HomeMy Public PortalAboutCouncil Minutes 1992 12/09MCCALL CITY COUNCIL MINUTES OF A SPECIAL CALL MEETING ON DECEMBER 9, 1992 I. CALL TO ORDER AND ROLL CALL The Mayor called the meeting to order at 7:20 p.m. and announced that the purpose of the meeting was to discuss matters of common interest with the Valley County Commission and other Valley County cities. Councilmen Wallace and Larson attended. At 7:30 p.m. Councilman LeBrett arrived and a quorum was present. II. SNOWMOBILE ISSUES: A. Parking Area: The County advised that they were preparing a lease with Bezates for a parking and staging area adjacent to Blue Jay Subdivision. The city reported that it had graded the area. Questions were raised about the zoning issues related to this project. B. Rescue Plan: EMS staff asked if an extrication and rescue plan existed for removing people from the backcounty and what resources were available for this effort. C. Snowmobile Bridge/ McGinnis issue: The process of condemnation of the McGinnis property was discussed and the City queried the Commission on whether and where to install the bridge across the river. Mr. Wallace asked to work with Mr. McGinnis and to defer action for one week to determine if McGinnis would give a one year easement for 1992-1993. D. Old Meadows Highway: The status of this roadway was questioned. III. ROAD ISSUES: A. Deinhard-Boydstun status: Mr. Ankemann, County Engineer, noted that before the County could designate the state assistance funds to the route, it must be designated as a Major Collector in the states functional classification plan. After discussion, Wallace moved to recommend to the County Commissioners that the entire arterial route, Boydstun from Warren Wagon Road to its proposed Deinhard extension west of the Payette River, then Deinhard to its intersection with the proposed Eastside Bypass and the Eastside Bypass to Lick Creek Rd. at Pilgrim Cove Rd. be designated as a Major Collector by the County. Larson seconded and the motion carried. B. County Road Report: Mr. Ankemann reported on the status of the 428 miles of County roads, of which 121.3 miles are paved. The processes of overlay, patching, sealcoating were noted. A budget of $200,000 per year would allow a 10 year cycle of maintenance on all paved county roads. IV. CARRICO SUBDIVISION: Not listed on the agenda, the city advised of plans to annex and asked to list this item on the next joint agenda. V. NEXT MEETING DATE; January 13 at the Donnelly Fire Hall was identified as the next meeting date. VI. ADJOURNMENT: At 9:20 p.m., Wallace moved to adjourn. Larson seconded and the motion carried.
