MINUTES
MARCH 19, 1992, RECESSED SESSION OF MARCH 12
I. ROLL CALL AND CALL TO ORDER
Mayor Smith called the recessed session of March 12
back to order at 6 o'clock p.m. Councilmen VanKomen,
Wallace, Larson and LeBrett answered the roll call. The
Mayor declared a quorum present.
II. SELECTION OF WATER SYSTEM ENGINEER
Mayor Smith proposed a criteria for selection of the
consultant which included presentation skills, various
measures of experience and the expected value of the
services to be performed.
After a lengthy discussion of the merits of the
respective firms, Wallace moved to select Forsgren
Associates as the water system engineering consultant.
VanKomen seconded. On a roll call vote, Wallace and
VanKomen voted Aye, LeBrett and Larson voted No and the
Mayor voted No. The motion failed.
After further discussion, LeBrett moved to select the
Toothman-Orton/James Montgomery team to be the water system
Engineers. Larson seconded. On a roll call vote, LeBrett
and Larson voted Aye, Wallace and VanKomen voted No and the
Mayor voted Aye. The motion carried.
The Council then discussed contract elements. A cap on
construction fees of 8%, a fixed fee for design with a
warranty for the design and operation were discussed and
recommended by the Council. The process for identification
of an arbitrator was also recommended.
III. WATER RATES, FURTHER DISCUSSION
After discussion, the Council requested that staff
review the laws regulating water rates, capitalization fees
and structures for those fees which relate to future costs,
and a base rate (ready -to -serve) fee structure which
allocates fixed costs to those served. The staff was so
ordered and the matter was moved to the March 26 agenda.
The Mayor, with Council consent, requested that an amending
ordinance be placed on that agenda to defer new rates until
April 1, 1992.
IV. ADJOURNMENT
At 7:27 p.m., without further business, Wallace moved to
adjourn, VanKomen seconded and the motion carried.
