MINUTES, SPECIAL MEETING
JANUARY 24, 1994
I. CALL TO ORDER AND ROLL CALL:
Mayor Martens called the meeting to order at 4 p.m. and
Councilmen Martens, Colton, and Eckhardt answered the roll call.
M . K~llen arrived at 4:02 p.m. The Mayor declared a quorum
~esent and announced the purpose of the meeting to be to discuss
~th its engineer's the status of the Waste water Facility Plan.
II~ WASTEWATER PLAN STATUS REPORT:
Kirby Vickers and George Wagner of JUB Engineering discussed
the technical characteristics of the effluent, the performance of
the existing plant, and the status of the Facility Plan Update.
After considerable discussion, a strategy for amending the
plan to recommend the low rate land application as the preferred
alternate if funding for or land donations to offset the cost of
this alternative were provided, to direct staff and the engineers
to meet with DEQ and prepare an immediate request for assistance
to the Idaho State Legislature was outlined. Killen moved to
direct the staff and engineers to implement this policy
direction. Eckhardt seconded and the motion carried unanimously.

AT 6:20 p.m. Martens moved to adjourn. Colton seconded and the
