MINUTES
MARCH 3, 1994, SPECIAL MEETING
I. CALL TO ORDER AND ROLL CALL:
Mayor Martens called the meeting to order at 7:30 p.m.
Council persons Martens, Arp, Colton, Killen and Eckhardt
answered the roll call. The Mayor declared a quorum present.
The Mayor deferred to Tom Olson, Chairman of the Valley
County Board of Commissioners who called the meeting of the
Board to order. Commissioners Olson, Wallace and Allen attended.
II. CONTINUATION OF PUBLIC HEARING ON ORDINANCE 615, THE AMENDED
ZONING ORDINANCE:
The Mayor opened the hearing on the matter. He asked for a
staff report. The Interim City Manager reported that, as
requested, the comments from the February session had been
compiled into a list with notes and had been reviewed with the
Idaho Department of Lands and the Valley County Engineer.
The Mayor then opened the floor to public comment. The
following persons appeared and were heard:
George Klind who asked that a parcel adjacent to Mile High
Subdivision be changed from R-10 to R-1.
Sheldon Kiefer of the Idaho Department of Lands who asked
that "direct timber sales" be either excluded from the
provisions of the ordinance or that only notice of such
sales would be provided.
No one else appeared to be heard and the Mayor closed the hearing
at 7:53 p.m. and returned the issue to the Council table.
The Council reviewed various issues on the summary sheet and
additional items. The Council determined to adopt all of the
Planning and Zoning Commission's recommendations as presented and
instructed the City Attorney on additional changes to the
certification of the need for paving by the Comprehensive Plan
rather than the discretion of the Administrator, the appeal
procedure, the Kiefer recommendation above, denying the Klind
request for a zoning change, and directed staff to prepare a
Resolution and schedule of fees. Killen then moved to read
Ordinance 615 for its first reading with the amendments
discussed. Arp seconded and the motion carried. The City
Attorney read the Ordinance by title. The Mayor directed the
Manager to schedule the Ordinance for its second reading on the
March 10 regular meeting agenda.
III. ADJOURNMENT;
Without further business, Martens moved to adjourn. Killen
seconded and the motion carried.,
