HomeMy Public PortalAboutCouncil Minutes 1994 05/02McCall City Council Special Call Meeting May 2, 1994 I. Call to Order and Roll Call. Mayor Martens called the meeting to order at 4:00 PM. Martens, Colton, Atp, Killen and Eckhardt answered the roll call. The Mayor declared that a quorum was present and the purpose of the meeting was to consider candidates for City Manager. II. Revised Development Agreement--McCall Market Place. Attorney Burton asked to report on the revised development agreement discussed at the Council's April 28th meeting. The matter was placed on the agenda. Attorney Burton reported that the developer had agreed to revise the bikepath from 6 feet to 10 feet wide but had requested that the lease agreement be limited to two years. After discussion, Killen moved to approve the amended agreement. Colton seconded and the motion carried. III. Consideration of City Manger Candidates. A. Committee of the Whole Council. Eckhardt moved to convene as a Committee of the Whole Council. Killen seconded and the motion carried. B. Executive Session. After discussion, Atp moved to go into executive session under Section 67-2345a, Idaho Code for the purpose of hiring a City Officer. Eckhardt seconded. Tome Grote, editor of the Star News asked to go on record as protesting an executive session as the matter should properly be conducted in open session. After further discussion a roll call vote was conducted. Pap, Eckhardt, and Martens voted "aye" and Killen and Colton voted "nay." The motion failed due to the lack of a two thirds majority. The discussion continued in open session. C. Consideration of Candidates. After discussion, the committee reached a consensus that Frederick Bernhardt was the fourth choice. After further discussion, the committee arrived at a consensus that the top two candidates were Harold Schilling and Gary Shimun and that Arthur schmidt was the third choice. After additional discussion, Colton moved to offer the position first to Gary Shimun and if he was not available or ff agreement on acceptable terms and conditions could not be reached, to offer the position to Harold Schilling. Eckhardt seconded. At a voice vote, Colton and Eckhardt voted "aye" and Arp, Killen and Martens voted "nay." The motion failext Arp then moved to offer the position first to Harold Schilling and if he was not available or if agreement on acceptable terms and conditions could not be reached, to offer the position to Gary Shimun. Martens seconded. At a voice vote, Arp, Martens and Killen voted "aye" and Colton and Eckhardt voted "nay." The motion carried. D. Terms of Offer. The committee then discussed the terms of the initial offer. The committee reached a consensus that the offer should included the same $42,500 first year salary in the employment announcement and the same benefits package as are provided to all other eligible employees. III. Adjournment. Without further business, Martens moved to adjourn. Colton seconded and the motion carried. The meeting adjourned at 6:00 PM. Mayor City Clerk
