Following discussion, Braden moved that Don Johnson and Alice Moltke be appointed to three year terms on the McCall Memorial Hospital Board effective January 1, 1967 to January 1, 1970. The motion was seconded by Mason and upon vote declared carried unanimously. The Hospital Board recommendation on the Mary of the Hospital Administrator to be increased to $8500 per year was read. Following discussion, Mason moved the request be approved which motion was seconded by Braden and upon vote declared carried unanimously . The sale of Cook ' s property adjacent to the City Hall was reviewed and also Ackaret's proposal for the sale of property adjacent to the Village Shop. No action was taken pending further investigation. No further business coming before the Board the meeting was Glared recessed until the Call of the Chair. Chairman � sz� c : 1;,; ATTE5T;Clerk January 3, 1967 A regular meeting of the Board of Trustees of the Village of McCall was held on the above date and the following business transacted. Members present were Sizemore, Archer, Schaufelberger, and Braden. Mason excused. Schaufelberger moved the meeting of December 5 , 1966 be adjourned which —x motion was seconded by Archer and upon vote declared carried unanimously. The minutes of the previous meeting were read and approved as read. The water meter installation at the Boise Cascade mill was briefly reviewed and the status of the meter purchase discussed. It was reported that the Flaride operation in the Water Department was not operating properly and it was estimated a cost of $2700 would be necessary to adapt the flourinator to the new variable speed pump; Following discussion the matter would be considered for the new budget. Schaufelberger reported on a Library Board meeting and stated the budget was being worked on. It was reported that the term of Tekla Armstrong on the Library Board would expire and the Board had recommended the appoint- ment of Dr. James Stewart to fill the vacancy. Braden moved the appointment of Dr. James Stewart to the Library Board be approved which motion was seconded by Archer and upon vote declared carried unanimously. A letter from the Village of McCall to William Sacht, District Highway Engineer, regarding *he request of the Golf Course road to be placed on tt-e State of Idaho Secondary Road system was read. The Clerk reported a complaint received from Al Lambert, the purchaser of the Brewester property, regarding the annexation in the Lardo area. Mr. Lambert stated his property was in excess of 5 acreas and he did not desire to be annexed by the Village of McCall. Sizemore reported that the Police Commission has met and reviewed the minutes of their meeting. Tate's resignation from the Board was reviewed and the Board had recommended Father Koelsch be appointed to fillii.the vacanc*. The budget as proposed by the Police Department for the coming fiscal year in the amount of $25 ,568 was approved by the Police Commission. This budget excluded $1200 for Police radio equipment. Recommendations were also made to reduce that speed limit on both ends of town. Following discussion on the recommendation, Schaufelberger moved that Father Koelsch be contacted for appointment to the Board which motion was seconded by Archer and upon vote declared carried unanimously . No further business coming before the Board the meeting was declared recessed until December 19, 1966. 1.�G2' Q- _ MOM Chairman ' ATTEST:Clerk December 19, 1966 A continuation of the regular meeting of December 5 , 1966 was held on the above date and the f:allowing business transacted. Members present were Sizemore, Mason, Archer, Schaufelberger and Braden. The Chairman stated the meeting was a continuation of the regular meeting called for the purpose of considering final action of proposed Ordinance #258, the annexation of the Lardo area. Also present were Tom Hill and Ed Rowland, who reported meeting with the FHA, HEW, and EDA and reviewed figures which had been obtained from the several Federal and State agencies. Following a lengthy discussion, the same request for a postponement of the annexation ordinance was made because of the possibility of acquiring additional grants over and above the grants which could be obtained by the Village of McCall. There followed a lengthy discussion on Government funds, status of the Village application , --- and the effect the annexation would have on the Village of McCall application. Braden moved the Board go into an Executive session, which motion was seconded by Mason and upon vote declared carried unanimously. Upon dissnittion of the Executive session, the Board resumed its regular session. At this time proposed Ordinance #258, an Ordinance annexing certain adjacent land to the Village of McCall, Idaho, describing said land, providing for the filing of a certified copy of this Ordinance with the Recorder of Valley County, Idaho, providing for the taxation of said land, was placed upon its third and final reading and read at length. Mason moved the adoption of Ordinance #258, which motion was seconded by Braden and upon vote declared carried unanimously with Mason, Braden, Sizemore, Archer and Schaufelberger in favor. The Clerk was instructed to publish the Ordinance and file a copy with the Recorder of Valley County. at length. Remaklus read a letter from an attorney representing Neal Walker asking for additional information on the quick claim deed requested by the Village for the installation of the water line on Washington Street. It appeared at this time the information requested could not be obtained until spring when the snow had melted. It was reported that thb State Health meeting would be held on January 10, 1967 with the Board of County Commissioners. Kirk , Clerk ( February 6, 1967 A regular meeting of the Board of Trustees of the Village of McCall was held on the above date and the following business transacted. Members present were Sizemore, Schaufelberger, Braden, Mason and Archer. Schaufelberger moved the previous meeting be adjourned which motion was seconded by Archer and upon vote declared carried unaniljously. The minutes of the meeting were read and approved as read. Ralph Turner was present and stated that he was representing a delegation of Jaycees on the proposed sewer project around Payette Lake and requested the Board of Trustees meet now or at a later date in an informal meeting with the Jaycees to discuss the matter. Following discussion it appeared that a special meeting would be better suited and Thursday night was tentatively selected as the regular meeting nicht of the 2aycees. Vera Paananen was present on the Quit. Claim Deeds on Washington Street and particular on the correspondence from Neal Walker. She also questioned --� why the water could not go on the South side of the street as all on the South side as well as the North side had signed the Quit Claim deed by the Village of McCall. Remaklus stated that pending investigation, everything appeared tobe in order. Sizemore reported the Fire Board had met and approved a proposed Budget of $3,200 for the coming fiscal year. Bob Fogg was present on the installation of an Inter-Com system at the airport which would allow communication between the airport and approching aircraft. He stated that Johnson had purchased equipment and because of the license with the Federal Aviation Agency it appeared the license must be in the name of Village of McCall. He stated the cost for the equipment would be $374.90 . Following discussion of the requirements, Schaufelberger moved that should the license be granted to the Village of McCall, the equipment be included in the Airpprt Budget for the coming year. The motion was seconded by Braden and upon vote declared carried unanimously . There followed a brief discussion on the clear zone area on the south end of the runway. Fogg reviewed the operation of the Courtesy Cars at the airpprt and stated that replacements should be made particularly in view of the profit from the operation of the cars. Archer reviewed the meeting with the State Health Department regarding Refuse Disposal and stated the Village should contact its Legislators on assistance for dump problems including Refuse Districts. The Clerk was instructed to write the Representative and Senator and encourage them to vote- for this type of legislation should it come up during this session. The insultion of the stand pipe at the water tower was reviewed and it was reported that Roland Hammel had made a bid in the amount of $1000. There followed a discussion on the disposal of the tower and the use of the proceeds for the Water Department improvement such as an auxillary pump with adequate capacity. Following discussion, Ackaret was instructed to contact representatives of Water Equipment Companies for possible sale of a tank . The Clerk reported that legal notice had been given on the rezoning request to change Lot 8, Block 8, Brundage Subdivision from Zone A to Zone B. The Chairman stated no objectors being present the attorney was instructed to draw the Ordinance to make this change. The Clerk read a letter to Edward Middlemist of the State Land Dept. A letter from the Dept. of Interior regarding the status of the Bond Election was read to the Board. Remaklus also reported on a request from the FHA regarding the status of earmarking funds in the amount of $324,440 for the proposed sewage project. Following discussion, Mason moved the bond election be held as soon as the legal requirements could be met based ❑n the $342,400 revenue bonds for the purpose of construction of the Lagoon site as proposed. The motion was seconded by Schaufelberger and upon vote was declared unanimously with the exception of Archer who abstained. There followed a discussion on the various aspects and consequences of the annexation of the Lardo area and the area around the Lake. Pern Shelton was present reviewed the status of the State leased lots and outlined the technical assistance available under the Economic Development Act in the form of funds for a survey of the area. Following further discussion, Braden moved the Village attorney complete the forms for the Technical Assistance under the Economic Development Act. The motion was seconded by Schaufelberger and upon vote declared carried unanimously. A letter from the State Tax Commission requesting additional information on subdivisions in the Lardo area was read. The Snowmobile Ordinance as passed by the City of Anchorage, Alaska was read and also correspondence from the Association of Idaho Cities . The ordinances and correspondence were reviewed were referred to the local Snowmobile Club for consideration and recommendation for a possible Ordinance by the Village ❑f McCall . Acker requested if any information was available ❑n the speed zones on both ends of town. It was reported that the State had run Radar Checks and would givb this information following the results of this survey. The diagonal parking at the Green Lantern and Timm's were reviewed which were in violation of the postbd instructions. No action was taken following f other discussion. Acker reported that the Portal-Mobile unit for the Police Department as previously discussed for use in a second car during peak periods for which there are no communications with the car after the radio goes off the air could be acquired for $858. There followed a discussion on placing the radio, telephone link back int❑ the Telpbone Company. Shelton reviewed the issuance of courtsey tickets to the Tourist Trade to improve our area image. Remaklus reported on his attendance of the Legislative hearing_ regarding the Proposed changes in the Municipal Code. Remaklus also reported the Lambert VS Village of McCall lawsuit had been disposed of taking that area out of the area annexed by the Village. There was a brief budget report on all deparmtnts by the Clerk. Remaklus reported on pro- osed legislative action now pending in the Legislature which would affect all cities and villages should it be passed. Chairman of t* e Board ATTEST:Clerk February 9, 1967 Continuation of the regular meeting of the Board of Trustees of the Village of McCall was held on the above date and the following business transacted. Members present were Sizemore, Schaufelberger, Mason, Braden and Archer. Schaufelberger introduced and moved the adoption of Proposed Ordinance #259 , an Ordinance amending Chapter II of Title III of the Village Code of McCall, Idaho concerning the map of zoning of said Village by adding a new section thereto to be known and designated as Section 3-2-3: changing.; a` certain lot within said Village from ClassResidential to Class B Residential. Mason moved the rules be suspended for the passage of Proposed Ordinance #259 which motion was seconded by Archer and upon vote declared carried unanimously. The Ordinance was read at length following which Braden --- seconded the motion, moving the adoption of Ordinance #259. Following the vote the Chairman declared the ordinance carried unanimously. Don Stubsten was present on the Notice of Public Hearing that appeared in the paper on the Valley County Hospital budget and the levy of $18,712 for the operation of the County Hospital. There followed a discussion on the Village of McCall Hospital supporting indigent patients under the Medicare Act and a discussion followed on the affect of the County levy on the Village Hosp&tal. The Board then recessed to attend the Junior Chamber of Commerce meeting in the upstairs of the Village Hall . Following the attendance, the Board again resumed session and the letter on the Proposed Ordinance for Snowmobiles in the Village of McCall from the McCall Snowmobile Club was read. Following discussion on several of the provisions, the recommendations were referred to both the attorney and our representatives in the legislature for possible legislative action. Members present were Schaufelberger, Mason, Braden and Archer. Sizemore absent. The budget for the coming year and income were discussed in detail. Members present were Sizemore, Archer, Mason, Schaufelberger and Braden. The minutes of the previous meeting were read and approved as read. Schaufelberger moved the previous meeting be adjoirned which motion was seconded by Braden and upon vote declared carried unanimously. Russ Gleason was present on the transfer of the licquor license from the Dog House to the Village Motel and reviewed the reasons for his request. Following discussion, Schaufelberger moved the beer and licquor license transfers from Roy Stover dba the Dog House to Russ Gleason dba the Village Motel be approved upon application to the Clerk . The motion was seconded by Braden and upon vote declared carried unanimously. Vera Pannanen was present to request a street light on Highway 15 because of the light from the Sinclair Station which made visibility difficult especially during the winter months. The light should be placed on the corner of Washington Street and Highway 15 . A fire hydrant on the proposed water line on Washington Street was briefly reviewed. Schaufelberger questioned the dumping of refuse in the present location - at the Village Dump which had previously been reserved for burning. It appeared that the area now snow bound should be used so the refuse could be covered. Ackaret stated the road would be open to the regular area as soon as the snow permitted. Mason reported that the Boise Cascade Corp . was attempting to get authority to donate 10 ton of bulk soilaid for use at the Municipal Golf Course. The Village of McCall would have to provide transportation from Emmett to McCall. No objection was had by the Board to using the Village truck . Schaufelberger reviewed the Library Board meeting which had been held and read the recommendations from the Library Board which are: 1. That we have permission to order through the Village a surplus curbside Book Return. 2. That the Library be closed February 9, 10, llth so that we may take inventory. 3. That we may increase our fire insurance as we have a Circulation of books and Library Materials of 14,599 plus our equipment. 4. That we change our library hours from 2 o'clock to 5 to hours 3 to 6 o 'clock , 3 P .M . to 9 P . . on Tuesdays , enabling more school children and business people to avail themselves of the service. 5. Suggest that the Police judge schedule his trials so it will not necessitate closing the Library during normal Library hours. ( If not possible, perhaps the Police Court could be held in the upstairs room. ) MINOR 6. That the Librarian be paid for the day she spends attending the State Library Meetings. (Usually meetings are held once a month) 7. That we may have permission to install our own cower meter. On our limited budget, we are trypino to cut down expenses so that we may give our taxpayers more and better service. ) Following discussion on the recommendations of the Library Board, no objection was had to the recommendations with the exception of recommendation # 7 requestion permission to install a separate power meter. Acker discussed the posting of Bused Zones in both ends of town and the Clei,k stated that no reply had been had from William Sacht, District Highway Engineer on the request for the south end of town. The letters from Woody Bean and Hoarse Patterson representative and senator from this area on the Snowmobile and Dump Refuse Districts were read. Also read were letters from Mr. York and Wendell Weigle on the Farmers Home Administration loan on the proposed sewer project. A letter from Rich Michaels on the current interest rate in the open market was also read. The status of the Zoning Commission was briefly reviewed. It was reported that there was a lack of water at the hydrant at the Airport. Ackaret stated he would investigate the cause. It was requested that the Dog House which had been purchased would be torn down and Jack Seetin would possibly do the demolition end requested permission to burn on the lots immediately West of the Dog House. The Ordinance regarding burning in the inter—fire limits were read and possible objections reviewed. Following discussion on the request of storage of flamable liquids in Zone C , Schaufelbergor moved that the Zoning Ordinance be amended to allow under— ground storage of flamable liquids for retail use in Zone C and the attorney be instructed to draw the Notice of hearing. Sizemore reported the Police Advisory Board had met on the proposed Police Budget which was now ready for submission to the Village Board. He stated there was a vacancy on the Policy Advisory Board and the Board had recommended .1""e. that Bob Scoles be appointed to the vancaicv . The complaint was made to the Board on the removal of snow on the city sidewalk from the Dog House to the end of the block . Ackaret stated he would clear that area as the skating rink was no longer being used. Mason reported a complaint received of the Police ruffino up a yoingster. Acker,who was present, stated that to his knnwledpe there had boon no such incident. Following discussion on the budgets as presented, Schaufelberger moved to return the Police Budget to the Police Committee,hut following further discussion withdrew his motion. Regarding the Ordinance for the holding of a Bond Election for the proposed sewer program, Schaufelberger moved that the attorney be instructed to draw .... the Ordinance for .5351,784 plus 10% for cant ngencies as recommended by the engineers of the State Health Dept.and the Farmers Home Administration for an approximate amount of 5380,000. Approximately 30 people were present at the budget hearing and several questions were asked regarding various portions of the budget, regarding streets, water, snow removal, dog licensing , and the Police Dept. Several items were discussed in detail in the various budgets and following the formal hearing Schaufelberger moved the Police radio be moved from the present location at the radio station to the Ida` o Telpehone Co. offices. Archer reported a request from Ted Hardwood to hold two parking places in front of the Post Office for car delivery of mail and change the remainder of the block from 1 hour parking to 10 minute parking. Following discussion, the matter was referred to the Police Advisory Board. Schaufelberger introduced and moved the adoption of Proposed Ordinance #260, An Ordinance termed the "ANNUAL APPROPRIATION BILL" , appropriating such sums of money as are deemed necessary to defray all necessary expenses and liabilities of the Village of McCall , Idaho,for the fiscal year 1967, and fixing the tax levy far the Village of McCall , Idaho for the fiscal year 1967. The ordinance was read at length following which Archer moved the rules be suspended for the passage of proposed ordinance # 260. WHEREAS, notice should be given to such owner to abate the same and incase such owner shall refuse, fail or neglect to do so the Village should cause the same to be abated and assess the cost thereof against said real property. Sizemore reported that the Railroad crossing on Stibnite •venue was extremely hazardous when the snow hindered the visibility and reviewed the recent accident at that crossing . He stated that the Railroad had reported it would install some type of safety revice at this location and it was questioned whether such a device could be used on the Highway 15 crossing. The existing ordinance re- garding the Highway 15 crossing was reveiwed. Acker briefly reported on the doe pound, the care and feeding of dogs and stated the pound was in bad condition and the collection of junk in the area necessitated repair. Upon discussion, Archer was to review the conditions . Acker briefly reported on the license fees collected, the number of dogs des- troyed and impounded. Also discussed was the tranquilizer gun and the possible disadvantanes reviewed. All persons constituting the Board of Trustees of the Village of McCall were present to wit : Ed Sizemore , Chairman Raymond L. Mason , Trustee Jon Braden , Trustee I Clyde A. Archer , Trustee A. H. Schaufelberger , Trustee Raymond L. Mason presided as acting President of the Council and appointed William A. Kirk to act as temporary City Clerk and to record the minutes of the meeting. After each member of the Council had subscribed to the oath of office, the acting President of the Council announced that the first item of business was the election of the President of the Council . Thereupon pursuant to motion made by A. H. Schaufelberger , seconded by Jon Braden and unanimously carried by the four members of the Council, Raymond L. Following a discussion, Mason stated this was a dopd opportunity to remain a two man Police force and would so reccomend that the County Deputy could assist during the days and the balance of the w._!rk could be handel`ad by the ether two men. There followed a lengaty discussion on duties , hours , calls etc . , by the flity Police Force and; the prior approval of the .Sheriffs office for such an arrangement. The Mayor then announced that the City Attorney had advised the city that in view of the passage of House Bill No. 3 which took effect on April 12, 1967, it would be advisable to repeal the ordinance which had been adopted on April 10, 1967 for the purpose of calling an election to be held on May 8, 1967 in the Village of McCall, Idaho upon the issuance of $380,000 Sewer Revenue Bonds, inasmuch as the notice of election with respect thereto had not been published or posted prior to the effective date of such legislation. Thereupon the following ordinance was introduced in written form by Jon Braden and was read by title. Councilman Schaufelberger moved that the rule requiring the reading of the ordinance three different days be dispensed with and the motion was adopted by the vote of not less than three-fourths of the Council, to wit : Aye : Archer , Councilman Braden , Councilman Mason , Councilman Schaufelberger , Councilman Nay: None. The ordinance was thereupon read again by title and was then read in full, after which pursuant to motion made by Jon Braden and seconded by Raymond L. Mason , the ordinance was adopted by the following vote: Aye : ArrhPr , Councilman Mason , Councilman Braden , Councilman Schaufelberger , Councilman Nay: None. ti - 3 - The ordinance was thereupon signed by the Mayor in evidence of his approval , was attested by the City Clerk, was ordered recorded, and is as follows : ORDINANCE NUMBER 263 AN ORDINANCE repealing Ordinance Number 262 , adopted on April 10 , 1967, by the Chairman and Board of Trustees of the Village of McCall ; ordering the improvement and extension of the sewerage system by the acquisition, construction and purchase of sewerage collection facilities , a sewage treatment plant, including a site or sites therefor, of the City of McCall ; estimating the cost therefor, directing, subject to the approval of the qualified electors of said City that revenue bonds of said City in the amount of $380 , 000 be issued to pay part of the cost thereof; calling an election for the purpose of submitting to the qualified electors of said City the proposition of the issuance of such bonds , and providing for the issuance of such bonds in the event they are voted at such election. WHEREAS , In view of the passage by the Legislature of the State of Idaho of H. B. No. 3 , as amended, which took effect April 12 , 1967, it is advisable to repeal Ordinance Number 262 adopted April 10 , 1967, for the purpose of calling an election to be held on May 8 , 1967, in the Village of McCall , Idaho, upon the issuance of $380 , 000 sewer revenue bonds inasmuch as a notice of election with respect thereto had not been published or posted prior to the effective date of such legislation; and WHEREAS , the City of McCall now owns and operates a sewage collection system; and -4- • WHEREAS it is considered by the Mayor and Council to be necessary and essential to the health and well-being of the inhabitants of said city that said sewerage system be improved and extended by the acquisition, construction and purchase of sewerage collection facilities, a sewerage treatment plant, including a site or sites therefor, the whole to be operated as a single revenue producing public utility for said city; and WHEREAS said city does not have funds available to pay the cost of the foregoing and has determined it advisable to finance part of such cost through the issuance of the revenue bonds of the city pursuant to the provisions of the Revenue Bond Act of the State of Idaho, Chapter 47, General Laws of the State of Idaho 1951, as amended by Sections 187 to 202 of House Bill No. 3, as amended, of the Thirty-Ninth Session of the Legislature of the State of Idaho, and in order to do so desires to provide for the holding of the election required by said act; and NOW, THEREFORE, Be It Ordained by the Mayor/Council of the City of McCall, Valley County, Idaho, as follows: Section 1 . That Ordinance No. 262 adopted on April 10, 1967 by the Chairman and Board of Trustees of the Village of McCall, Idaho entitled: "AN ORDINANCE ordering the improvement aEff extension of the sewer collection system and the acquisition and construction of a sewage treatment plant, including a site therefor, of the Village of McCall; estimating the cost thereof, directing, subject to the approval of the qualified electors of said village, that revenue bonds of said village in the amount of $380,000 be issued to pay part of the cost thereof; calling an election for the purpose of submitting to the qualified electors of said village the proposition of the issuance of such bonds, and providing for the issuance of such bonds in the event they are voted at such election. " is hereby in all respects repealed. - 5 - Section 2. (a) That it is necessary that the municipally owned sewerage system of the City of McCall be improved and extended by the acquisition, construction and purchase of sewerage collection facilities, a sewerage treatment plant, including a site or sites therefor, all pursuant to plans and specifications therefor which have been prepared and filed by Toothman and Smith, of Boise, Idaho, engineers heretofore selected by the Mayor and Council for such purpose, and on file in the office of the City Clerk. (b) That the cost of the work described in subparagraph (a) above as estimated by the above described engineers, including the payment of all expenses properly incident thereto and properly incident to the issuance of the bonds, as such expenses are set forth in the Revenue Bond Act, including the payment of interest on such bonds during the period to be covered by the construction of the improvements and extensions to the sewerage system, is $444, 000.00 . (c) That the construction and acquisition of the work described in subparagraph (a) above is hereby ordered. (d) That, subject to the approval thereof by the qualified electors voting at the election for which provision is hereinafter made, the revenue bonds of the City of McCall shall be issued pursuant to the provisions of the Revenue Bond Act in the amount of $380,000 to pay part of the cost thereof and incidental expenses as above provided. Section 3. That a special election is hereby called to June be held in the City of McCall on itiaty 6 , 1967, for the purpose of submitting to the qualified electors of said city the proposition set forth in the form of ballot appearing in Section 5 hereof. Section 4. That the polls at said election shall open at the hour of 12:00 o 'clock noon and remain open continuously until the hour of 8:00 o 'clock P.M. and then close . Said election shall be held at the City Hall in the City of McCall . - 6 Section 5. If at said election two-thirds of the qualified electors of the city voting thereat assent to the issuance of said bonds, the revenue bonds of the city shall be issued as hereinabove provided and shall mature and bear interest at the maximum rate or rates set forth in the foregoing notice of election. Mason excused. Archer moved the meeting of July 5, 1967 be adjourned, which motion was sec- onded by Braden and upon vote declared carried unanimousley. The minutes of the previous meeting were read and approved as read. Ray Besecker was present on the work which had been done on 'Vashington street, when the water line was laid in that area and reviewed the damage done to the access to his property. Seetin reviewed the installation of the water line and the f' ll which had been made. Following discussion, Archer and Seetin were instructed to further investigate the property. John Durben was present and requested the city take into the City limits, ten acres of his property. He reviewed past easements to the City and the Idaho Power Company and requested a street 435 feet in length to be constructed. Following discussion the Board agreed to take the matter under advisement and inspect the property and determine the legal status of the ground. George Papaani was present and reported on the Police Commission meeting. He stated that some of the corners should be cleaned up to avoid traffic hazards, in particular the Paananen Corder on the road to the Golf Course and if possible the street going through the cut to the schoolhouse from Hiway 15 should be widened to provide a better walking area. Also discussed was the dog tranquilizer gun which had been included in the budget. There followed a discussion on the Leash Law and the possibility of p,L cing that issue on the ballot this fall . It was requested the Chamber of Commerce still wants the old school house building torn down and is questioning why the demolition is not proceeding. It was the opinion of theChief of Police that further information would be necessary prior to the tranquilizer gun being used by the Police Dept. on dogs. Archer reviewed the status of the sewer advisory board and stated the speci- fications for the new seweage construction program should be furnished to them. The vacancy which had been created by the resignation by Art Roberts was reviewed and Archer recommended that Ranford Russel be appointed. Following discussion Archer moved that Russel be appointed to the Sewer Advisory Board which motion was seconded by Schaufelberger and upon vote declared carried unanimously. The proposed letter drop at the Post Office was reviewed as to the feasibility of use, the traffic hazard which would be created, etc. Following discussion Sizemore stated he would contact the Postmistress and Ted Harwood. The status of the water and sewer line to the Shore Lodge from the City of McCall was reviewed and it was reported that if the City hooks into them for use in the Lardo Area the city should assume the ownership and maintenance of the sewer across the river to the new manhole on the East end of the Shore Lodge. Following further discussion, Schaufelberger moved that the City of McCall take over the Shore Lodge Sewer and maintenance of the sewer from the manhold on the west bank of the river, providing an easement is obtained from the Shore Lodge if necessary for the expansion in the Lardo Area. The motion was seconded by Archer and upon vote declared carried unanimously. ...,. Schaufelberger reported that a Library meeting had been held. The agreement between the Union Pacific Raitrord and the City of McCall was read, following which Archer moved the Mayor be authorized and instructed to sign the agreement. The motion was seconded by Braden and upon vote declared carried unanimously. The Clerk read a letter from the Idaho Challenge regarding the recent Ordinance passed in Meridian, Idaho, regarding the prohibition of liquor at the Meridian Speedway. No action was taken by the Board. A letter from the Federal Aviation Agency resulting from the recent inspection was reviewed by the board. A letter from Will Diefenbaugh on the Hamilton trailer court was read and following discussion was referred to the Chairman of the Zoning Commission. ThF- wages for Leonard Ackaret for the last two weeks in July were discussed following which Archer moved the full wage be paid for the month of July. The motion was seconded by Braden and upon vote declared carried unanimously. A letter from the Chamber of Commerce and the 25. check to the Fire Dept. was read. The cooperative agreement between the U. S. Forest Service and the City of McCall for the oiling and improvement of the runway at the Minicipal Airport was read. Following discussion, Archer was authorized and instructed to sign the agreement for the City of t/cCalt, which motion was seconded by Braden and upon vote declared carried unanimously. The request of Eldon Rogers for inclusion in the Public Employees Retirement Program was made. Following discussion on his status Archer moved he be in- cluded if he were elibible. The request of Frank Wallace for acceptance for a forty foot street right of way on Aspen Street to Stibnite Road was reported by the clerk. The proposed sewage connections were reviewed and action was defered until further conference with Frank Wallace. The policy on the construction and credits allowed for water tines were briefly reviewed. The proposed sale of the water tank was reviewed and the purchase of Auxiliary standby motors were proposed. Members present were Mayor Sizemore, Councilmen Schaufelberger, Braden, Archer, and Mason. Schaufelberger moved the previous meeting be adjourned which motion was seconded by Braden and upon vote declared carried unanimously. The minutes of the previous meeting were read and approved as read. A letter from Smith and Monroe Engineers was read regarding the status report of the old threatre building. The letter stated a fee of $300 would be charOed for a report plus $12 per hour for time for testimony and preparation plus travel expenses. No action was taken pending discussion and further informatioh. Chief Acker reported on Police arrests during the month August. There followed a discussion on juvenile cases in other than Valley County which involved the travel of municiple officers. Also discussed was the status of the stop light at the Golf Course road. Norman Thompson salary was to be increased from $425 to $435 per month under the previous schedule for policemen- which had been adopted. It was also reported that Ackaret still had some arrest records in his possession which should be returned to the City of McCall. Mayor Sizemore read a letter from the Idaho Department of Parks thanking the City of McCall for the cooperation of the Police Department during the Labor Day weekend. Mason reviewed some by-laws for the Gulf Course committee and several questions raised were the statutory authority to delegate city authority to the Golf Course Committee. The matter was referred to the attorney for further discussion. The future operation of the Golf Course following the completion of the additional nine holes was reviewed. Mason moved that Vaughn Jasper be notified that his contract would not be renewed for the coming year which motion was seconded by Schaufelberger and upon vote declared carried unanimously. The Board approved the advertising for a new operator. Mason reported the request of the street light at Floyd Street to the Nursing Home. There followed a discussion on the street light money foliming which Archer moved the City authorize the installation of a street light on Floyd Street and in the Stibnite subdivision. The motion was seconded by Mason and upon vote declared carried unanimously. Archer moved that two lights be installed at the McCall Municiple Airport and included in the airport budget. The motion was seconded by Braden and upon vote declared carried unanimously. Mason requested the attorney be instructed to check on the legal status of the City selling lots adjacent to the Municiple Golf Course with the funds being used for water lines . Burton Walker was present and reported that final conformation on the plans for the new post office building had bePn received. He discussed the Curb line and parking area with the Board. There followed a discussion on the lagoon site which was being purchased and the trade of ground for r-- a funeral home in exchange for Village property adjacent to the cemetery. Following discussion, the Board stated the matter would be referred to the Cemetery Board. The complaint of Roy Besecher regarding his street was reviewed and Seetin stated that he would haul several loads of dirt to help the road in that particular area. Archer stated the Board should designate the use of City vehicles and following discussion Archer moved that Seetin be authorized to use the City pickup in all aspests of his job as Water and Street supt. and Police judge. The motion was seconded by Schaufelberger and upon vote declared carried unanimously. The bid opening on the sewer project was briefly discussed. Remaklus reviewed previous experience of Cascade involving grant funds. A letter on the sewer funds from the FHA was reviewed. The request of Frank Wallace for acceptance of a 40' extension of Aspen Street was made to the Board. Following discussion, Braden moved the 40' extension of Aspen Street be accepted as a 40' alley. The motion was seconded by Schaufelberger and upon vote declared carried unanimously. The Clerk reported the City was in the process of being rerated by the Idaho Survey and Rating Bureau for fire insurance purposes. The Mayor stated the Union Pacific Railroad would meet with the Eity on snow removal. There follwed a lengthy discussion on sewer rates which must be adopted under the new Sewer Ordinances. There followed a discussion on a snow plow for the 3-ton dump truck following which Archer moved Seetin be authorized to negotiate for a snow plow on a lease-option basis. The motion was s ended by Schaufelberger and upon vote declared carried unanimously. Seetin reviewed the water situation at Ponderosa Park and the wells which were being drilled. The possibility of the University of Idaho Forestry Camp and the Golf Course in addition to Ponderosa Park were reviewed. MAYOR CLERK September 7, 1967 A continuation of the regular meeting of the City Council was held on the above date and the following business transacted. Members present were Mayor Si-emore , Councilmen Archer, Schaufelberger and Braden . Mason excused. Also present was Tom Farnsworth, Formers Home Administration representative. The Mayor stated the meeting was c-+lled for the purpose of opening the bids for the proposed Sewer Construction as advertised. Davis, Toothman, Engineer, was present and the bids were opened and are as follows: Watkins Construction Co. , Boise, Idaho-$365 ,789; Galey Construction Co. , Boise, Idaho-$398,200; Viking Pumbing & heating Co. , Bois,e Idaho; $ fl6,831.40; Mitchell Construction Co. , Pocatello, Idaho- $389,522 .56. Watkins Construction Co. was the apparent low bidder and subject to audit and extension of costs and approval of the Farmers Home Administriaticn a bid would be awarded within the 30day period. Following a discussion on the sewer rates which would be charged, all:jusers following completion _of the new sewer construction, Braden irtroduced and moved the adoption of Ordinance #269, an ordinance relating to charges for sewer service amending Sec. 8-4-2 of the Village Code of McCall, Idaho raising monthly sewer service rates and providing an effective date. The ordinance was read by title and at length following which Schaufelberger moved the rules be suspended for the passage of proposed Ordinance #269, The motion was seconded by Braden and upon vote declared carried unanimously. The ordinance was read three times by title and at length following which Schaufelberger seconded the motion moving the adoption of proposed ordinance #269. The Mayor declared the ordinance carried unanimously with Archer, Schaufelberger and Braden in favor. Bob 5coles=was present on the promotion ❑f McCall as a convention center and reviewed the lack of facilities. He proposed the AlOine Home building be acquired and the area adjacent as a possible auditorium and convention center. He reviewed the renovations necessary and a price of $110,000 which nould be financed for a 30-year term at 7% interest. The various uses which the building could be put to produce revenue in payment were discussed. The possibility of a government grant for financing which might be available were reviewed and following discussion the matter was referred to Ranford Russell. Robert U . Williamson was present on the acceptance of his plat which had been previously submitted of Edgewater Heights. There folhied a discussion on the 40' streets and a review of the maintenance of Mather Road and snow removal. There folhued a lengthy discussion on the grades on the Edgewater Heights and the snow removal roblems. Following further ' discussion, no action was taken until the could be inspected by members of the Board. The several bids for the supplying of petrolem products to the City of McCall were opened and read following which Archer moved the low bid of Standard ❑il Col on all products be accepted. The Mayor stated formal approval of the contract of Watkins Construction 1'"' Co. had been received from the Farmers Home Administration and the Federal Water POLLUTION Control Agency and the contract could now be awarded. Following discussion, Braden moved the contract be awarded as amended what has been designated as Change Order #1 to Watkins Corjstruct ❑n Co. of Boise, Idaho. Mayor Clergy October 2, 1967 A regular meeting of theCity Council of theCity of McCall was held on the above date and the following business transacted. Members present were Mayor Sizemore, Councilmen Archer, Schaufelberger, Mason and Braden. The Mayor being absent, Braden was unanimously elected acting chairman. Also present was Robert Williamson. • Archer moved that the meeting of September 5, 1'967 be adjourned, which motion was seconded by Schaufelberger, and upon vote declared carried unanimously. • The minutes of the previous meeting were read and approved as read. The agreement with the Union Pacific Railroad was read and following dis- cussion Archer moved the Mayor be instructed and authorized to sign the agreement The motion was seconded by Braden and upon vote declared unani- mously. A letter from Frank Brown regarding the agreement by Brown 's Tie & Lumber Company to build a road through the present practice fairway behind the proposed lot s on number nine fairway was read to the board. No action was taken pending a discussion on possible courses of action by the City. Following discussion, Mason moved the engineer be instructed to issue a change order transferring construction of approximately 900 feet of sewer line from the&ast end of Lick Creek Road to a road to be constructed on the present Golf Course Driving range, subject to F. H. A. Approval . Motion r-- was seconded by Schaufelberger and upon vote carried unanimously. Mason reported on num pous app ications on the golf course position and stated that action would be taken at a later date. Bob Williamson was present and reviewed a revised p !att of the Edgewater Subdivision showing the new street right of ways at a 60' width. Following discussion Archer moved the platt be approved which motion was seconded by Schaufelberger and upon vote carried unanimously. Acker reported on a prowler problem and_:the efforts ,which had been made to apprehend him. Also parking areas were to be maked on second street on the east side of the street. Archer proposed the placing of a leash law question to the electorate at the next election. Also discussed were terms of ofice for the coming elections. Braden discussed attending a Courtesy Car meeting in doise with Bob Fogg Airport Manager. Schaufelberger briefly reported on the Hospital Board meeting and stated the Doctors would be moved out of their present Location in the Hospital within one month. Sizemore reported on a letter from the Attorney General on the status of the price fixing by various firms on the Chlorine purchased by the city. Seetin reported that an acetylene welding outfit owned by !Leonard Ackaret could be purchased for 150. Following discussion Schaufelberger moved the welding outfit be purchased which motion was seconded by Archer and upon vote declared carried unanimously. Seetin reported the extension on his building for the U. S. Forest Service garage and the dirt which could be available for use on the City Streets. He stated the City could hov'e the dirt for removing it . Following discus- sion Schaufelberger moved the proposal be accepted which motion was seconded by Archer and upon vote declared unanimously. . Recording the previous request of Durbin for a richt of way, Seetin stated he would cret the County cat to take out the stumps, but it was not available. Seeting stated it would take approximately 8 hours with a cat to pioneer a road in the area which is now cleared. Mason presented a proposed platt on the road construction behind number nine fairway showing nine 100' X 120' lots with a 50' set back line. There fol- lowed a discussion on the complet ion of the trade of ground with Brown and the specifications under the contract. Mason reviewed the several letters of application for the Coif Course job which were read at length and st ted that five letters end four phone calls had been received. The letters of reference *ere discussed. Following dis- cussion on the duties and salaries of the golf course manager, estimated revenue and expenses, Schaufelberner moved that Robert Garcia be hired as the Golf Course Manager at 5550. per r.;onth for six months plus 3% of the greens fees collected, plus all rentals, pro shop and snak-bar. all exp- enses including i150 per month for the club house rent were to be paid by C'•arcia. The agreement was to be drawn by the attorney and forwarded to Garcia for signature. The motion was seconded by Mason and upon vote declared carried unanimously. There followed a discussion on the status of the sewer construction. Sizemore reported on a Chamber of Commerce Meeting with the State Officials at Shore Lodge to be held on November 3, 1967 to further discuss the pos- sibility of extending the sewage collection system around the ''rest Arm of the Lake. There followed a discussion on the status of the old theatre building and the legal alternatives open to the City. Burton Walker and h 's lawyer, Larry Schoenhut, were present on the sale of V the land for the Lagoon site to the City of McCall, and reviewed problems r,,.•., involving the land and the change of drainage from the lagoon site and other problems which would acquire additional acquisition. Also discussed was the borrow made by the contractor on ground outside the Cities acreage. Following discussion the matter was referred to Tudor Engineering Co. to determine the exact area purchased by the City. George Pappani was present and requested what reply, if any, bad been received from the State of Idaho on the reduction of posted speeds in the south end of McCall, and the west end. The letter which had been written to the State requesting a reduction in speed approximately a year ago was reviewed and a conversation with the State Highway Engineer discussed. No reply had been received from the State as of this date. Papr,•ani also reported wood which was stacked adjacent to the highway on the south end of town was unsightly and questioned what action could be taken by the City. The matter was referred to the City Attorney. There followed a discussion on the use of Snow Mobiles and an ordinance which would restrict their usage. November 9, 1967 A continuation of the regular meeting of November 6, 1967 was held for the purpose of canvassing the votes at the election held November 7, 1967. 2 Members present were Mayor Sizemore, Councilman Mason, Braden, Archer and Schaufelberger. Following the counting of the ballots by the Councilmen, the results were determined to be as follows : for Mayor, Don Boos 281 votes; Blair Armstrong 215 votes. For the four year term of Councilman: George Pappani, 358 votes; Al Romine, 127 votes. For the two year term of Councilman: Bill Euans, 242 votes; Raymond Mason, 108 votes; Ed Rowland, 141 votes. Archer moved the election results as above be accepted. The motion was seconded by Braden and upon vote declared carried unanimously. No further business coming before the Board, the meeting was declared recessed until the call of the Chair. November 16, 1967 The meeting was called to order by Mayor Sizemore at the hour of 7;40 P.M. at the City Hall in McCall, Idaho Present were Mayor Sizemore, Councilmen Archer, 'Mason, Schaufelberger, and Braden Also present were Mayor elect Don Boos and Councilman elect Bill Evans, and Warren Brown and Frank Brown representing Brown 's Tie and Lumber Company. In the a.':sence of the City Clerk, Robert H. Remaklus was designated by the Mayor with the approval of the Council to act as clerk of the meeting. The first order of business to come before the meeting was the discussion of the street tight in the alley back of Shaver's Store. The Council, after due consideration of the same, chose to leave the light as is. Mayor Sizemore read a letter from the Hospital Board recommending that the Salary of Hospital Administrator, Don Stubsten be increased from $8, 500. per annum to $9,000. per annum commencing January 1, 1968, and that a decision be made by the City Council thereon prior to January 1, 1968, so that the hospital budget may be properly presented by the Hospital Board to the City Council. After full and complete discussion of the same, Mason moved and Braden seconded that the salary of the Hospital Administrator, Don Stubsten be increased from .18, 500 per annum to $9,000. per annum commencing January 1, 1968, and upon vote declared carried unanimously. There followed a discussion of the hospital account owing by City Patrol- man Forest Gans, a copy of which bill was read by the Mayor and attached to and made a part of these minutes. `Mayor Si -.emore stated that he would contact Mr. Gans to see if a voluntary payroll deduction could be arranged whereby a fixed sum would be deducted from Mr. Bans ' salary each month and applied to the hospital bill . The suggestion met with the approval of the Council . The next order of business to come before the Council was the matter of comp— letion of the 0olf Course land transaction with Brown 's Tie and Lumber Co. pursuant to the agreement dated December 6, 1.965, between the City and Brown 's Tie & Lumber Company. After a full and complete discussion of the matter, the following resolution was presented: RESOLUTION BE IT RESOLVED, that in order to carry out the terms of that certain agreement between the city and Brown 's Tie Lumber Company, dated December 6, 1965, concerning completion of the nine hole addition to the McCall Golf Course, Brown 's Tie and Lumber Company having substantially pompleted its:portion of the agreement and having made satisfactory arrangements with the City to complete such minor items that may Pe required of it to fulfill its obligations under the said agreement, upon receipt of the deed from Prown 's Tie and Lumber Company, as provided in said agreement and everything having been done and performed as required by law to be done and performed in order to complete such trade, the Mayor and Clerk are hereby authoriYed and directed to execute nd deliver to Brown 's Tie and Lumber Company a deed from the City for the City property referred to in said agreement. 4 Adoption of the foregoing resolution was moved by Mason and seconded by Schaufelberger. Roll call vote disclosed the following : Aye : Mason, Braden, Schaafe lberger, Archer. Nay: none. Thereupon the Mayor dec + ared that the resolution h ,d been adopted -end the city deed to Brown 's Tie Lumber Company would be so executed. • The Mayor reported on the ma ` ter of borrow for the sewage lagoon system removed from th^ Burton Nalker property. It appears that borrow has been removed from approximately 3 acres of Ground. The Mayor stated that he would contact th•^ contractor and the consulting engineer with reference thereto. Present were Mayor Sizemore, Councilmen Archer, Braden, Schaufelberger, Mason excused. Also present were Don Boos, Ceorge Pappani and Bill Evans, newly elected Mayor and Councilmen. SchaufeLberger moved the previous meeting be adjourned which motion was seconded by and upon vote declared carried unanimously. The minutes of the previous meeting were read and approved as read. Sizemore stated that he had met with Doyle Symms of the State Highway Department regarding the reduction of speed limits in both the south and west ends of McCall, and stated that Actin should be forthcoming. He also reviewed the re-marking of State Highway 15 to :State Highway 55 from Marsing to New Meadows. The signing of the highway should be completed this winter. He also stated that There were no more alternate designations of highways. Regarding the Gans bill at the McCall Memorial Hospital, Sizemore stated that Gans had made arrangements to work at the Hospital to ta'ce care of the bill . Sizemore reported that following the staking of the ground at the lagoon site, it apprecrs that approximately 3 acres of Valkers land had been stripped for borrow material . There followed a lengthy discussion on the use of snow mobiles and the reg- ulations which should be included in any ordinance which ‘could be considered. Following discussion, it was reported that a proposed ordinance should be discussed with the Snowmobile Club of McCall . Remacklus reported that Azyne Summers had stated that funds would be avail- able for work on the ":a rren Azgon Road in an approximate amount of $1,000, 000. A letter from Don Boos was read, resigning from the Zoning Commission. Schaufelberger moved the resignation be accepted which motion was seconded by Archer and upon vote declared carried unanimously. The Mayor stated the meeting was called for the purpose of considering pro- posed ordinance Y272, An Ordinance relating to Snowmobiles; defining the same; establishing minimum age for drivers thereof; making if unlawful to permit underage persons to drive the same; setting forth required equipment; establishing regulations for operation of snowmobiles; and providing pen- alties. There followed a leng'hy discussion on the provisions of the pro- posed ordinance. Schaufelberger introduced and moved the adoption of pro- posed ordinance 1272. -radon moved the rules be suspended for the p ssage .w„t of proposed Ordinance '272, which motion was seconded by Mason and upon vote declared carried unanimously. The Ordinance was read two times by Title and read at length. Braden seconded the motion moving the adoption of proposed Ordincance #272 and upon vote was declared carried unanimously with Sizemore, Braden, Mason and Schaufelberger in favor. Following futher discussion on the operaCon of snowmobiles in the city limits, Schaufelberger moved that snowmobiles be banned from operating on the McCall Municipal Golf Course because of possible damage to Fairways and Greens.
