October 24, 1970
The Council of Bal Harbour Village met Saturday, October
24, 1970, at 9:30 A.M. in the Village Hall,.
Present: Messrs. Beatty, Printup, Taplin, Villeneuve and
White.
Also present were Fred W. Maley, Village Manager; Mary T.
Wetterer, Village Clerk and Thomas H. Anderson, Village Attorney.
Mayor Beatty asked those present to stand in silent tribute
in memory of the late Harry A. Brown, former Mayor and Councilman,
who had passed away October 19, 1970.
On motion of Mr. Villeneuve, seconded by Mr. Printup, the min-
utes of the previous meeting of September 26, 1970, were approved
as submitted.
Mr. Maley advised the Council that several sites were under
consideration for the proposed merger of the Fire Departments of hal
Harbour, Bay Harbor islands and Surfside. He also stated that Dade
County does not have funds in the 1970-71 budget, but that the County
could probably absorb this cost by mid -year. It was the Council's
opinion that the Village should wait for the results of the Surf -
side straw vote before anything further is done on the matter.
Mr. Anderson told the Council that he had not made a study of
the dedication of the residential streets on the Record Plat, but
that he 'would do this and also consult with the attorney for the
Bal Harbour Club regarding their proposal to sell a portion of Bal
Bay Drive to Mr. Looby. Until he advises the Council on the street
matter he suggested that they withhold any decision on the variance
requested by Mr. Looby for the proposed building on Lot 3 Block 12A.
Mr. Maley presented to the Council applications for Taxi Per-
mits by AAA Auto Leasing, Inc., d/b/a White Cab Co., 15; Morse
Taxi and baggage Transfer, Inc., 9; North Beach Yellow Cab, 15;
and Surf Cab Company, 12. He reported that the corporation control-
ling the last three firms had applied for five more permits than
they had been granted last year. Mr. Murray Dubbin, attorney for
the corporation, told the Council that this was an error in copying
from pr.evibus applications. Chief Dupuy informed the Council that
his investigation showed that there had been a change in the manage-
ment of the Morse, Surf and Yellow Cabs, to a Mr. Mike Silow, but
that there were no problems in the operation. On motion of Mr.
Printup, seconded by Mr. Villeneuve, and unanimously voted the Coun-
cil granted 15 permits to White Cab Company, 7 to Morse, 10 to Surf
and 14 to Yellow Cab Companies.
Mr. Maley showed the members of the Council a brochure of holi-
day decorations and told them that our landscape architect had sug-
gested that 17' or 19' trees as illustrated be placed in the five
large islands on Collins Avenue at a cost of approximately j$440.00
each. It was also suggested that the trees in the parkway on

Collins could be lighted with strands of lights as an alternate
decoration. Mr. Maley said he would have some lights strung on
Collins for the Council to inspect so that the Council could
come to a decision in order to place the order in time for deli-
very for this Christmas season.
Mr. Beatty called the Council's attention to the Florida
League of Municipalities meeting starting this Sunday if any of
them wished to attend.
It was agreed by the Council that the November meeting would
be held on November 14th.
There being no further business, on motion of Mr. Printup,
seconded by Mr. Villeneuve, and unanimously voted the meeting
was adjourned at 10:20 A.M.

The Council of Bal Barbour Village met Saturday, November
14, 1970, at 9:30 A.M. in the Village hall.

Wetterer, Village Clerk and Thomas 11. Anderson, Village Attorney.
On motion of Mr. Villeneuve, seconded by Mr. Printup, the
minutes of the previous meeting of October 24, 1970, were approved
as submitted.
Mr. John Looby appeared before the Council requesting a
nineteen foot eight inch variance to extend an apartment building,
including the balconies, south of the set back line on Lot 3
Block 12A. Mr. Looby has contracted with the Club to purchase
Lot 1 Block 8A and the Bal "arbour Club has agreed to deed to Mr.
Looby that portion of Bal Bay Drive abutting both the above pro-
perties. Mr. Anderson read to the Council his opinion regarding
the rights of the Council in this matter. Mr. Looby stated to the
Council that he intended to use the roadway for a driveway and
parking purposes and agreed he would landscape in front of the
