CALL TO ORDER AND ROLL CALL At 7 o'clock p.m. Mayor Allen called the special meeting of the City Council to order. The purpose of the meeting, to consider the water rate study presented on November 14, was announced. Councilmen McCarty, VanKomen, Wallace and Larson answered the roll call and the Mayor declared a quorum present. II. MAYOR AND COUNCIL COMMENTS AND REPORTS Councilman VanKomen asked that the Council take up the recycling center location. The consensus of the chamber of commerce was to locate the facility on the airport land recently traded with Contel. The solicitation of volunteers to aid in constructing the shelter, directing the staff to communicate this decision to the County Commission, and waiver of the building permit fee were ordered by the Mayor with the concurrence of the Council. III. EQUIPMENT LEASE-PURCHASE The Treasurer asked for direction on the lease package proposal presented by KeyCorp Leasing. The purchase of a loader, a pick-up truck cab and chassis, and additional equipment sheds were the items to be acquired by this arrangement. After discussion, VanKomen moved to accept the KeyCorp Leasing Ltd. lease-purchase financing package. Larson seconded and the motion carried. VanKomen then moved to approve option C of the proposal, a five year financing with 10 semi-annual installment payments. McCarty seconded and the motion carried unanimously. IV. WATER RATE STUDY Mr. Henderson presented his analysis of the water rates and the revenue required for funding a new treatment facility, reservoirs, and piping. He reviewed the 1988 Water System Master Plan, the 1990 update to that plan, the 1990 rate study, and then the current rate analysis dated Nov. 13, 1991. He reviewed the assumptions and the various alternative scenario's developed in the analysis. The Council discussed the assumptions, methodology, and revenue needs of the system. Questions from Mr. Staup were answered. After discussion, VanKomen moved to conduct a rate hearing on January 9, 1991 at the regular Council meeting. Wallace seconded. The motion carried unanimously. Further discussion with Mr. Bergstrom of the Payette Lakes Water and Sewer District resulted in Council direction to schedule a joint meeting with the District Board to discuss common water service issues.
