the logs floating in the lake and the opion of the State that any action the Village would take to prevent the logs From floating loose in the lake would be acceptable to the State . It was the opinion of the board that this matter was prim- arily under State jurisdiction. The minutes of the previous meeting were read and approved as read. burl Erdman, an engineer and surveper, was present to propose a map of the municipal area or lake area he compiled. A contour map and uses were reviewed along with a line map . Roberts stated such an expenditure had not been budgeted in the present budget and a payment of any size could not be made . Following discussion Roberts appointed Ackaret, Kirk , and Roberts as a committee to meet with him on future pans. A representative from the jaycee was present on the spraying project and reported that approximst ly , 1 ,00D had been collected, which monies could he turned ever to the Pillage. The time for spraying for maximum effectiveness was reviewed, and following discussion , it was the opinion of the board that the funds he held until next year when the prject could be undertaken at an earlier date . A tax levy for this purpose was briefly reviewed. ,...,"" The Junior Lhamher of Commerce also requested the use of the upstairs of the Village hall for their regular meetings . They stated they would pay their portion of the heat and power and clean up and paint the room. Roberts read a letter from Carl ehaver Thankino the Village Hoard for the police protection which had been extended the merchants over the Fourth or July holidays. Roberts reported on a notice of hearing of the Iooho Public Utilities Commission on the hearing for anticipated rate changes from the bem State, Telephone Company . He stated he would appear as a protestant on behalf of the Vi.11au< if the Hoard so desired. Roberts reviewed the existing problems at the hospital and re 11 a letter from Dr. Pflug, which all members of the Hoard had received. As the letter was directed to he Pillage Hoard e f Trustees , no actin- h-ad been taken by the Hospital Hoard. The by-lows of the Medical Staff of the McCall Memorial Hospital were reviewed reoarf,ing appointment to the medical staff . The letter to Dr. Pflug of July 7 was reed, making it manditory — to be a staff member to continue to practice in the McCall Memorial Hospital . lhe several sections referred to in the letter were read at length from the be-laws and a lrn :thy discussion followed on the several aspects of the letter. Roberts reviewed a preliminary report of the sewage disposal facilities for McCall and the adjacent area which had been received from Wendell Smith . Fortin introduced and moved the adoption of Proposed Ordinance #247, an ordinance amending hapter 2 of Title 3 of the Village Code of McCall, Idaho , concerning the map of zoning of said Tillage , by adding a new section, :hereto ; to be known and designated as section 3-2-2 , changing certain lots within said Village from. class 11 residence to Class H residaence. Following discussion, Eaeitia moved the rules be suspended for the: passage of proposed ordinance #247, which motion was seconded by Sizemore and upon vote declared carried unanimously . Sizemore introduced and moved the adoption of proposed ordinance #246 , an ordinance amendine Chapter 6 of Title 3 of the Village Code of McCall, Concerning residence B zone, by adding a new section thereto, to be known and designated as Section 3-6-9 concerning business and professional offices . Mason reported the biggest portion of the ground to be traded to Brown had been surveyed . Sizemore reported there was no further additional information on the school property of Mockwitz ' which had been discussed for Village use. Ackaret reported the fill dirt had not yet been completed at the Davis place. Ackaret stated that Merle Ready wanted to start on the street oiling as soon as possible in July . The Village will purchase the oil and chips and the equipment would be rented from t' e county . It was reported a cost of il.70 per square yard had been received from Rex Johnson , a commercial firm, on oiling at the airport and the ramp at the public beach. Mason stated that water should be put on the fairways prior to seeding and using plastic pipe the cost mould be approximately 2 ,000 for material.Follwtrng discussion, it was the opinion of the board that an en :ineers plan would be deemed necessary prior to installation of the pipe. It was reported be the clerk that approval had been received from the Westeott Oil Company on the plans for construction of toilet facilites '-" at the public beach . The Trustees Oath of Office was administered to Clyde Archer by the Clerk . the Chairman assigned the departments of Water, and Sewer to the new Trustee. there followed a lengthy discussion on the several duties . Warren drown, who was present on the Calf Course Construction,presented his ideas on two holes in ground adjacent to the eolf Course. Brown stated he would like additional property other than would be given him under the rronosed trade of ground. Followine discussion, Brown offered to put e ;uiement on the proposed -Jolf Course site and rough the golf course out, including installation of the water system, which would cost an estimated -90,000. This would not include green construction but it would be shaped as much as possible. The fairways would he ready to be formed and the work would be completed as fest as the weather ...-- permitted. If the Board so desired, they could place two of the proposed holes into the Clements property. Following further discussion, the Village was to repay drown in two years at a rate of a10,000 per year until a total of S50,000 had been pad. There followed a discussion on costs, plans, etc. Also reviewed were possible alternate plans of discussion. FolloAng discussion, Roberts stated he .would contact Baildock , the golf course architect, for further assistance. Mason would meet with L,rown on the proposal of moving the two holes . Mason stated that two holes on the eroposed construction had been seated and clearing was proceeding; on the other seven . Roberts reported the committee on the Line Map had not yet met. hemaklus stated there was no report on t a Rolf Course Litieation. The proposed ordinance on the traffic code amendments was briefly reviewed. ' he minutes of the zoning Commission Meeting were read at length and are attached. Following, discussion of Zoning Commission findings and re- comendations, Sizemore introduced and moved the adoption of proposed ordinance #250, and Ordinance amending Chapter 2 of Title 3 of the Village Code, of McCall , Idaho, as amedded, concerning the map of zoning of said Village, by adding a new section thereto , to be known and designated as Section 3-2-3, changing certain property within said Village , from Class A Residence to Class B Residence. Mason moved the rules he sus- pended for the passage of proposed Ordinance #250 , which motion was seconded b Fortin and upon vote declared carried unanimously . The ordinance was again read at length, following which , feason seconded the motion moving the adoption of Proposed Ordinance #250. Ackarat reported the street oilinn had been completed on some streets with the new type oil, and while the final results were not fully known it appeared it would be satisfactory in some locations. The Bheirman stated the meeting was called for the purpose of consider— ing the additional information received from Haldock on the proposed golf course construction. There followed a discussion on the amended plans of two holes and the effect this would have on a trade of land with Brown. Brown ' s proposal was again r viewed and discussed. Also discussed was possible financing; under a revenue bond issue if approved by the state legislature. Following discussion on the of ground as previously proposed, dizemore moved that the Village land on the north side of LickOreek Road and on the south Ride of Lick Creek Road, together with a strip of land on the south side of g6 fairway, be traded to Brown. The ground on the south side of Lick Break Road and the land on the south side of ','6 fairway would have a minimum 50 foot buffer zone between the edge of the fairway and the ;iroporty line, tocether with a 5C—foot building restriction. This trade would net be in c nsideration of any construction and would be for lend epreviously ac— quired h the 'Jilla'gn of HcCell. November 23, 1965 Proposal For A Sewer Project Advisory Board For The Village Cf McCall The Village of McCall Board of Trustees shall create an advisory board known as The Sewer Project Advisory Board. This Board shall incluae 5 members, one of whom will be the Village Trustee in charge of Sewer and Water Works and who will serve in a coordinating function. The purpose of this Board will be to study, make recommendations on, or arrive at solutions to problems assigned the Board by the McCall Village Trustees. Persons appointed to the Sewer Project Board shall serve terms lasting through completion and acceptance of a sewage collection and disposal system. At the option of the Village Trustees this Board may at any time be altered in scope and function or may be made permanent with duties and terms of office to be determined in accordance with the McCall Village Code. Insofar as possible, this Board shall include four responsible persons , each with a technical knowledge of at least one of the following: 1 . Municipal finance, bonding, and interagency negotiations. 2. Business management, accounting, and administration. of subscriber type operations. 5. Civil engineering design and contract administration. 4. Plumbing, pipefitting, and electrical trades. The Board shall meet monthly or more often as required and on a date that will allow its recommendations and proceedings to be considered by the Village Trustees with a minimum loss of time. The Board will be self organizing with respect to chairman, sec- retary, and division of duties. The Sewer Project Advisory Board will guide the Sewer Project through these anticipated phases : 1 .
