MINUTES OF THE PUBLIC HEARING HELD BY THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM ON WEDNESDAY, SEPTEMBER 20, 2006 AT 5:01 P.M., IN THE

III. Consideration of Adopted Tentative Millaoe Rates and Adopted
Tentative Budgets for Fiscal Year 2006 -2007.
A. Explanation and discussion of Tentative Millage Rate as
compared to the rolled back rate.
Town Manager Thrasher explained that this is a balanced budget with the
revenues and expenditures equaling $2,494,703. It was calculated using
a millage rate of 3.100 mills, which is 14.52 percent higher then the
calculated rolled back rate of 2.7070 mills. Mr. Thrasher explained
that there are a few minor changes in the budget, which includes
reducing the capital line item for burying the electric by $5000 and
putting those funds toward outstanding service awards. He asked if
there were any comments.
B. Comment from the Commission and the Public.
Mayor Koch stated that he was not in favor of outstanding service
awards, and asked if there are reviews given to the employees in
previous years. He requested that in the next budget, a plan be in place
for distributing merit pay. The Mayor further suggested taking out all
that was budgeted for undergrounding and reducing the millage,
The Town Manager explained that employees are given an annual review.
However, there was no review last year due to the hurricanes. He added
the police department performs their own review according to FDLE
regulations.
Commissioner Anderson stated that there was not enough information in
the last employee study. She suggested that another employee analysis
be performed by a different consultant.
Commissioner Wheeler commented that he had no problem with the budget
but he is opposed to distributing merit increases to anyone without a
formal merit review process. He stated that he would prefer to see a
competitive system that rewards employees on outstanding service. The
Commissioner suggested hiring a consultant that would help the town
design a compensation system that is based on cost of living and merit.

The Commissioners were not in favor of taking $5000 from street capital
line item for merit service. They suggested leaving the funds in
capitol improvements and taking $10,000 from contingency for an employee
benefit study.
Commissioner Orthwein moved and Commissioner Wheeler seconded to
authorize $10,000 from the contingency for hiring a consultant and
(�) leaving the $5,000 in the capital line item. Roll Call: Comm.

IV. Adoption of the General Fund FINAL Millage Rate for Fiscal
Year 2006 -2007.
Commissioner Orthwein moved and Commissioner Anderson seconded to adopt
the final millage rate of 3.100 mills for fiscal year 2006 -2007. There
was no comment from the public. Roll Call: Comm. Orthwein; AYE, Comm.
Devitt; AYE, Comm. Anderson; AYE, Comm. Wheeler; AYE and Mayor Koch;
AYE.
V. Adoption of the FINAL Budgets for Fiscal Year 2006 -2007.
A. General Fund
Commissioner Devitt moved and Commissioner Anderson seconded to adopt
the final budget in the general fund of $2,494,703.00, for fiscal year
2006 -2007. There was no comment from the public. Roll Call: Comm.
Orthwein; AYE, Comm. Devitt; AYE, Comm. Anderson; AYE, Comm. Wheeler;
AYE and Mayor Koch; AYE.
B. Enterprise Fund (water)
Town Manager Thrasher reported that the City of Delray is proposing to
increase their water rates to all customers by 18 percent. He believes
this increase is to make improvements to their water system, which
should save the town operational cost. The Town Manager recommended an
increase in Gulf Stream's water rates by 10 percent.
Commissioner Wheeler asked if the town could purchase water from Boynton
Beach.
Mr. Thrasher explained that there is currently an emergency hookup
system to Boynton but they also have to buy some of their water from the
county.
Commissioner Anderson moved and Commissioner Orthwein seconded to adopt
the final budget in the enterprise fund of $805,000 for fiscal year
2006 -2007. There was no comment from the public. Roll Call: Comm.

NOTICE IS HEREBY GIVEN that the Architectural Review and Planning Board
of the Town of Gulf Stream will hold a Public Hearing on October 26, 2006 at
8:30 A.M., and the Town Commission will hold a Public Hearing on November
17, 2006 at 9:00 A.M., both in the Commission Chambers of the Town Hall, 100

1Sea Road, Gulf Stream, Florida, at which the following will be considered:
`� An application submitted by Randall E. Stofft Architects, as agent for
John Wynne and Barbara S. Wynne, owners of the property located at 1310 N.
Ocean Blvd., Gulf Stream, Florida, which is legally described as Lot 3
MCLOUth Subdivision, for the following:
SPECIAL EXCEPTION to permit additions to a Gulf Stream Bermuda style
home that has an existing non - conforming covered entry which
encroaches 10 feet into the required 40 foot front yard setback.
The proposed additions will not encroach on any setbacks.
LEVEL 3 ARCHITECTURAL /SITE PLAN REVIEW to permit the addition
of a master bath and closet on the east end and the addition
of a kitchen and breakfast area on the west end of the existing
Gulf Stream Bermuda style home at 1310 N. Ocean Blvd., Gulf Stream,
Florida, a total addition of 1,527 square feet.
The Architectural Review and Planning Board shall make a recommendation to
the Town Commission, and the Town Commission shall make a final decision
regarding the subject application at the meetings noticed above. The
meetings may be adjourned from time to time and place to place as may be
necessary to hear all parties and evidence.
The complete application materials are on file in the Office of the Town
Clerk located at 100 Sea Road, Gulf Stream, Florida 33483, and may be
reviewed during regular business hours, which generally include non - holiday
weekdays from 9:00 A.M. to 4:00 P.M.
ALL PARTIES INTERESTED IN THESE MATTERS may appear before the
Architectural Review and Planning Board and the Town Commission of the Town
of Gulf Stream at the times and place aforesaid and be heard.
