MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF NOVEMBER 16, 2004Afga

The City Council of Medina, Minnesota met in special session on November 16, 2004 at 6:08
p.m. at Medina City Hall. Mayor Phil Zietlow presided.
Members present: Zietlow, Smith, Brinkman
Members absent: Workman
Also present: City Administrator Chad Adams, Public Works Director Jim Dillman, City
Planner Rose Lorsung, and Police Chief Ed Belland
2005 Budget Work Session
Adams provided an overview of work session discussions to date and provided a visual
presentation for discussion.
Discussion was held on the purchase of a backhoe for the Public Works Department in
relationship to cash payment versus financing. Smith moved, Brinkman seconded to approved
the acquisition of the backhoe upon further City Administrator review. Staff will look into the
financing of the equipment, but will place the order by the end of November quote deadline.
Discussion was held on the capital purchase of an administrative vehicle in 2005. Discussion
that the vehicle should be reliable, low -mileage, and under $10,000. More information was
requested on the vehicle before Council would make a decision.
Discussion of the 2005 proposed levy and budget. Zietlow recommended that the levy increase
be reduced from 13.1 % to 10%. Discussion of the following changes could result in the reduced
levy: temporary help reduction, increase revenue for part-time police (to supplement Drug Task
Force Officer), $8000 for Police Department Tasers could be funded through Drug Task Force
not general fund, reduction of fire budget, and reduction of road increase.
Adams stated that more focus should be placed on desired level of services from the Council and
community. Adams stated that current resources and budget are not currently able to meet
desired levels of service.
The work session discussion and changes to the budget were tabled to the Truth In Taxation
hearing on Monday, December 6, 2004.
Adjournment
Smith moved, Brinkman seconded to adjourn. Unanimous approval. The Special Council
meeting was adjourned at 7:17 p.m.(--"N.
