Call to Order and Roll Call Mayor Allen called the meeting to order at 7:15 p.m. Councilmen McCarty, Van Komen, and Larson answered the roll call. Councilman Wallace was absent. II. Minutes The minutes of September 13, September 20, September 27, and September 28 were presented. Without objection these minutes were ordered filed as presented. III. Claims A list of claims dated October 5 was presented. McCarty moved to approve the claims for payment. Van Komen seconded and the motion carried. IV. Consent Calendar Without objection the Consent Calendar was ordered filed. V. Mayor and Council Comments and Reports A. Mayor Allen announced the appointment of Elaine Hitchcock to the Transportation Advisory Committee for a term of three years. McCarty moved to approve the appointment. Van Komen seconded and the motion carried. B. Mayor Allen presented a gift to retiring city employee, Dave Smith and expressed the city's appreciation for his years of service. VI. Staff Reports A. City Administrator/Treasurer Report An amended version of Clubhouse Contract Change Order No.6 was presented, After discussion, McCarty moved to approve the Change Order and authorize the Mayor to sign. Larson seconded and the motion carried. A list of dishonored checks was presented. After discussion, Larson moved to direct the Treasurer to file claims in Small Claims Court. Van Komen seconded and the motion carried. A proposed memorandum of agreement with Ida -Ore to participate in the Job Training Program Act was presented. After discussion, Larson moved to approve the agreement and authorized the Mayor, the City Administrator and the City Treasurer to execute the agreement. B. City Attorney City Attorney Remaklus requested an Executive Session under section 67-2345(f) I.G. VII. Old Business A license agreement with Micro Arizala, Inc. was considered. After discussion Van Komen moved to approve the agreement and authorize the Mayor to sign it. McCarty seconded and the motion carried. Resolution 14-90 regarding compensation was read. RESOLUTION 14-90 attached After discussion, Van Komen moved to adopt Resolution 14-90. McCarty seconded and the motion carried. The Council set a worksession for October 18, at 7:00 p.m. to complete the personnel classification plan. VIII.New Business The job description for the new position of Code Enforcement Officer was presented by Police Chief Parker. During discussion, the job description was amended to include fingerprinting. After discussion, McCarty moved to approve the job description as amended. Larson seconded and the motion carried. IX. Committee & Commission Reports Requiring Action No items were presented. X. Correspondence A letter from Idaho Department of Water Resources re: River Crossing Permit -Snowmobile Bridge was noted. XII. Information Items A Comprehensive State Water Plan, Working Draft was noted. The Building Department Annual Report was noted. A letter from Attorney General Jim Jones, regarding Public Records Policy was noted. XIII.Executive Session McCarty moved to go into Executive Session under section 67-2345(f) to hear legal counsel regarding litigation. Larson seconded. At a roll call, McCarty, Larson, and Van Komen voted "aye". The Council went into executive session at 8:05 p.m. The Council returned from Executive Session at 8:35 p.m. The mayor directed staff to have the proscripted streets discussed in executive session, surveyed. Al nD Mayor RESOLUTION 14-90 A RESOLUTION SETTING THE ANNUAL COMPENSATION OF THE CITY CLERK/ADMINISTRATOR BE IT RESOLVED by the Mayor and Council of the City of McCall, Idaho, as follows: That pursuant to the provisions of Resolution No. 1-86, passed and approved February 18, 1986, the annual salary and compensation of the City Clerk/Administrator is hereby set and established as $31,718.86 per annum, payable semimonthly, commencing October 1, 1990.
