Staff is seeking approval by the Board of Directors. More detail is provided in the staff report. B. Illustrative List Priorities Action Requested: Review, discussion, and approval. Staff Report: The Technical Committee has reviewed and recommended changes to the Illustrative list and CAMPO area transportation priorities in anticipation of upcoming MoDOT unfunded needs discussions. Staff Report: The Technical Committee has reviewed and recommended a ranked list of priority projects to be submitted to MoDOT in the upcoming Unfunded Needs planning process. D. Call to order, roll call, and determination of a quorum. Chairman Fitzwater called the meeting to order at 12:04 p.m. Ms. Stratman took roll call. A quorum was present with 12 of 13 members present. 2. Adoption of the agenda as printed or amended Mr. Landwehr moved and Mr. Morasch seconded to adopt the amended agenda. The motion passed unanimously. 3. Approval of the minutes from the meeting of April 20, 2022 Mr. Lester moved and Mr. Landwehr seconded to approve the minutes from the Regular Meeting of April 20, 2022 as printed. The motion passed unanimously. 4. Public Comment Minutes/Capital Area Metropolitan Planning Organization Board of Directors April 20, 2022 2 No public comment. 5. Communications Received Mr. Barron presented correspondence received from a representative of the Pew Charitable Trusts in Missouri requesting CAMPO to participate in a “Sign-On Letter for National Climate Adaptation and Resilience Strategy Act”. No comments were given nor actions taken by the Board. 6. Old Business A. 2023-2027 Transportation Improvement Program (TIP) Mr. Bowden gave a presentation on the TIP, reviewing the financial information and new projects. Mr. Bowden also provided an overview of new calculations used to create operations and maintenance costs for each jurisdiction. He explained a 25-day public comment period was opened on April 20th and no comments have been received. Mr. Bowden stated that the draft MoDOT State Transportation Improvement Program (STIP) is also out and available for comment. Mr. Sanders stated that this TIP is the largest in CAMPO history, due to an influx in federal funds. Mr. Landwehr asked about the CART funds totals and Mr. Henderson stated that the final amounts will be released in July. Mr. Morasch moved and Mr. Reece seconded to adopt the amended agenda. A roll-call vote was conducted. The motion passed unanimously. B. FY 2023 Unified Planning Work Program (UPWP) Ms. Williams gave a presentation on the UPWP. She went over the draft that as provided in the packet. She stated the estimated draft budget for FY2023 is approximately $293,439 with $233,951 (80%) funded through the Consolidated Planning Grant (CPG) and $58,488 (20%) funded through local match. The 20% local match is provided by Jefferson City (75%) and Cole County (25%). Based on the anticipated FY2022 expenditure and estimated FY2023 draft budget, it is projected that CAMPO will have a balance of approximately $410,749 in unprogrammed CPG funds at the end of FY2023. Ms. Williams provided an overview of the work elements that are listed in the UPWP and what types of activities fall under each element. She provided and an overview of the major tasks that staff will be working on in 2023, including: • Pedestrian & Bicycle Plan Update / Active Transportation Plan • Title VI Program, including Public Participation Plan and Language Assistance Plan • Metropolitan Transportation Plan Update • Urbanized Area/Planning Area review • Functional Classification review • Development of the UPWP and TIP • Technical assistance Ms. Williams stated that federal regulation changes from the Bipartisan Infrastructure Law ( BIL) include an increase in the 2023 consolidate planning grant allocation by 13.5% and that a small percentage of MPO staff time is now required to be spent on “specified planning activities to increase safe and accessible options for multiple travel modes for people of all ages and abilities.” Ms. Williams stated the Active Transportation Plan (formerly the pedestrian/bike plan) was programmed for update in FY 2022 at a cost of approximately $125,000. It is estimated that approximately 50% of the consultant activities, as illustrated in Appendix A of the draft UPWP, Minutes/Capital Area Metropolitan Planning Organization Board of Directors April 20, 2022 3 will be rolled over into FY 2023 due to project start delays. Ms. Williams reminded the Board members that CPG funds are only used for planning and cannot be used for construction. Ms. Williams stated that a 25-day public comment period was opened April 20th no comments were received. Mr. Reece moved and Mr. Landwehr seconded to adopt the amended agenda. Status of Current Work Tasks Ms. Williams reported on the following items: • JEFFTRAN Transit Facility Feasibility Study • GIS Assistance • Capital Area Active Transportation Plan (formerly to Capital Area Pedestrian & Bicycle Plan) Mr. Morasch stated that the JEFFTRAN Transit Feasibility Study will be presented again to the Technical Committee due to a few final changes to the final document. Then the document will move through several City of Jefferson committees before approval by the City Council. Ms. Williams stated that a consultant contract for the Active Transportation Plan was approved by the Jefferson City City Council May 16th. Ms. Williams provided an overview of the general timeline and milestones for 15-month planning process. B. Announcements Mr. Barron announced that MPOs and RPCs around the state will start the process of reviewing project priorities and unfunded needs. Staff will bring this topic to the next Technical Committee meeting. Ms. Williams stated that an email was sent out about TAP guidelines. The Transportation Alternatives Program (TAP) provides funding assistance for various infrastructure improvements, programs, and initiatives that address walking, biking, and ADA compliance. The applications are due July 15th. More information was provided to the CAMPO membership via email and a handout. Ms. Williams stated that a new grant program is available, Safe Streets and Roads for All (SS4A). This grant program provides funds for comprehensive safety action plans and conducting activities stemming from an existing plan. Mr. Morasch and Mr. Sanders agreed that this grant would be something worth pursuing for the CAMPO region. Mr. Barron stated that Mr. Bowden is leaving CAMPO staff for a new job. 8. Box 270 Jefferson City, Missouri 65102 RE: FHWA/FTA Approval of Amendment to the Missouri FY 2022-2026 STIP Amendment to incorporate the Capital Area Metropolitan Planning Organization (CAMPO) FY 2023-2027 Transportation Improvement Program (TIP) and the CAMPO and MoDOT’s Annual Self Certification Dear Mr. McKenna: The Federal Highway Administration (FHWA) has reviewed the Missouri Department of Transportation’s (MoDOT) request to incorporate the Capital Area Metropolitan Planning Organization (CAMPO) FY 2023-2027 Transportation Improvement Program (TIP), as further described in your letter of May 23, 2022, as an amendment to the FY 2022-2026 Missouri Statewide Transportation Improvement Program (STIP). This TIP includes transit, street, highway, and enhancement projects that are compatible with the metropolitan area’s long-range transportation plan. The CAMPO Board of Directors approved the FY 2023-2027 TIP on May 18, 2022. The Missouri Governor approved the CAMPO TIP on May 20, 2022. In accordance with 23 CFR 450.218(b), we have determined that this STIP amendment is based on a transportation planning process that substantially meets the requirements of 23 U.S.C 134 and 135, 49 U.S.C. 5303 and 5304 and 23 CFR 450 Subparts A, B, and C. Based on our review, this STIP amendment request is approved. The CAMPO’s FY 2023-2027 TIP includes the CAMPO and the MoDOT’s Annual Self-Certification of the Jefferson City metropolitan planning area transportation planning process as required under 23 CFR 450.334. The CAMPO Board of Director’s approved the Annual Self-Certification on May 18,2022. Based on our 2018 ONE DOT Listening Session, the 2015 ONE DOT Planning Process Review and our planning work product reviews and monitoring activities throughout the year, we concur that the CAMPO’s planning process meets all applicable Federal requirements outlined in the executed annual self-certification statement. The amendment consists of changes to tables and language associated with the following two projects: 1. TIP #2020-16 (MoDOT #CD0126, formerly #5S3369) Updating Pedestrian Facilities The original district-wide project has been broken into smaller projects. The amendment includes changes to the project scope, program years, and programmed funding. The project includes repairs and improvements to existing infrastructure to meet ADA compliance at various locations, including; sidewalks, crossings, ramps, and other infrastructure. The project totals $1,584,000 and is funded at 80% through the FHWA STBG funds and 20% through MoDOT TCOS funds. The project will be completed in program years 2023 through 2025. Figures 1 – 4 include maps of the general areas where the projects will occur. Figures 5 and 7 depict the updated tables from the 2023-2027 TIP. 2. TIP #2011-04 JEFFTRAN Operating Assistance The project totals $17,604,521 and is funded in Programmed Funds The amendment includes a change in federal and state funding allocations for operating assistance. Figures 6 and 7 depict the updated tables from the 2023-2027 TIP. The 2023-2027 TIP Financial Plan section has been amended to accommodate all changes listed above. Public Comment A seven-day public comment period was opened on August 8th . A public notice with a link to the draft amended document was posted and sent to all CAMPO members and participating jurisdictions. No comments were received. Staff Recommendation Staff recommends approval of this amendment. Technical Committee Recommendation The Technical Committee recommended approval of this amendment at their August 4th meeting. Recommended Form of Motion: Motion to close the public comment period and approve the Amendment. Staff try to bring the list up for review on a regular basis (preferably annually). The Illustrative List of Road and Bridge Projects was last reviewed by the Board of Directors at their January 20, 2021, meeting after review and recommendation by the Technical Committee. The Multimodal list of projects was last reviewed by the Board of Directors at their July 21, 2021, meeting after review and recommendation by the Technical Committee. Site Specific Projects are also classified by type as follows: System Performance – Typically vehicle oriented Highway/Roadway and intersection projects. CAMPO 2045 & BEYOND METROPOLITAN TRANSPORTATION PLAN 100 ILLUSTRATIVE PROJECTS For illustrative purposes, the financial plan includes additional projects that could be completed if additional resources beyond those identified in the financial plan were to become available. Some items on these lists have cost estimates or cost ranges associated with them. This section of the MTP includes: 1. CAMPO Staff are requesting a review of the 2021 submittals for unfunded needs and guidance from the Technical Committee and Board of Directors on the 2022 process. MoDOT High Priority Unfunded Needs Purpose The purpose of the unfunded needs exercise is to identify and prioritize known transportation needs as a preliminary part of a larger process of “scoping” projects and incorporating them into the Statewide Transportation Improvement Program (STIP). Submittal Deadline MoDOT Central District has asked their planning partners (RPC’s and MPO’s) to submit their top 5 road and bridge projects and top 10 multimodal projects by September 2. Central District staff would then work through the months of September and October, with MPO and RPC staff, to refine the Central District list and meet their submittal deadline to MoDOT Central Office Planning of October 31. Proposed Unfunded Needs Submittal to MoDOT At the August 4 Technical Committee Meeting, staff and committee members discussed all road and bridge illustrative priority projects located on State right-of-way and established a ranked priority list for consideration by the Board of Directors. No guidance on statewide financial targets within the unfunded needs exercise has been issued this year yet but CAMPO staff expect it will be similar to last years guidelines. See attached Attachment A - 2021 Unfunded Needs Project Prioritization Guidelines. Funding Targets In 2021, MoDOT districts were given maximum dollar amounts for project lists within each Tier. Central District had 2021 financial targets of: Tier 1 – $56 Million Tier 2 – $225 Million Tier 3 – $225 Million Multimodal – $112 Million Tiers The unfunded needs are divided into “tiers” based on a combination of priority and ability to deliver the project within a general timeframe. Tier 1 – Urgent Needs, projects must be deliverable within the timeline of the current STIP Tier 2 – Remaining needs, projects should be deliverable within 10 years. Tier 3 – Remaining needs, deliverable in future years. Placement of projects within the tiered list is ultimately a function of MoDOT, with recommendations from the MoDOT districts being sent to MoDOT Central Office, where the list is finalized, and ultimately presented to and adopted by the Missouri Highway and Transportation Commission. Existing (Jan 2022) Unfunded Needs List An unfunded needs list was initially published in Fall of 2021. This list only included Tier 1 and Tier 2 Road and Bridge Projects. Tier 3 and Multimodal projects were added to the document, via a second round of unfunded needs discussions, and published in January of 2022. In fiscal year 2022 (FY22), up to $1 billion is available. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. The SS4A program supports the National Roadway Safety Strategy and the USDOT’s goal of zero deaths and serious injuries on our nation’s roadways. At the May 18 Board of Directors meeting staff was asked to look into this grant program and provide more information to the Technical Committee and Board of Directors on CAMPO’s eligibility to apply. SS4A provides funding for either creation of a Safety Action Plan or implementation of an existing plan. CAMPO does not have an existing plan and would only be eligible for the development of a plan. A Safety Action Plan would consist of the following components: • Leadership commitment and goal setting that includes a goal timeline for eliminating roadway fatalities and serious injuries. • Planning structure through a committee, task force, implementation group, or similar body charged with oversight of the Action Plan development, implementation, and monitoring. • Safety analysis of the existing conditions and historical trends that provides a baseline level of crashes involving fatalities and serious injuries across a jurisdiction, locality, Tribe, or region. • Engagement and collaboration with the public and relevant stakeholders, including the private sector and community groups, that allows for both community representation and feedback. • Equity considerations developed through a plan using inclusive and representative processes. • Policy and process changes that assess the current policies, plans, guidelines, and/or standards to identify opportunities to improve how processes prioritize transportation safety. • Strategy and project selections that identify a comprehensive set of projects and strategies, shaped by data, the best available evidence and noteworthy practices, as well as stakeholder input and equity considerations, that will address the safety problems described in the Action Plan. • Progress and transparency methods that measure progress over time after an Action Plan is developed or updated, including outcome data. Once a plan is in place a jurisdiction is eligible to apply for implementation funds to achieve the following: • Additional analysis • Expanded data collection and evaluation using integrated data • Testing Action Plan concepts before project and strategy implementation • Feasibility studies using quick-build strategies that inform permanent projects in the future (e.g., paint, plastic bollards) • Follow-up stakeholder engagement and collaboration • Targeted equity assessments • Progress report development • Complementary planning efforts such as speed management plans, accessibility and transition plans, racial and health equity plans, and lighting management plans Applications are due September 15th and require a 20% local match. For Action Plan Grants, award amounts are based on estimated costs, with an expected minimum of $200,000 for all applicants. Staff has consulted with other MPOs and the Association of MPOs (AMPO) in regard to cost. Staff anticipates a cost at or near $200,000. A match amount of approximately $40,000 (20%) would need to be identified by September 1st to complete the application. No match has been identified so far. If the SS4A funds were awarded, staff anticipates starting the project on or after November 1, 2023. It is unknown when awards will be announced, but it is stated that awards will be obligated within 12 months of the award Agenda Item 7D Page 2 of 2 announcement. The “expected period of performance” is between 12 and 24 months. Agenda Item 8A Page 1 of 1 CAMPO Board of Directors Staff Report Capital Area Active Transportation Plan August 17, 2022 Summary Staff, along with consultants Crafton Tull and LaneShift, have kicked-off the planning process for the Capital Area Active Transportation Plan. This process will update and incorporate the Capital Area Pedestrian & Bicycle Plan (2016), Jefferson City’s Sidewalk Plan (2010) and Greenway Master Plan (2007), and the Holts Summit Pedestrian, Bicycle, and Transit Plan (2014). The Capital Area Active Transportation Plan covers all CAMPO communities and is expected to be completed by September 2023. The plan will generally include the following: •comprehensive set of strategies to ensure better options for biking, walking, and transit •recommendations for prioritizing infrastructure improvements •outline recommendations for new policies, processes, and infrastructure •base recommendations on a robust public and stakeholder involvement campaign More information about the project is available on the CAMPO Active Transportation webpage at: https://www.jeffersoncitymo.gov/government/long_range_transportation_plan/active_transportation.php This webpage will be updated regularly. Agenda Item 8B Page 1 of 1 CAMPO Board of Directors Staff Report 2022 Transportation Alternative Program (TAP) Grant Awards August 17, 2022 Summary The Transportation Alternatives Set-Aside was reauthorized under the Bipartisan Infrastructure Law (BIL). Each state develops rules to administer their program according its priorities. The federally funded Transportation Alternatives Program (TAP) provides opportunities to expand transportation choices and enhance the transportation experience through categories of activities related to the surface transportation system. The TAP focuses on non-traditional transportation projects. Due to a large increase in TAP funding, all 20 applications received in MoDOT’s Central District were awarded. Usually, transportation planning partners are asked by MoDOT to rank the applications, but this mechanism was not used in this round of funding. Future funding may include this process. The four awarded projects within the CAMPO region are: •City of Jefferson – MO 179 Bypass Trail – Construction of a greenway connection along Tree Valley Lane along Wears Creek between Cavalier Drive and W.
