MINUTES
OCTOBER 14, 1992
I. CALL TO ORDER AND ROLL CALL
Mayor Smith called the meeting to order at 7:10 p.m.
The special call meeting was for the purposes of meeting
jointly with the Valley County Board of Commissioners to
discuss matters of mutual concern. Councilmen VanKomen,
Larson, Wallace and LeBrett answered the roll call. The
County Clerk called the Commission to order. Commissioners
Olson, Kerrick and Allen attended.
II. IMPACT PLANNING AND ZONING COMMISSION:
Mayor Smith asked for clarification on the staffing of
the reconstituted Impact Planning and Zoning Commission and
on the prosecution of violations of the zoning code in the
Impact area. The City Attorney reviewed the history of the
staffing of that Commission. The Commission deferred to
the Prosecutor. Attorney Shropshire responded that with
the additional staffing in her office, she was able to
staff the Commission and would prosecute zoning violations
in the Area of Impact.
VanKomen moved to confirm that the Commission staffing
would be done by the County Prosecutor and, as well, her
office would prosecute zoning violations in the Area of
City Impact. Wallace seconded and the motion carried.
III. MUTUAL AID AGREEMENT:
Mayor Smith queried about the status of the mutual aid
agreement between the Valley County Sheriff and the McCall
Police Department last discussed in June of 1992. The
Prosecutor presented a third draft of the agreement for the
city's consideration. The Council asked to receive all
three drafts of the agreement and the Mayor so ordered. No
action was taken on the matter.
IV. OTHER MATTERS:
A. 9-1-1:
The matter of the City's contribution to support the
program was discussed. Commissioner Olson noted that since
the teletype was in the 9-1-1 dispatch area, it was
required that the supervision of this equipment be under
either the Sheriff or the County Prosecutor, therefore the
creation of a third organizational body to manage the
facility could not the considered. There was confusion
about what the city share would purchase, i.e. an "enhanced
9-1-1" system. It was noted that the Association of Idaho
Counties is requesting that the legislature increase the
telephone fee assessment to $2.00 to aid all rural counties
in the state. The Commission asked that the Council meet in
Cascade for the next meeting and inspect the 9-1-1
operation. At that time, program budgets and data reports
would be provided. The Council agreed to defer this matter
to the next agenda as suggested.
B. NEXT MEETING DATE:
The date of Tuesday, November 10, 1992 to meet at the
Valley County Courthouse was agreed.
C. COUNTY NOMINATION OF A MEMBER FOR THE IMPACT
PLANNING AND ZONING COMMISSION:
Mayor Smith asked if the Commission had a list of
nominees. The name of Bill Erlebach was suggested by
Commissioner Olson.
D. SNOWMOBILE ROUTE ACROSS THE PAYETTE RIVER:
The status of negotiations with Chet McGinnis was
reported by Commissioner Kerrick. Discussions of parking,
warming huts, and access and problems with Brundage
Mountain and on Bear Basin Rd. were noted.
E. IDAHO DEPARTMENT OF TRANSPORTATION BOARD:
Councilman Wallace noted that the Board would be in
McCall on November 19 or 20 to discuss the Smith's Ferry
Bypass.
V. ADJOURNMENT:
At 8:40 p.m., Wallace moved to adjourn. VanKomen
seconded and the motion carried.
