HomeMy Public PortalAbout2009.088 (05-19-09)RESOLUTION NO. 2009.088 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE CONSOLIDATED ANNUAL ACTION PLAN FOR FISCAL YEAR 2009-10 AND FUNDING ALLOCATIONS FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME PROGRAMS WHEREAS, the Department of Housing and Urban Development (HUD) requires cities to have an approved Consolidated Annual Action Plan (ConPlan) in order to receive Community Development Block Grant (CDBG) and HOME funds; and WHEREAS, the Consolidated Annual Action Plan (ConPlan) serves as a planning document, an application for federal funds, a strategy to be followed in carrying out CDBG and HOME funded activities and a basis for assessing performance; and WHEREAS, the ConPlan also incorporate the use of CDBG and HOME funds and describes how these funds will benefit the public, specifically persons of low and moderate income. WHEREAS, the City expects to have $1,899,341 in CDBG funds and $947,600 in HOME funds available for Fiscal Year 2009-10, to carry out goals set in the City's 5- year Consolidated Strategic Plan; and WHEREAS, the City of Lynwood's Community Development Block Grant Advisory Board Commission has conducted the required Public Hearings to obtain citizen input on the draft ConPlan for Fiscal Year 2009-10; and WHEREAS, the Lynwood City Council has reviewed the draft ConPlan for FY 2009-10 and taken into consideration public comments/input relating to Lynwood's community development and housing needs. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS: Section 1. The Lynwood City Council approves the Consolidated Annual Action Plan for Fiscal Year 2009-10, to include any amendments made at the May 17, 2009, City Council meeting. Section 2. The Lynwood City Council approves the following allocations and activities for fiscal year 2009-10, with the use of CDBG and HOME program funds as listed below: ACTIVITIES CDBG Administration Fair Housing Section 108 Payment Code Enforcement Josephine Street Improvements Public Services Lynwood Senior Citizens Lynwood Crossing Guards Natatorium Extended Hours ' TOTAL HOME Administration HOME CHDO Activities HOME Rehabilitation Program .TOTAL ALLOCATIONS 300,000 18,000 610, 074 346,267 400, 000 105,000 60,000 60,000 1,899,347 74,949 191,710 680,941 ' $947,600 Section 3. This Resolution authorizes the required submittal of the CDBG and HOME Applications and Consolidated Annual Action Plan Fiscal Year 2009-10, to the U.S. Department of Housing and Urban Development (HUD). Section 4. This Resolution shall become effective immediately upon its adoption. PASSED, APPROVED, AND ADOPTED this 19~h day of May 2009.
