1. Call to order, roll call, and determination of a quorum
Mr. Sanders called the meeting to order at 10:01 a.m. and asked Ms. Dittmer to call roll. A quorum
of nine voting members or their designee was present. Mr. Mehmert and Mr. Schwartz arrived late,
but were present for voting, making the total number of voting members 11.
2. Public comment

3. Adoption of the agenda as printed or amended
Mr. Henderson moved and Mr. Prenger seconded to approve the agenda as printed. The motion
passed unanimously.

4. Approval of the minutes from the meeting of July 7, 2022
Mr. Henderson moved and Mr. Prenger seconded to approve the minutes from the meeting of July
7, 2022 as written. The motion passed unanimously.
5. Communications Received
No communications received.
6. Old Business
A. MoDOT Unfunded Needs
Mr. Barron reviewed the list of unfunded needs that were discussed at the previous meeting, this
list is due to MoDOT by September 2, 2022. After discussion, Mr. Prenger made a motion to
forward the proposed unfunded needs project (road and bridge projects) submittal list to the
Board of Directors for review. Mr. Bange seconded the motion. The motion passed unanimously.
The Road and Bridge Projects list below will be forwarded to the Board of Directors for review:
1. Rex Whitton Expressway Improvements
2. Tri-level Interchange and approaches to the Missouri River Bridge
3. Highway 54 and Southwest/Ellis Interchange
4. Highway 50 and Truman Blvd/Country Club Drive Interchange
5. Missouri Boulevard Corridor Study
6. Highway 50 and Dix Road Interchange
7. Hwy 50/63 and Clark Avenue Interchange
8. Route B Corridor – Ashbury Way/Friendship Road
9. Highway 54 ramps and South Summit Drive Interchange
10. Highway 179 and Industrial Drive/Truman Blvd, with turn lanes along Hwy 179
Mr. Henderson made a motion to forward the proposed unfunded needs project (multimodal
projects) submittal list to the Board of Directors for Review. Mr. Prenger seconded the motion.
The motion passed unanimously.
The Multimodal projects list below will be forwarded to the Board of Directors for review:
1. Airport - Air Traffic Control Tower
2. JEFFTRAN – Transit Facilities
3. Amtrak Station
4. Port Facility
5. Transload Facility at Algoa Industrial Park
7. New Business
A. TIP Amendment #1 of 2023-2027 Transportation Improvement Program (TIP) –
MoDOT
Ms. Williams discussed an amendment to the 2023-2027 TIP involving two projects. TIP #2020-
16 involves updating pedestrian facilities to be ADA compliant and includes changes to the
project scope, program years, and programmed funding. TIP #2011-04 JEFFTRAN Operating
Assistance includes a change in federal and state funding allocations for operating assistance.
Mr. Prenger made a motion to open a seven-day public comment period and forward the proposed
amendment to the Board of Directors for approval. Mr. Bange seconded the motion. The motion
passed unanimously.

A. Capital Area Active Transportation Plan-
Ms. Williams reminded the group that this is a blending of several other plans that already exist
so that we have a much more comprehensive active transportation plan. A survey tool is expected
to be launched in August 2022 and public/stakeholder meetings will be held in September. The
plan will take place over the next 12 to 15 months.
B. Safety Action Plan Grant Opportunity-USDOT Safe Streets and Roads for All
(SS4A)
Ms. Williams discussed the SS4A grant opportunity and advised the committee applications are
due September 15th and require a 20% local match. Holts Summit, St. Martins, and Jefferson City
have shown support and an interest for staff to apply for this grant. Mr. Henderson made a motion
to endorse moving forward with the application as long as the CAMPO Board of Directors works
out the contribution issues. Mr. Bange seconded the motion. The motion passed unanimously.
C. Status of Current Work Tasks-
• 2023-2027 Transportation Improvement Program (TIP) Amendment – discussed earlier
in the meeting. We will have another TIP Amendment next month.
• JEFFTRAN Transit Facility Feasibility Study – The Federal Transit Administration
(FTA) is still reviewing the transit study.
• GIS Assistance – Staff is working on zoning maps for Taos, St. Martins, Wardsville, and
Holts Summit.
• Capital Area Active Transportation Plan -discussed earlier in the meeting.
• SS4A (Safety Action Plan) Grant Application -discussed earlier in the meeting
• BRO Funding Rankings- over 40 applications were submitted. Ms. Williams and Mr.
Prenger will be attending a meeting to rank the applications.
• TAP Funding Rankings
Ms. Tipton advised four applications were submitted in the CAMPO area and will be
rewarded: Holts Summit-a portion of the South Summit Drive sidewalk, Jefferson City -
Greenway Crosswalks at Southwest/Lafayette and Wears Creek, St. Martins-expanding
50 with Bike/Ped and ADA improvements. Ms. Tipton advised there is still
approximately $450,000 left to award, and encouraged the group to submit more projects
in October. Ms. Williams advised the updates to the Title 6 program are due in January
and will be discussed in future meetings.
• 2022 Missouri Active Transportation Summit – City of Jefferson and CAMPO are
hosting August 12, 2022.
D. Member Updates-
MoDOT
--Mr. Henderson had nothing to add.
--Mr. Roeger discussed the rehabilitation of the Truman Blvd bridge/overpass next year,
bids expected this fall. The southbound Hwy 63 ramp at Oilwell Rd will be closed for two
weeks beginning August 15th for a bridge rehab. Mr. Roeger apologized for the short notice

on the 63-ramp closure and gave directions on how to sign up for future MoDOT press
releases.
--Ms. Tipton advised there were over 40 BRO applications, one was received from Cole
County for a bridge on Tanner Bridge Road. Ms. Williams and Mr. Prenger will be
assisting in scoring the applications. Ms. Tipton reminded the group cities can apply if they
have a poor bridge in need of repairs.
Cole County
--Mr. Kliethermes had nothing to add.
--Mr. Prenger advised the county finished their chip seal August 3rd. The county asphalt
project will begin soon and the county will begin their budget process for next year soon.
Jefferson City
--Mr. Gates was not present.
--Mr. Mehmert is working on the RFP and advised the contract with DoubleMap expires
in December. Mr. Mehmert is working on updates for Title 6 and ARPA/CARES Funding.
--Mr. Bange advised the Grant Street project should be completed in a couple of weeks.
The Douglas/Davis stormwater project will begin soon. Capitol Ave will be closed for a
few more weeks for sanitary sewer repairs. A project is currently underway in conjunction
with the building of the athletic facilities by Jefferson City High School, with hopes to have
stormwater repairs mostly completed before school starts. The Greenway Extension at
Fairgrounds/County Park is near completion.

--Mr. Schwarz asked for further clarification on the SS4A grant and the local match
required.
Heartland Port Authority
--Jason Branstetter was not present.
Mid-MO Regional Planning Commission
-- Jennifer Bowden advised they will be moving county meetings from the fall to the spring.
The Mid-MO RPC will begin updating their Coordinated Human Services Public
Transportation Plan soon.
