TIP Amendment #2 of 2023-2027 Transportation Improvement Program (TIP) Action Requested: Review and discussion, recommendation to the CAMPO Board of Directors for approval, and open a seven-day comment period. Staff Report: The amendment consists of the addition of two new MoDOT projects and four new pedestrian/bicycle projects as a result of funding awarded to communities via the Transportation Alternative Program (TAP) grants: • TIP #2023-15 Jefferson City – Greenway crosswalks at Southwest Boulevard and Lafayette Street $278,429 in Programmed Funds - Transportation Alternative Program Award The project includes improvements to greenway crosswalks at Southwest Boulevard and Lafayette Street. The project will occur in Program Year (PY) 2024. • TIP #2023-16 Jefferson City – Wears Creek Greenway Extension Bypassing MO 179 $983,465 in Programmed Funds - Transportation Alternative Program Award The project includes extension of the Wears Creek Greenway along Tree Valley Lane, bypassing MO 179. The project will occur in PY 2024. • TIP #2023-17 Holts Summit – Sidewalk construction along S. Summit Drive $625,000 in Programmed Funds - Transportation Alternative Program Award The project includes extension of sidewalk along S. Summit Drive. The project will occur in PY 2023 and 2024. A quorum of nine voting members or their designee was present. Mr. Mehmert and Mr. Schwartz arrived late, but were present for voting, making the total number of voting members 11. 2. MoDOT Unfunded Needs Mr. Barron reviewed the list of unfunded needs that were discussed at the previous meeting, this list is due to MoDOT by September 2, 2022. After discussion, Mr. Prenger made a motion to forward the proposed unfunded needs project (road and bridge projects) submittal list to the Board of Directors for review. Mr. Bange seconded the motion. The motion passed unanimously. The Road and Bridge Projects list below will be forwarded to the Board of Directors for review: 1. Rex Whitton Expressway Improvements 2. TIP Amendment #1 of 2023-2027 Transportation Improvement Program (TIP) – MoDOT Ms. Williams discussed an amendment to the 2023-2027 TIP involving two projects. TIP #2020- 16 involves updating pedestrian facilities to be ADA compliant and includes changes to the project scope, program years, and programmed funding. TIP #2011-04 JEFFTRAN Operating Assistance includes a change in federal and state funding allocations for operating assistance. Mr. Prenger made a motion to open a seven-day public comment period and forward the proposed amendment to the Board of Directors for approval. Mr. Bange seconded the motion. The motion passed unanimously. 8. Other Business Minutes/Capital Area Metropolitan Planning Organization Technical Committee August 4, 2022 Page 3 A. Capital Area Active Transportation Plan- Ms. Williams reminded the group that this is a blending of several other plans that already exist so that we have a much more comprehensive active transportation plan. A survey tool is expected to be launched in August 2022 and public/stakeholder meetings will be held in September. The plan will take place over the next 12 to 15 months. B. Safety Action Plan Grant Opportunity-USDOT Safe Streets and Roads for All (SS4A) Ms. Williams discussed the SS4A grant opportunity and advised the committee applications are due September 15th and require a 20% local match. Holts Summit, St. Martins, and Jefferson City have shown support and an interest for staff to apply for this grant. Mr. Henderson made a motion to endorse moving forward with the application as long as the CAMPO Board of Directors works out the contribution issues. Mr. Bange seconded the motion. The motion passed unanimously. C. Status of Current Work Tasks- • 2023-2027 Transportation Improvement Program (TIP) Amendment – discussed earlier in the meeting. We will have another TIP Amendment next month. • JEFFTRAN Transit Facility Feasibility Study – The Federal Transit Administration (FTA) is still reviewing the transit study. • GIS Assistance – Staff is working on zoning maps for Taos, St. Martins, Wardsville, and Holts Summit. • Capital Area Active Transportation Plan -discussed earlier in the meeting. • SS4A (Safety Action Plan) Grant Application -discussed earlier in the meeting • BRO Funding Rankings- over 40 applications were submitted. Ms. Williams and Mr. Prenger will be attending a meeting to rank the applications. • TAP Funding Rankings Ms. Tipton advised four applications were submitted in the CAMPO area and will be rewarded: Holts Summit-a portion of the South Summit Drive sidewalk, Jefferson City - Greenway Crosswalks at Southwest/Lafayette and Wears Creek, St. Martins-expanding 50 with Bike/Ped and ADA improvements. Ms. Tipton advised there is still approximately $450,000 left to award, and encouraged the group to submit more projects in October. Ms. Williams advised the updates to the Title 6 program are due in January and will be discussed in future meetings. • 2022 Missouri Active Transportation Summit – City of Jefferson and CAMPO are hosting August 12, 2022. D. Member Updates- MoDOT --Mr. Henderson had nothing to add. --Mr. Roeger discussed the rehabilitation of the Truman Blvd bridge/overpass next year, bids expected this fall. The southbound Hwy 63 ramp at Oilwell Rd will be closed for two weeks beginning August 15th for a bridge rehab. Mr. Roeger apologized for the short notice Minutes/Capital Area Metropolitan Planning Organization Technical Committee August 4, 2022 Page 4 on the 63-ramp closure and gave directions on how to sign up for future MoDOT press releases. --Ms. Tipton advised there were over 40 BRO applications, one was received from Cole County for a bridge on Tanner Bridge Road. Ms. Williams and Mr. Prenger will be assisting in scoring the applications. Ms. Tipton reminded the group cities can apply if they have a poor bridge in need of repairs. Cole County --Mr. Kliethermes had nothing to add. --Mr. Prenger advised the county finished their chip seal August 3rd. The county asphalt project will begin soon and the county will begin their budget process for next year soon. Jefferson City --Mr. Gates was not present. --Mr. Mehmert is working on the RFP and advised the contract with DoubleMap expires in December. Mr. Mehmert is working on updates for Title 6 and ARPA/CARES Funding. --Mr. Bange advised the Grant Street project should be completed in a couple of weeks. The Douglas/Davis stormwater project will begin soon. Capitol Ave will be closed for a few more weeks for sanitary sewer repairs. A project is currently underway in conjunction with the building of the athletic facilities by Jefferson City High School, with hopes to have stormwater repairs mostly completed before school starts. The Greenway Extension at Fairgrounds/County Park is near completion. --Mr. Smith was not present. --Mr. Barron had nothing to add. --Mr. Sanders had nothing to add. --Mr. Morasch was not present. Holt Summit --Mr. Tate was not present. Private Interest -- Mr. Scheppers had nothing to add Bike/Ped Interest --Mr. Schwarz asked for further clarification on the SS4A grant and the local match required. Heartland Port Authority --Jason Branstetter was not present. Mid-MO Regional Planning Commission -- Jennifer Bowden advised they will be moving county meetings from the fall to the spring. The Mid-MO RPC will begin updating their Coordinated Human Services Public Transportation Plan soon. 8. The amendment consists of the addition of six new projects from various jurisdictions. 1. TIP #2023-15 Jefferson City – Greenway crosswalks at Southwest Boulevard and Lafayette Street $278,429 in Programmed Funds - Transportation Alternative Program Award Project includes improvements to greenway crosswalks at Southwest Boulevard and Lafayette Street, and will occur in Program Year (PY) 2024. 2. Additionally, staff has made an administrative modification to TIP #2023-14. This project had an error in the description of the project. The project was described as trail construction along Business 50, but should have been described as a trail connection from Niekamp Park to Business 50. Staff Recommendation Staff recommends approval of this amendment. If approved by the Technical Committee, staff will initiate the following: 1. Post the amendment notice on the website; 2. Initiate a minimum seven-day public comment period; 3. Send notices to the participating jurisdictions; and 4. Place the amendment on the September 21, 2022 Board of Directors meeting agenda with a recommendation for approval. Recommended Form of Motion: Motion to open a seven-day public comment period and forward the proposed amendment to the Board of Directors for approval. This process will update and incorporate the Capital Area Pedestrian & Bicycle Plan (2016), Jefferson City’s Sidewalk Plan (2010) and Greenway Master Plan (2007), and the Holts Summit Pedestrian, Bicycle, and Transit Plan (2014). The Capital Area Active Transportation Plan covers all CAMPO communities and take place over the next 12 to 15 months. The plan will generally include the following: • comprehensive set of strategies to ensure better options for biking, walking, and transit • recommendations for prioritizing infrastructure improvements • outline recommendations for new policies, processes, and infrastructure • base recommendations on a robust public and stakeholder involvement campaign Funding for this project totals $125,000 and is provided via the CAMPO Consolidated Planning Grant ($100,000), with the required 20% match provided by JC Parks ($25,000). Public Survey A survey was started circulation on August 19th, with more than 500 responses in seven days. The survey will run through the end of September. Everyone is courage to take the survey and share it with others. The survey is available at https://www.surveymonkey.com/r/CAATPsurvey1 or share it from the CAMPO Facebook Page. While the survey is aimed at those that live or work in the CAMPO region, comments from people outside of the region can be sent to campo@jeffersoncitymo.gov. CAMPO staff and staff and volunteers from other agencies and jurisdictions will be engaging with the public at local events and festivals in the month of September. McCarty Street Staff and consultants have developed a Public Involvement Plan which outlines several steering committee/stakeholder meetings. Specific stakeholder groups will be interviewed, including the following; Public Safety, Healthcare, Education, Small Communities, Advocates/Transit Providers, and Business Owners. Agenda Item 9B CAMPO Technical Committee Staff Report Status of Current Work Tasks September 1, 2022 Summary The following list includes work tasks that are currently in progress or have been completed since the previous meeting: • 2023-2027 Transportation Improvement Program (TIP) amendment. See staff report • JEFFTRAN Transit Facility Feasibility Study. A final document has been completed and is under review by Federal Transit Administration and Jefferson City Public Works Staff. An updated presentation will be given to the Technical Committee at a future meeting. • GIS/Technical Assistance. Staff continues providing technical assistance regarding GIS data and mapping to member jurisdictions for various projects, including: o Zoning Map – Wardsville o Zoning Map – St. Martins o Zoning Map – Taos (in progress) o Zoning and Address Map – Holts Summit (in progress) o SS4A Grant Application o Active Transportation Plan data (sidewalks, trails, and other analysis layers as requested by consultants • Capital Area Active Transportation Plan. See staff report. • SS4A (Safety Action Plan) Grant Application. The CAMPO Board of Directors has postponed the SS4A application until Fall 2023. • BRO Funding Rankings. Planning partners have been asked to review and rank Central District applications. Katrina Williams (CAMPO staff) and Matt Prenger (Cole County Staff) were chosen by the Technical Committee to represent CAMPO at the August MoDOT Central District BRO meeting. • TAP Funding Rankings. All 20 TAP applications in MoDOT Central District were awarded! Four applications were submitted from the CAMPO region; Holts Summit (1), Jefferson City (2), and St. Martins (1). See TIP Amendment staff report for project details. • 2022 Missouri Active Transportation Summit. City of Jefferson and CAMPO hosted the Missouri Active Transportation Summit August 12th on the City Hall campus. More than 70 people form across the state attended the event. • CAMPO 2045 & Beyond MTP – Administrative Modifications. Edits to the Illustrative List and Performance Report will be made due to grant awards, funding changes, and pending additions by the CAMPO Board of Directors. • Title VI Program Update. Recipients of Federal Transit Administration funding are federally required to report certain general information to determine compliance with Title VI of the Civil Rights Act of 1964. As a recipient, CAMPO is required to update the Title VI Program every three years. The Title VI Program update will also include an update of the Public Participation Plan and Language Assistance Plan.
