CALL TO ORDER AND ROLL CALL: Council President McCarty called the meeting to order at 7:05 p.m. Mayor Allen was absent. Councilmen McCarty, VanKomen, Wallace and Larson answered the roll call. A quorum was declared present. II. PUBLIC HEARING, ORDINANCE 593, THE ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL YEAR 1991-1992: Council President McCarty opened the hearing. The hearing was properly noticed and the ordinance and the certification for assessment of property taxes were reviewed. No one appeared to be heard. The hearing was closed. Wallace then moved to suspend the rule requiring an ordinance be read on three separate occasions for Ordinance 593. Larson seconded. On a roll call vote, Wallace, Larson, VanKomen and McCarty voted Aye. The chair declared that the motion carried and the rule was suspended. VanKomen then moved to adopt Ordinance 593. Wallace seconded. The Ordinance was read by title by the clerk. On a roll call vote, VanKomen, Wallace, Larson and McCarty voted Aye. The chair declared the motion carried and the Ordinance adopted. Wallace then moved to approve the certification of the tax levy and authorize the Mayor to sign. VanKomen seconded and on a voice vote, the motion carried unanimously. III. ORDINANCE 594, EXTENDING ELECTION HOURS Ordinance 594 was presented which changes the hours of all general and special elections from 12 noon to 8 p.m. to 8 a.m. to 8 p.m. VanKomen moved to suspend the rule requiring that the Ordinance be read on three separate occasions for Ordinance 594. Wallace seconded. On a roll call vote, VanKomen, Wallace Larson and McCarty voted Aye. The chair declared the rule suspended. The ordinance was read by the clerk. VanKomen moved to adopt Ordinance 594. Larson seconded. On a roll call vote, VanKomen, Larson, Wallace and McCarty voted Aye. The chair declared the motion carried and the ordinance adopted. IV. MANCHESTER-CITY LAND TRADE Attorney Millemann appeared and requested an extension to September 26 for the actual exchange of deeds to occur on the land trade. After discussion of the new park construction schedule, VanKomen moved to authorize an extension of the closing to September 13, 1991. Wallace seconded and the motion carried on a roll call vote with VanKomen, Wallace Larson, and McCarty voting Aye. V. 1991 WATER SYSTEM FINANCING The Administrator discussed possible delay of the project due to financing through the Lease -Purchase option. Gordon Colburn, WestOne Bank also discussed the topic with the Council and advised that the bank would require judicial validation of the issue. The bank affirmed that they will work with the city for the construction financing period. The Council expressed confidence that the city will secure the judicial approval and that the project financed meets all the ordinary, necessary and replacement criteria for using the Lease -purchase instrument. After discussion, Larson moved to reconfirm the action of August 22, approving execution of the contracts to construct the 1991 Water System improvement projects. Wallace seconded and the motion carried unanimously. VI.ADJOURNMENT At 7:25 p.m., Wallace moved to adjourn. VanKomen seconded and the motion carried unanimously. City C1-rk May ORDINANCE NO. ~"/~,~ AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1991, APPROPRIATING THE SUM OF $3,091,411 TO DEFRAY THE EXPENSES AND LIABILITIES OF THE CITY OF MCCALL FOR SAID FISCAL YEAR, AUTHORIZING A LEVY OF SUFFICIENT TAX UPON THE TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATION IS MADE. BE IT ORDAINED by the Mayor and City Council of the City of McCall, Valley County, Idaho. Section 1: That the sum of $3,091,411 be, and the same is appropriated to defray the necessary expenses and liabilities of the City of McCall, Valley County, Idaho for the fiscal year beginning October 1, 1991. Section 4: All ordinances and parts of ordinances in conflict with this ordinance are hereby repealed. section 5: This ordinance shall take effect and be in full force upon its passage, approval and publication in one issue of the Central Idaho Star News, a newspaper of general circulation in the City of McCall, and the official newspaper of said City. S ?~' AN ORDINANCE RELATING TO CITY ELECTIONS; AMENDING TITLE 1 OF THE MCCALL CITY CODE BY THE ADDITION OF A NEW CHAPTER 12, MCCALL CITY CODE, TO APPROVE THAT FOR CITY GENERAL AND SPECIAL ELECTIONS THE POLLS SHALL OPEN AT 8:00 A.M. AND CLOSE AT 8:00 P.M. OF THE SAME DAY. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF MCCALL, IDAHO AS FOLLOWS: Section 1: That Title 1, McCall City Code, be, and the same is hereby amended by the addition thereto of a chapter, to be known and designated as Chapter 12, McCAll City Code, and to read as follows: Chapter 12 ELECTIONS 1-12-1: HOURS OF OPENING AND CLOSING POLLS FOR CITY GENERAL AND SPECIAL ELECTIONS: At all general and special city elections the polls shall be open for voting at the hour of 8:00 o'clock A.M. and remain open until 8:00 p.m. of the same day.
