CALL. TO ORDER AND ROLL CALL
Mayor- Archer called the meeting to order at 7200 p.m. Counc i lmembers
present were Vankomen, McCarty, Lee and Mayor Archer.
MINUTES OF DECEMBER 11, 1986
The Minutes of December- 11, 1986 were declared approved as submitted
by Mayor Archer.
PAYMENT OF CLAIMS
The Mayor stated that the total of the claims is $31,074.87. VanKomen
moved that the City pay the bills. Seconded by Lee. Lees McCarty and
VanKomen voted AYE. The Mayor- declared the motion carried unanimously.
OLD BUSINESS
PRESENTATION BY MAYOR ARCHER
The Mayor presented Larry Chalfant with a plaque to commemorate
twenty (20) years of dedicated, faithful and dependable service to the
City of McCall.

VOLK REFUND
Administrator Schmidt requested the subject be delayed untii Attorney
Remakius arrives* The Mayor so ordered.
PAYETTE LAKES WATER & SEWER DISTRICT AGREEMENTS
Administrator Schmidt advised that a revised document for the Deinhard
Lane agreement is the only agreement with revisions* Schmidt stated
that Lee had negotiated some changes that served to reduce the
maintenance obiigatiun^ Schmidt recommended the councii^s adoption
of the revisions. Lee expiained the revisions^ Lee moved that the
councii approve the Deinhard Lane agreement as amended and authorize
the Mayor to sign for the City~ Seconded by VanKomen. After a brief
discussion and the addition of a renegotiation ciause, Lee^ McCarty
and VanKomen voted AYE, The Mayor declared the motion carried
unanimously.
Mayor Archer announced the arrivai of Attorney Remakius and Council-
woman Jnhnson^
Lee moved that the Plant Agreement be approved and the Mayor authorized
to sign for the City~ Seconded by McCarty* The Mayor called for a
roLi call. vute^ Johnson abstained^ VanKomen voted NAY* McCarty voted
AYE and Lee voted AYE~ The Mayor hearing 2 AYES^ 1 NO and 1 abstention*
declared the motion carried,
After a brief discussion, Johnson changed her vote to AYE~
VOLK REFUND
Attorney RemakLus recommended that the refund claim be denied~
RemakLus read his opinion to the cmunc|i~ Mr~ Miiiemannp Frank Vmik*s
attmrney^ addressed the councii, After a short discussion* Remakius
was directed to research the Legalities of the City making m refund°
VanKomen moved to table the subject untii the first meeting in February~
Miiiemann stated he would be out of the State at that time~ VanKomen
withdrew the motion* Miiiemann requested the matter be brought up at
the next meeting~ VanKomen moved that the issue be tabled untiL the
next meeting* Seconded by Lee* Johnson* Lee^ McCarty and VanKomen
voted AYE° The Mayor declared the motion carried unanimuusiy~
ENGINEERING DENDUM ON RIVERS BEND SEWER
RENEWAL PROJECT
Administrator Schmidt stated that the addendum had been received^ The
addendum relates to the Rivers Bend Project° Twwthman-Orton has
identified some project costs~ The staff recommends that the City
proceed with this agreement~ Lee moved that the council. approve
Addendum 05 and authorize the Mayor to sign for the city* Johnson
seconded, Johnson, Lme^ McCarty and VanKomen voted AYE^ The Mayor
declared the motion carried unanimmusiy~
GOLF COURSE AGREEMENT° DRAFT \/
Administrator Schmidt stated that Draft V reflects all. the changes
requested at the Last meeting~ Schmidt stated that the Golf Course
Committee has not reviewed the Draft* that their meeting is scheduled
for January 9~ Schmidt recommended adoption of the agreement°
VanKomen moved that the cwunz|L refer the agreement to Attorney
Remak Lus to start draWlng up the f|naL contract and aLso to the Go Lf
Committee to review for possible changes~ Seconded by Lee* JohnsVn^
Leet McCarty and VanKomen voted AYE^ The Mayor declared the motion
carried unanimousiy°
FINAL REPORT ON BEER/WINE & LIQUOR LICENSES ISSUED FOR 1987
Administrator Schmidt stated the Mr~ Pearson had satisfied his debt on
taxes by New Years eve and the License was issued* ALL requested
Licenses have been issued, No action taken.
PERSONNEL CLASSIFICATION PLAN
Administrator Schmidt stated that four ciassifications are before the
counciL which were not in the packets, Lee requested the classification
plans and the Fire Department Mutual. Aid Agreement be deferred to the
next meeting~ The Mayor so ordered.
