MINUTES
JANUARY 13, 1993
I. CALL TO ORDER AND ROLL CALL:
Mayor Smith called the meeting to order at 7:15 p.m. in the
Donnelly Fire Hall and advised that the purpose of the meeting
was to meet with the Valley County Board of Commissioners in a
joint session. Councilmen VanKomen, LeBrett, Wallace and Larson
answered the roll call.
II. SNOWMOBILE ISSUES:
Jim Hardy addressed the Commission and the Council on the
matter of plowing the county staging area. The Council clarified
to staff that the city would plow the lot as time permits. Mr.
Hardy also addressed the snowmobile bridge issue and the property
issue. A group of snowmobilers including Gene Hardy, Harry
Stathis, and Ernie Woods addressed the joint meeting. A lively
discussion followed regarding access, posting by private property
owners prohibiting snowmobiling, and routing of these vehicles
through the city into the forest lands.
III. ANNEXATION:
A. Carrico Subdivision: Staff reported on actions by the
Council to proceed with annexation of the Carrico Subdivision
area. The Commission advised that their efforts to secure
adequate right of way for Strawberry Lane would continue by
appraising the property, engineering and surveying and payment
for the property value. The City will work to coordinate these
efforts with the annexation process. The City Attorney was
instructed to prepare an agreement with the county respecting
this matter.
B. Rio Vista Subdivisions: Commissioner Olson repeated the
County's willingness to plow snow in the Rio Vista subdivision
for one year after annexation.
The Mayor advised that this matter would come before the
Council again at some point.
The matter of county road connections to the
Deinhard-Boydstun connector was discussed and it was determined
to invite the City Transportation Committee and the County
Engineer to a future meeting to discuss such routings.
IV. NEXT MEETING DATE:
A conflict with the Board required that the next meeting be
rescheduled. Mayor Smith offered to contact the VALUED Resource
group to reschedule their appearance and to schedule the date for
the February meeting for either February 3 or 17.
V. OTHER BUSINESS:
Mr. Heinrick asked for nominations from the City to fill the
County Jail/Facilities Advisory Committee. Approximately 25-30
people will be involved in the group.
V. ADJOURNMENT:
Without further business, Wallace moved to adjourn, VanKomen
seconded and the motion carried.
