CALL TO ORDER AND ROLL CALL: Mayor Smith called the meeting to order at 7:00 p.m. Councilmen VanKomen, Larson, and Wallace answered the roll call. The Mayor declared a quorum present and announced the purpose of the meeting which was to meet with snowmobile interests jointly with the Valley County Commission. Commissioner Olson chaired the meeting at the Golf Course Clubhouse. II. SNOWMOBILE ISSUES; Gordon Titus outlined the route which the city had previously provided through Pine Terrace and Valley View Subdivisions. Jim Hardy, Chairman of the Snowmobile Advisory Committee, alleged that local governments were unresponsive to the needs of the snowmobile industry which is a multimillion dollar business in the county. Dee Clay, Valley View opposed reopening the prior route. Glen Jamelli also of Valley View read a letter from Wayne Harris, also of Valley View and both opposed reopening the prior route. Bill Erleback opposed routing snowmobiles through Valley View. He read a letter from Lynn McDonald who also opposed the route. Rod Neilson, 1046 Valley Rim Dr., alleged the Valley View route was inappropriate and opposed it. Karen Morrow, 796 Chad Loop, opposed the route, stating that she has bought her property with the understanding that Chad would not be used for snowmobiles and proposed prohibiting snowmobiles on all city streets. Ernest Woods, 402 3rd St, recommended that the city reinstall the temporary bridge. This route allows people to ride from their residences to trails and keeps those vehicles off of the State Highway. DeDe Ashley, Idaho State Snowmobile Association, Boise, reported on the programs code of ethics, safety program, and noted that through user fees, the user pays for signage, grooming and other amenities. Brenda Thornton spoke to the needs for a bridge, parking area, proper signage and well groomed trails. Lloyd Duncan, Valley Rim Dr., supported the reinstallation of the bridge. Lou Munson, Idaho Department of Parks and Recreation, ORV program, noted that as of June 1993, there were 2053 registered snowmobiles in Valley Co., which generated $26,000 to the ORV account. He noted the need for a supportive governmental environment, access for snowmobilers to motels and restaurants. Mr. and Mrs. Bauman stated their opposition to the Valley View route which passes adjacent to their home. The Council asked about the status of the permit for the bridge. Staff noted that the permit would expire in December 1993 and would secure a letter from Idaho Department of Water Resources confirming that status. The Council then invited rebuttal of prior comments, after no one wished to offer additional testimony. The following persons comment in rebuttal: Sherie Thurston, Gordon Titus, Harry Stathis. After discussion by the Council of the McGinnis route, and review of the prior actions, the Commission noted that they would not provide a staging area for the 93-94 season, and that Attorney Shoenhut would have a conflict of interest dealing with the McGinnis property. The meeting adjourned without further action. Clerk Minutes of this meeting were also kept by the Valley County Commission.
