HomeMy Public PortalAboutCouncil Minutes 1994 03/07MINUTES MCCALL CITY COUNCIL SPECIAL CALL MEETING March 7, 19941- I. CALL TO ORDER AND ROLL CALL. The meeting was called to order by Mayor Martens at 4:00 PM March 7, 1993. Colton, Arp, Killen and Eckhardt answered the roll. The chair declared that a quorum was present. II. The Mayor stated that the purpose of the Special Meeting was to consider applicants for City Manager. Mr. Martens then moved to assemble as a Committee of the Whole Council. Killen seconded and the motion carried. COMMITTEE OF THE WHOLE COUNCIL The committee discussed setting critical qualification of the City Manager and then heard a report from City Treasurer Henderson who had received and categorized the applications. Category One - Applicants with an MPA and experience as City Manager, City Administrator or Assistant. (18 Candidates) Category Two - Applicants with an MPA and public management experience other than as City Manager, City Administrator or Assistant (13 Candidates) Category Three -Applicants without an MPA but significant public management experience. (16 Candidates) Category Four - Applicants without an MPA and with no significant public management experience. (81 Candidates) Category Five - Applicants from the original announcement who have either declined further consideration or did not respond to the revised criteria. (Approximately 95 Candidates) The committee then discussed the time frame for further deliberations on City Manager selection and agreed to meet at 4:00 p.m. March 21, 1994 and to tentatively schedule interviews the week of April 4, 1994 and make a selection by April 15th. REGULAR SESSION Martens moved to adopt the following as critical criteria for the City Manager: 1-Interpersonal and Public Relations Skills 2-A generalist perspective. 3-Department Management Skills 4-Experience with Growth and Comprehensive Plan development. 5-Intergovernmental Relations Skills Killen seconded and the motion carried. Martens moved to direct staff to respond to the 81 Category Four candidates as well as any Category Three candidates that were not selected for further consideration, thanking them for their interest and informing them that they were not among the finalists as well as to notify the remaining candidates of the status of their application and the time frame adopted. Arp seconded and the motion carried. Colton moved to instruct staff to copy the remaining applications for the March 10, 1994 regular meeting and that each Council Member review and compile a "top ten" list for the March 21st Meeting. Killen seconded and the motion carried. The Council then reviewed the 16 Category Three candidates and selected five for further consideration. The Council discussed confidentiality of the candidates and the need to keep the process open. It was the consensus of the Council to keep the process as open as possible but to respect any applicants request for confidentiality. At 6:15 P.M. Eckhardt moved to adjourn.
