Mason reported that he had contacted five men for the golf course advisory
board. There followed a discussion. No objection was had to the proposed
personnel.
No further business coming before the Board, the meeting was declared

March 7, 1966
A regular meeting of the Board of Trustees of the Village of McCall
was held ❑n the above date and the following business transacted.
Members present were Sizemore, Mason, Archer, & Schaufelburger. Schaufel-
burger moved the meeting of February 7, 1966 be adjourned, which motion
was seconded by Archer and upon vote declared carried unanimously.
The minutes of the previous meetings were read and approved as read.
Mason reported that the strip of land adjacent to the McCall caddy house
and golf course parking lot had been purchased from Charles Tinsley.
The papers have or will be turned over to the Village attorney.
The proposed budget for the fiscal year 1966 had been prepared and
published as required be law and this date was designated as the budget
hearing. The total appropriation called for a budget of '153,❑38.75 and
the mill levy of 57.5 Mills. It was moved by Mason and seconded by Archer,
declared carried unanimously that an ordinance be drawn setting this levy .
Mason reported that he had contacted Stirling Greaves t❑ present the city
with a price for the equipment at the golf course which could be purchased
by the Village.
Mason reported that he is still trying to contact a golf pro to operate
the coosse for the coming summer. This Thursday a meeting will he held
with the Golf Course Advisory Committee and a report will be made at the
next meeting of the Board.
A letter was read by Schaufelburger from the Hospital Committee Chairman,
Sam Defler, requesting that Don Johnson replace Arthur M. Roberts on the
Hospital Hoard, Whc resigned effective February 28, 1966. Mason moved the
Board's recommendation be accepted and on Johnson be appointed. The
motion was seconded by Schaufelburger, and upon vote declared carried un-
animously.
A letter was read by Sizemore from Gene Crosby stating that because of
his moved to Boise, Idaho, that with regret would resign from the Village
Board as Trustee, effective March 7, 1966. Also a letter was read with
his thoughts and recommendations to the Board of his intentions to assist
--- the person who will replace him and have the departments of water and
sewer. These letters will be on file with the Village Clerk . Archer
moved that "rosby 's r eRdation be accepted which motion was seconded
be Schaufelburger, and upon vote declared carried unanimously.
A letter was read from the Hospital Board requesting permission to cut a
hole for a pass box in a wall . Following discussion, Mason moved that
permission be granted and the maintenance man at the hospital perform
the task . The motion was seconded by Archer and upon vote declared carried
unanimously.
A letter was read from James A . Kurtz , Eheif Airport District office ,
requesting removal of hazards to the landing approaches at the McCall
Municipal Airport. Following discussion, no action was taken.
Followin , the reading of the bills, Mason moved the bills be approved and
ordered paid, which motion was seconded by Archer and upon vote declared
carried unanimously.
It was requested by Schaufelburger that statements presented to the Village
must also have an attached signed bill made by the purchaser. A warrent
would not be drawn on a statement alone .
There followed a discussion on the appointment to fill the term of Gene
Crosby on the Village Board. Fe lowing discussion, Mason moved that
Jon Braden be appointed to the Village Board of Trustees to fill the posiW
tion of Gene Crosby, resigned. The motion was seconded by Schaufelburger
and upon vote declared carriedunanimously .
It was requested that the Village Clerk make the necessary steps to have
the Boise-Cascade Corp. install a water meter at the mill. If possible
the location should be where it could be read during the winter months.
The clerk was instructed to have the attorney draw the necessary ordinances
for the change in salary of the Chief of Police and the Water and Street
Superintendent for the coming year. The motion was made by Mason, seconded
by Archer, and upon vote declared carried unanimously.
No further business coming before the Board, the meeting was declared
recessed until the call of the Chair.

March 15 , 1966
A continuation of the regular meeting of the Board of Trustees of the
Village of McCall was held on the above date and the following business
transacted.
Members present were Sizemore, Mason, Schaufelburger, and Archer. Also
present were two members of the Police Commission Advisory Board, Don Boos
and Rev . Stan Tate.
The trustees oath of office was administered to Jon Braden who was j pointed
to replace Gene Crosby and following administration of the oath was de-
clared qualified.
Sizemore reported on the Police Commission, followini which, Mason moved
the Board go into executive session composed of the two Boards. The motion
was seconded by Archer, and upon vote declared carried unanimously . The
executi e session followed.
Following the executive session, the recommendations of the Police Advisory
Board were reviewed regarding regular police court hours. Schaufelburger
moved the recommendations of the police advisory Board be accepted and
Ackaret be requested to submit a Schedule of regular police court hours.
The motion was seconded !Du Archer, and declared carried unanimously . There
-- followed a discussion on the various individual recommendations.
There followed a further discussion on the po ice budget and the police car
specifications on the proposed automobile. Mason moved the police car not
be purchased this year. The motion was seconded by Schaufelburger and
declared carried with Mason, Schaufelburger, Archer, and Braden in favor,
Sizemore opposed.
Mason stated that Homer Colson, Ralph Wilde, Stewart Heiser, Ranford Russell
and Dr. Brad Gauss composed the Golf Course Advisory Hoard. They have met
and organized with a chairmanand secretary. Mason reported on several
matters which were referred in them for further recommendation regarding
operation of the caddy house, etc . It was the opinion of the Board to
advertise for a golf pro and wife to operate the caddy house. No objection
was had by the Hoard.
Mason reviewed the Chitwood dog settlement with the attorney and stated
a release should be obtained from Chitwood upon payment of the 375 .00.
Following discussion, Schaufelburger moved the Villaae of McCall pay the
$75 .00 to Robert Chitwood as Forrest Gans was acting in the line ❑f duty
at the time of occurrance. The payment would be a compromise settlement
and no liability is admitted by payment. The motion is seconded by Mason
and upon vote declared carriedunanimously .
Schaufelburger reported the McCall Memorial Hospital Hospital had the
red marks removed from the license and it is fully accredited.
The library Board would meet today and the salary of $1200 which had been
approved for the librarian was requested t❑ be increased to $1512 . This
increase in salary was to be transferred from other expense. Following
discussion Mason moved the request be approved which motion was seconded
by Schaufelburger and upon vote declared carried unanimously. There
followed a discussion on the pro ration of the heat and power expenses
by the Village Clerk .
Sizemore reported in length on the recommendations Fo the Police Commission,
❑n questions and complaints raised at the previous meeting. The minutes of
the Police Advisory Board were read at length. Following discussion on
several points, Sizemore read a letter setting the court hours at 7:00 p.m.
Tuesday and such other times as the judge is available. Also a committee
report of the cases should be filed monthly and a guideline of charges
or bonds for various offences was read. The regular monthly police
report was briefly reviewed. Following further discussion on the report
of the police Advis ry Board, Schaufelburger moved the recommendations of
the police Advisory Board be accepted which motion was seconded by Mason
and upon vote declared carried unanimously .
Sbhaufelburger introduced and moved the adoption of proposed Ordinance #254 ,
an ordinance amending Section 1-8-1 of the Village Code of McCall, Idaho,
raising the salary ❑f the Cheif of P:Tlice of the Village and providing that
the same shall be retr❑ active to January 1, 1966. The Ordinance was
read in full, following which Archer moved the rules be suspended for the
passage of proposed ordinance #254 . The motion fior suspension of the
rules was seconded by Mason and upon vote declared carried unanimously.
Braden seconded the motion moving the adoption of proposed ordinance #254
which motion was declared carried unanimoesly.
Archer introduced and moved the adoption of proposed Ordinance #255,
an ordinance amending Sectionl-8-2 of the Village Code of McCall , Idaho,
raising the salary of the Watermaster of the Village and providing that
the same shall he retro active to January 1, 1966. Schaufelburger moved
the rules be suspended for the ❑assage of proposed ordinance #255 ,which
motion was seconded by Braden , and upon vote declared carried unanimously.
Mason seconded tie m^tion moving the adoption ❑f proposed ordinance #255
which motion was declared carried unanimously .
The Chairman reviewed the present balances in the Water and Sewer accounts,
following which Mason moved that $6,000 be transferred from t' e Water
Revenue Bond Fund and $8 ,000 from the sewer Revenue Fund t❑ the General
Fund. The motion was seconded by Braden and upon vote declared carried
unanimously/
Sizemore stated that a clarification might be required under the existing
dog ordinance as to what constitutes a dog kennel. A kennel should
possibly be licensed seperately and should be considered for future
clarification .
Remaklus stated he would advise the Board ❑n the p!valuation of the
Lardo area.
There followed a discussion on the quantity of underground storage of
flamable liquids , whidh would be permissable under the zoning ordinance.
A letter was read by the clerk by the Department of Emy.loy,ment showing
the average unemployment for the past several years which would apparently
qualify the Village of McCall for EDA funds.
It was reported the Civil Defense School conducted by tie University of
Idahowould be held on April 14 , 1966 at the Shore Lodge .
The several bids for the repair of the police car wer- opened and were
ao follows: Grandy's Garage, $372 .86; Art Chapel, $334 .80; Bob Jones,
$4 .00 per hour. All bids showed a standard list of parts with any addi-

April 13, 1966
A continuation of the regular meeting of the Board of Trustees of the
Village of McCall was held on the above date nd the following business
transacted.
Members present were Sizemore, Schaufelburger, Archer, Braden, and Mason.
Also oresent were golf course advisory hoard members , R.,nford Russell,
Stewart Heiser, Elmer Colson. Also present was Von Jasper.
The Chairman stated the meeting_ was called for the purpose of considering
the operation of the golf course caddy house.
Ranford Russell reported on a meeting held with Folly Greaves and the
recommendations of the advisory board were read at length . Also read
was the proposed contract by the advisory board between the operator
and the Village of McCall. The proposal of Vaugh Jasper for a starter,
.-- operation of the caddy house , etc . was read to the Board. There followed
a discussion on the various points of the proposal. Ranford Russell
stated the advisory board would recommend a contract be entered into
with Vaughn Jasper on the basis of the proposal. Following discussion,
Sahaufelburger moved that the golf course Advisory Board's recommendation
be accented and a contract be entered into with Vaughn Jasper for the
operation of the caddy house , starter, pro, etc . on the basis of the
discussion with the Village Board. The contract would be executed by
the Village Board on recommendation of the trustee in charge of the
golf course . The motion was seconded by Archer and upon vote declared
carried unanimously.
Mason read the recommeddations of the Golf Course Advisory Committee
on the operation of the course and the increase in rates to be adopted
by the Village Board which recommendations are hereby attached. Following
discussion, Mason moved the recommendations of the Golf Course Advisory
Eeard be accepted and the rates be increased as recommended. The motion
was seconded by Braden and upon vote declared carried unanimously .
Mason reported on the recommendations of the attorney on the Golf Course
Suit and also the signing of the contract with Brown.
Sizemore reported the evaluation of the Lardo area was ii25 ,850 which would
bring in approximately Uu1650 in taxes. Additional figures would be
necee ary on the area north of the highway . The matter of annexation
should be given thought prior to the Sewer Bond issue.
Sizemore reported the police car was down with the cam shaft under the
moter.
Following further discussion on the operation of the caddy house, Mason
moved the clerk notify Polly Greaves of the new operator. The motion was
duly seconded and upon Vote declared carried unanimously .
No further business coming before the Chair, the meeting was declared
recessed until the call of the Chair.

There followers a discussion on the location of the property and the
effect on surrounding pro ,erty . Following further discussion and no
protestants to the proposed zoning change being present, the Zoning
Commission moved the zoning change be ❑ranted. Followin' further
discussion, Schaufelburger moved the recommendation of the Zoning
Commission changing the NWf': of the SEA of Section 9 on the south side
of Park Street in the Village of McCall be chanced from Class "A"
Residential to Class "C" Commercial . The motion was seconded by
Braden and upon vote declared carried unanimously .
It was reported the Zoning Commission would recommend names for appoint-
ment to fill the existinn vacancies .
Sizemore reported on the renuest to turn on the water at the cemetery .
Sizemore also reported on a complaint which had been received on the
keeping of horses in the Village limits by Jack Jefferies . The cheif
was instructed to contact the owners and report the complaint .
Si 'emore reported on a meeting of Police 'Jommission Advisory Board, prior
to the Villaoe Hoard Meeting and stated the following recommendations
had been made: Lauren Hutchins be hired as a regular employee of the
Police Department at $440 per month; Gans be authorized to attend the
police meeting in Burley, Idaho, June 6 - 8 and $68 .00 be advanced for
nxnerses ; Valley County he contented for use of the county goat for
patrolling the area of the Village and Payette Lake; street markings
he made as soon as nnssihle and charged to the street department; and
the Board Rio not consider a one-way street for Second Street going
North only and diagonal narking along the east side of the street; also
the city investioatn future parking areas which might he available in
the downtown area; and a temporary curb be p aced in front _,f the
Arthur Roberts park to avoid cars parking on the sidewalk ; The chief
of online be instructed to turn in a time schedule of employee shifts
worked and the Police Commission Meeting be held regularly on the
first Monday of each month at 7: 00 p .m. to pass on the bills . Following
discussion on the recommendations , Schaufelburger moved the recommeddations
be approve with the exception that tin cost of s aset, striping the
streets be charged to the street department , the motion was seconded

A regular meetino of the Board of Trustees of the Village of McCall
was held on the above date and the following business transacted.
Members present were Sizemore , Mason, Schaufelburger, archer and
Braden was absent.
Schaufelburger moved the meeting of May 2 , 1966 be adjourned which
motion was seconded by Mason and upon vote was declared carried
unanimously.
The minutes of the previous meeting were read and approved as reed.
Margaret Fogg Was present representing the Progressive Club and reported
on their meeting regarding the proposal of oiling 9 portion of the
Roberts Municipal Park for a parking area. The minutes of the Progressive
Club were reviewed and their recommendations are as follows: The Civic
committee report was made by Kay Stoles, Margaret Fogo and Darlene Rowland.

to the Idaho Gas property . The trade , if completed, would carry restric-
tive covenants on the type of strut - ure which could be built on the property.
The applications for the additional city employee were read and discussed.
Following discussion Mason moved the employee be hired from the applications
w' ich had been received. The motion was seconded by Braden end upon
vote declared carried uian;meusly. r ollowinn_ further discussion, Mason
moved that Larry L . Chalfant he hired by the Village of McCall as a
permanent employee. The motion was seconded by Archer and upon vote
declared carried with Schaufelburger, Mason, Braden, and Archer in favor
Sizemore abstaining.
Braden reported on th-e fire hydrant between the Shell Service Station
and the parking lot of the Idaho First National Bank . Ackaret repnrted
the hydrant was thawed out and could be moved to another location or re-
moved. Schaufelburner moved the hydrant be moved to a more suitable
location which motinn was seconded by Archer and upon vote declared
carried unanimously.
Echaufelhurger reported on a library hoard meeting which had been held
earlier in the day .
Ackaret reported onthe status of a meter with Boise Cascade and the
possiblity or a cut-off of service.
Sizemore reviewed the painting of parking areas on the street which
should be done followin the Hashing of the streets .
The peed limit on the south end of McCall was briefly discussed and

Department reduce t elimit to 35 Miles per hour from the Green Lantern
to the eouth city limits of Hiway 15 in the Village of McCall, The
motion was seconded by Schaufelhurger and upon vote declared carried
unanimously .
The request for reponing of theproperty owned by Jack Seetino and Warren
Brown located in the NW 1W of the SE1/ of Section 9 on the south side of
Park Street was made to the Board. Following discussion, Schaufelburger
moved the clerk be instructed to publish the required entices for a change
in the"o ninance. the motion was seconded by Hraden and upon vote de-
clared car ied unanimously .
A letter from Jack Hayes on the Village liabilit" insuran-e which is
expiring quoting the following rates was read:
1st year - $1437, 2nd and 3rd years - 31293
Following discussion on the coverages , Mason moved the hid be accepted
was motion was seconded by Archer and upon wote declared carried unani-
mously.
There Followed a discussion on the water rates and the minimums as now
beinn billed. rol.lowinq discussion , it was the opinion of the Hoard that
all residence be charged a minimum for each dwelling unit or occupancy .
Commercial billings would he billed on a basis of occupancy or facilities ,
whichever, the lessor.

Don Boos and Joe Edwards were present stated if they were to continue on
the Police Advisory Board they would require action on their recommendations .
The previous recommendations made by the Advisory Bnard were reviewed which
had not been acted upon. Following further discussion Schaufelburger
moved to accept the recommendations with the exception of that portion
requiring a license of all business within the Village limit until the
recommendation is clarified. The motion was seconded by Mason and upon
vote declared carried unanimously .

Mason stated that bids has been reoueoted on the 1...Ab ,g the steps
and open area the toilets at the Public Beach. The bid of Roland Hammel
in the amount of $375 was read and Halderman and Williamson's of $676.92 .
No action was taken on the acceptance of the bid pending approval of the
State He lth Department.
Ackaret stated that Boise Cascade had been contacted on the water meter
installation for the mill.
Archer stated that StE et lights should be installed at the Public Beach
to reduce the possiblity of vandelism and beer parties, etc. Following
discussion Archer moved that two lights he installed which motinn was
seconded by Mason and upon vote declared carried unanimously.
Sizemore read a letter from the Chamber of Commerce renusting the road to
the Municipal Rolf Course be resurfaced as soon as possible and the traffic
re-routed throunh .the mill yard. There followed a discussion on the
request and action would be taken on the resurfacing as soon as possible.
Ar_karet stated the State of Idaho striper would not be in the area until
later in the summer and the Village striper world be used on the painting
of the streets. There followed a brief discussion on the restricted area
for narking as now established.
--- Regarding the request of the Trailor Court operators Mason moved the matter
of water and sewer billing for Trailer houses be referred to the Sewer
Advisory Board for recommendations and no change be made in the billings
at this time. Motimn was seconded by Schaufelberger and upon vote declared
carried unanimously.
Regarding recommendations of the , Progressive Club Mason moved the Park
he left as is with grass to the sidewalk area for the present time. The
motion was seconded by Schaufelberger and upon vote declared carried
with Mason Schaufelberger and Archer in favor and Sizemore opposed.
Regarding the individual recommendations Mason moved as follows:
1. To continue to allow parkins in front of the Public Park .
2 . The Board does not approve the installation of a rock retaining wall
as the area will be used for snow removal in the winter months.
3. If a gond grass stand is obtained the Park continued to be used for
snow removal .
4 . The Board not approve a one-way street South or. second Street by Shaver's
and diaonnal parking he authorized and striping made on the East side
o of Second Street.
5 . The Board do build a railing around the cement slab .
6. The Board does not make repairs on the cement slab presently on the
beach because of lack of funds.
The motion was seconded by Schai_ifelberoer and following discussion was
declared ca rind unanimously.
Sizemore read the Pnlice Court report for May and the receipts were reviewed.
Remaklus reported on the Sewer project and reviewed documents necessary
and reviewed the legal services cnntaact. He also discussed the legal and
other problems which could arise from the proposed project.
Following discussion or the legal services contract Archer moved the
Chairman and Clerk be authorized and instructed to sign the agreement. The
motion was seconded by Mason and upon vote declared carried unanimously.
A letter from the State of Idaho renardinn the request for a reduced speed
limit in the South End of McCall was read.

A ccntinuati on of the regular meeting of the Board of Trustees of the
Village of McCall was held on the above date and the following business
transacted.
Members present were Sizemore, Mason , Schaufelberoer and Braden.
The Chairman stated the meeting was called for the purpose of considering
Ordinanc6 # 256. Follwino discussion Mason introducted and moved the
adoption of Pr❑nised Ordinance #256, an Ordinance licensing Dance Halls;
providing for an application therefore; providing qualifications of licensee ;
providinn for refusal ILO issue licenses; providing exemptions from this
ordinance; providino a license fee; providing for revocation of licenses;
and providing a penalty . The Ordinance was read at length following which
Schaufelberoer moved the rules be suspended for the passage of the proposed
ordinance #256. The motion for suspenion of the rules was seconded by
Braden and upon vote declared carried unanimously . Braden seconded the motion
moving the adoption of Proposed Ordinance #256 which motion was declared
carried unemimousiy by the Chairman.
Following discussion on the fire hydrant between the Idaho First National
Bank and the Shell Service Station Schaufelberoer moved the fire hydrant
he removed. Motion was seconded by Braden and upon vote declared carried
unanimously. ^1.

Police Department was commendnd for their work on the 4th of July. There
followed a lengthy discussion nn the circumstances which led to the
recommendation of the closure ❑f the Pink Pant`,er. The individual complaints
were discussed and fnllowing discussion Mason nnved that the recommendation
of the Police Commission he approved, the Pink Panther he clnsed
immediately and the Clerk be instructed to give the owners written notice.
The motion was seconded by Schaufelberber and upon vote declared carried
unanimously.
The complaint of the keeping of horses in the Village limits were again
reviewed.
The water meter at the mill was again discussed and the Clerk was instructed
to call Harry Cougar, mill manager.
The parking of the trailer homes in residential areas were reviewed and
the trailer adjacent to Dale Fnrtin' s in a Class A residential district
were reviPhIPd. Ackaret stated he notified Kenneth Johnson the owner of
the lot that the trailer must he moved.
Acker rennrted appr ximately 2nn cases had been run thrnunh Justice Court
over the 4th of July and the Justine of tho Peace was to be commended for
his coperation.
Mason reported briefly nn the Golf Curse construction and Schaufelherger
introduced and moved the adoption of the Resolution authorizing the trade of
land with Rnland J. Hamilton and the Clerk he instructed to give written
notice. The motion was seconded by Archer and upon vote declared carried
unanimously.
Pen Stewart was present and expressed her opininns on action taken by the
Board on the closure of the Pink Panther.

Hamilton. There being no nrntestants Mason moved the prooe-ty between the
Village of McCall and Ronald J. Hamilton be consumated and the Chairman
and Clerk he instructed to sion the deed transfering the property. Thn
motion was seconded by Braden and unon vote declated carried unanimously.
Also present was a elelenet-inn from the Lards area on the incorporation of
the Village of Payette Lakes. Several petitons were discussed and the
netit' ens included all the area outside of the City Lmits from Lardo
do Dead Horse Creek . The mejnrity of the committee requested the approval
of the Viliene Hoard for the incurnor.ation.of the Villane as a first step
in the procedure in the incorporatiion. It was stated that 51% of the
registered voters of the area had sinned the petitions . Following a
lengthy discussion Mason moved the proposal be tabled until the next
regular meeting of the Bn--rd of Trustees. The motion was seconded by
Schaufelberger and unon vote declared carried unanimously.
Porn Shelton who was present rennrted nn the tyrants which were available
for Sewer construction.
Frank Boor was oresent . on the hnundery of Colorado St. and the vacation
of the area which would not allow the Village of McCall to plow the snow
or maintain the street. He requested the Village of McCall accept or
disband the street so the street could be maintained. Remaklus stated he
would check on the status of the street and report to the Board.
A group present representing the Teen-Agars bf the area presented a
petition on a protest meeting which had been held on the closure of the
Pink Panther. The Pol ce Advisory Board recommendatinns were discussed it
appeared there had been changes in the operation which had eliminated
some of the problemd which had previously existed. Schaufelberger moved
the motion he tabled until the next regular meeting of the Board which
mntion was seconded by Braden and unon vote declared carried unanimously.
Sizemore reported on a proposal of the Huskey Disposal service and
reviewed the proposed contract. Because of the lack of necessary
information the prnnosal could not be further considered, at this time.
The Cascade Hospital situation was briefly reviewed,
The Edgewater Heights subdivision wan ❑resented to the Board and following
examination end discussinn Schaufelberger moved the plat be accented with
the notatinn that the roadways are not city streets and the roadways as
shown are for property access and utility and are not maintained in any
manner by the Village of McCall . The motion moving the acceptance of the
proposed plat was seconded by Braden and uonn vote was declared carried
unanimously .

A continuation of the regular meeting of July 5, 1966 was held on the
above date and the following business transacted.
Members present were Sizemore, Braden, Archer, Mason and Schaufelberger.
All Board members were in attendance in an prior meeting with the Police
Advisory Board. The Chairman stated the ourpnse of the meeting was the
consideration of the opening of the Pink Panther whose license had been
revoked.
Following discussion Mason moved that the maximum attendance the rink
Panther could have at one nathering he obtained at once by the Village
and that information he given to Mr. Tiens, Motion was seconded by Braden
and declared carried unanimously.
Mason moved that the license of Larry Tiegs, owner and operator of the
Pink Panther be reinstated. Motion wag seconded by Braden and declared
carried unanimously.
RESOLUTION
WHEREAS, the Village of McCall has applied to the
Department of Health, Education and Welfare for a Federal
grant for sewage collection workds pursuant to the Federal
Water Pollution Control Act (33 U.S.C. 466 et seq. ) :
WHEREAS, the Department of Health, Education and
Welfare has designated the project as project No. WPC-
Ida-94, and has made an offer of $63,820.00 under the
aforementioned statute, to apply upon intercepter sewers
and stabilization ponds; and
WHEREAS, it is the desire of the Village to accept
said offer and to communicate the same to the Department
of Health, Education and Welfare.
NOW, THEREFORE, BE IT RESOLVED: That Ed Sizemore,
Chairman of the Board of Trustees of the Village of
McCall, and William A. Kirk, Village Clerk, or either of
them, are hereby authorized and directed by the Board of
Trustees of the Village of McCall, Valley County, Idaho,
to accept the offer of the Department of Health, Education
and Welfare in the amount of $63,820.00 to apply upon inter-
cepter sewers and stabilization ponds for the Village of
McCall, Valley County, Idaho, execute the required docu-
ments and forward the same to the Department of Health,
Education and Welfare.

A continuation of the regular meeting of August 1 , 1966 was held on the
above date and the fnllrui ns husi_nens transacted.
Members present were Scheufelherger, Sizemore , Mason, Braden and Archer.
The Chairman stated the meeting was called for the purpose of considering
the annexation petition which had been presented at the regular meet ng
of the Board. Followinga lennthv di.dcll9sinn nn the proposal several
representatives were present on the factors to be considered prior to action
being taken. Ed Rowland was the sookesrnan and renuested that any
annexation he delayed and reviewed the several reasons. Following further
discussion Mason moved to table until the next meeting and the Chairman
annnint a committee of the neonle in the area to work out the details .
Following discussion the motion was withdrawn. Schaufelberner moved
the attorney he instructed to draw an ordinance annexing an area starting
with the Northwest corner of the 0hellworth addition northerly alone the
East side of the Warren Wanon road to the Section, Boundary nf Sec. 8 thence
West to the !West Boundary of State H ohtLlay 15 Thence , in a southeaLerly
direction along the West Boundary line of the State highway 15 to its
intersection with the East Boundry of the Ski Ranch subdivision: Thence 5nuth
along the East Boundry nf the Ski Ranch subdivision to the north hnundry
of the Southwest Quarter of the Northeast Querter of Sec. 7: thence west

December 5, 1966
A regular meeting of the Board of Trustees of the Village of McCall was
held on the above date and the following business transacted.
Members present were Sizemore, Archer, Braden and Mason. Schaufelberger
absent.
Braden moved the previous meeting be adjourned which motion u'aas seconded
by Archer and upon vote declared carried unanimously.
The minutes of the previous meetings werezead andapproved as read.
Archer reviewed the operation of the snow mobiles and the possible safety
hazards resulting from their operation. There followed a discussion on the
status of the snow mobiles and the clerk was instructed to contact the
Association of Idaho Citiesfbr restrictions or ordinances other villages
might have, effecting these snow machines.
Tom Hill was present on the third and final reading of the proposed
Ordinance # 258 which would annex the Lardo area and registered an objection
and requested a delay until such time other questions are answered,
particularily grants which might be available from the Federal Govt. on
water and sewer. He also pointed out that the Village of McCall is not in
a position economically to provide the services at this time. Ed Rowland
was also present to state the same objections and request a postponement
of any action. Following further discussion Braden moved to pos#nne action
on proposed Ordinance #258 for a period of two weeks. The motion was
seconded by Archer and upon vote declared carried unanimously.
Frank Baown was present to request the endorsemSnt of the Village of McCall
on the proposed sale ❑f State land north of Payette Lake. The several reasons
and benefits which would accrue the area were discussed and Braden moved the
Village of McCall formerly endorse and issue a statement to the State Land
Board approving the proposed sale. The motion was seconded by Archdr and
upon vote declared carried unanimously.
Tom Hill reported on the answering of the Police Call at the radio station
and indicated the volume of calls and improved efficieniby to the Police
Dept He stated 47% of all calls were County business, 12% of all calls were
Police business either County or Village, and the problems arising out of
the relay of messages on County and State business. The problems of the
Village officers doing County business and the problem of juisdiction
outside the Village limits were reviewed. The possible deputization of
Village officers for their protection outside the city was reviewed. No
action was taken.
It was reported by the Clerk a check in the amount of $1,296.41 had been
received from the Rio-Vista subdivision for the purchase of pipe across

The Clerk read a request from Arthur M. Roberts and the Payette Lakes
Medical Clinic for the rezoning of Lot 7 Sec. 8 TlBN R 3EB.M. on the &lest
corner of juction of Forrest Road and Cross Road from a Class A Residential
to a Class 8 Residential. It was reported that the request had been
approved by the Zoning Commission and the following of further discussion
Archer moved the Clerk be inst;'ucted to advertise the hearing for the
proposed change. Motion was seconded by Braden and upon vote declared
carried unanimously.

The proposal fbr the installation of a water line at Sunset Beach was
read to the Board and discussed. The usets would provide thefunds to
purchase the necessary pipe, pay $100 per connection and the Village of
McCall would lay the pipe and assume ownership and maintenance of the line.
No further credit to be allowed to the owners. Archer moved the proposal be
accepted which motion was seconded by Braden and upon vote declared carried
unanimously.
As advertised, this date was the opening on bids for the purchase of a car
for the Police Dept. and the only bid from the Gortsema Motors was opened and
as follows: basic bid, without the options $1,770: with the options $2,089.77.
Sizemore reported that the Police Advisory Board had recomrendedc the purchase
of cars with options which would be returned to the Village at the time the car
was traded in. Following discussi.:n, Archer moved the bid of Gortsema Motors
in the amount of $2 ,089.77 be accepted. The motion was seconded by Braden
and upon vote declared carried unanimously. ,.im
Sizemore read the minutes of the Police Advisory Board meeting and the
deputization of Police officers were reviewed.
Sizemore reported that Bob Olson of the Department of Health had requested
that a meeting be set up with the Village of McCall, Village of Donnelly ,
Village of Cascade, and the Valley County Commissioners to review County
Land Fill operations. The meeting wnild be scheduled at a later date.
The road to the Village Golf Course was reviewed and it was the opinion
of the Board that the Village request that the road be accepted by the
State of Idaho for maintenance and repair under the Secondary Highway System
of the State. The Clerk was instructed to contact the Engineer's Office
for any action which would be necessary.
A bid from Darrell Kesling for a roll-up door in the shop building for the
Fire Dept. in the amount of $287 was read. Braden moved the bid be
accepted which motion was seconded by Archer and upon vote declared carried
unanimously.

Following the reading of the bills, Archer moved the bills be approved
and ordered paid which motion was seconded by Braden and upon vote
declared carried unanimously.

A continuation of the regular meeting of December 5 , 1966 was held on the
above date and the following business transacted.
Members present were Sizemore, Mason, Archer, Schaufelberger and Braden.
The Chairman stated the meeting was a continuation of the regular meeting
called for the purpose of considering final action of proposed Ordinance
#258, the annexation of the Lardo area.
Also present were Tom Hill and Ed Rowland, who reported meeting with the
FHA, HEW, and EDA and reviewed figures which had been obtained from the
several Federal and State agencies. Following a lengthy discussion,
the same request for a postponement of the annexation ordinance was made
because of the possibility of acquiring additional grants over and above
the grants which could be obtained by the Village of McCall. There followed
a lengthy discussion on Government funds, status of the Village application ,
�-- and the effect the annexation would have on the Village of McCall application.
Braden moved the Board go into an Executive session, which motion was seconded
by Mason and upon vote declared carried unanimously.
Upon dissolution of the Executive session, the Board resumed its regular
session. At this time proposed Ordinance #258, an Ordinance annexing
certain adjacent land to the Village of McCall , Idaho, describing said land,
providing for the filing of a certified copy of this Ordinance with the
Recorder of Valley County, Idaho, providing for the taxation of said land,
was placed upon its third and final reading and read at length. Mason moved
the adoption of Ordinance #258, which motion was seconded by Braden and upon
vote declared carried unanimously with Mason, Braden, Sizemore, Archer and
Schaufelberger in favor. The Clerk was instructed to publish the Ordinance
and file a copy with the Recorder of Valley County.
A letter from the Hospital Board recommending appointments for the terms of
Don Johnson and Corey Engen which were expiring on January 1, 1967 were read.
Following discussion, Braden moved that Don Johnson and Alice Moltke be
appointed to three year terms on the McCall Memorial Hospital Board effective
January 1, 1967 to January 1, 1970. The motion was seconded by Mason and
upon vote declared carried unanimously.
The Hospital Board recommendation on the aiary of the Hospital Administrator
to be increased to $8500 per year was read. Following discussion , Mason
moved the request be approved which motion was seconded by Braden and upon
vote declared carried unanimously .
The sale of Cook ' s property d�r e adjacent
p op cant to the City Hall was reviewed and
also Ackaret's proposal for the sale of property adjacent to the Village
Shop. No action was taken pending further investigation.
No further business coming before the Board the meeting was aclared

January 3, 1967
A regular meeting of the Board of Trustees of the Village of McCall was
held on the above date and the following business transacted.
Members present were Sizemore, Archer, Schaufelberger, and Braden. Mason
excused.
Schaufelberger moved the meeting of December 5 , 1966 be adjourned which --�
motion was seconded by Archer and upon vote declared carried unanimously.
The minutes of the previous meeting were read and approved as read.
The water meter installation at the Boise Cascade mill was briefly
reviewed and the status of the meter purchase discussed.
It was reported that the Floride operation in the Water Department was not
operating properly and it was estimated a cost of $2700 would be necessary
to adapt the flourinator to the new variable speet pump; Following discussion
the matter would be considered for the new budget.
Schaufelberger reported on a Library Board meeting and stated the budget
was being worked on. It was reported that the term of Tekla Armstrong
on the Library Board would expire and the Board had recommended the appoint—
ment of Dr. James Stewart to fill the vacancy. Braden moved the appointment
of Dr. James Stewart to the Library Board be approved which motion was
seconded by Archer and upon vote declared carried unanimously.
A letter from the Village of McCall to William Sacht, District Highway
Engineer, regarding *he request of the Golf Course road to be placed on th?
State of Idaho Secondary Road system was read.
The Clerk reported a complaint received from Al Lambert, the purchaser of
the Brewester property, regarding the annexation in the Lardo area. "'""
Mr. Lambert stated his property was in excess of 5 acreas and he did not
desire to be annexed by the Village of McCall.
Sizemore reported that the Police Commission has met and reviewed the minutes
of their meeting. Tate 's resignation from the Board was reviewed and the
Board had recommended Father hoelsch be appointed to fill the vacanc*. The
budget as proposed by the Police Department for the coming fiscal year in the
amount of $25 ,568 was approved by the Police Commission. This budget
excluddd $1200 for Police radio equipment. Recommendations were also made
to reduce the speed limit on both ends of town. Following discussion on
the recommendation, Schaufelberger moved that Father hoelsch be contacted
for appointment to the Board which motion was seconded by Archer and upon
vote declared carried unanimously.
