MINUTES
JANUARY 17, 1991
SPECIAL MEETING
I. Call to Order and Roll Call
Mayor Allen called the meeting to order at 7:04 P.M.
Councilmen Van Komen, Wallace and Larson answered the roll
call. McCarty was absent.
The Mayor noted the purpose of the special meeting was to
conduct a joint meeting with the Payette Lakes Water and
Sewer District Board to discuss the provision of water
services in the district. The Mayor recessed the Council
meeting to allow Board Chairman Miles Wilcut to open the
Board meeting.
II. Water Services Discussion
Also attending the meeting were: Jeff Lappin, Central
District Health Department, George Wagner, Kirby Vickers
and Tom Moore of J-U-B Engineering and Wayne Booe, Vice
President of General Water Corporation and President of
Boise Water Corporation. Mr. Berg, Mr. Wilcut, Mr. Hall,
Mrs. Johnson and Mr. Whiteman participated from the PLWSD
Board and staff.
The city's water system Master Plan was reviewed. The
issues of financing, organization, system design parameters
(domestic only or domestic and fire). The Board's interest
was whether the city would be willing to jointly serve the
district.
The Council members responded to that question by
requesting additional information to determine if a joint
operation would be economical, efficient, and create
economies of scale that would benefit city water system
customers, then they would be positively inclined toward
such cooperation. The District Board agreed to further
research the issues of supply, fireflow, demand and to
return to discuss these matters with the Council.
III. Adjournment
At 8:31 P.M., Wallace moved to adjourn. Larson seconded
and the motion carried.
