HomeMy Public PortalAboutCouncil Minutes 1994 11/03MINUTES McCall City Council Special Meeting Thursday, November 3, 1994 I. Call to Order. The meeting was called to order by Council President Killen. Council members present were Mrs. Arp and Messrs. Killen, Colton and Eckhardt. Staff members in attendance were City Manager Shimun, City Attorney Burton and City Clerk/Treasurer Henderson. II. Local Option Tax Discussion. Mr. Killen outlined that the purpose of the meeting was to hear comments and recommendations from the public as to whether or not a local option tax should be put on the ballot, what form such a tax might take, and to what use the proceeds of such a tax might be put. The following were heard: Hal Sager who opposed a "bed and booze" Tax Ernie Woods who opposed a "bed and booze" Tax Roy Crawford who opposed a "bed and booze" Tax Judy Barkley who supported a general sales tax possibly exempting food with some form of financial aid to the Chamber of Commerce to promote the city. Jane Sager who supported a general sales tax with a prioritized list of projects that could be funded with the proceeds of such at tax. Steve Milleman who opposed a "bed and booze" Tax but supported a general sales tax and that the council should take a lead in lobbying for a county -wide general sales tax. He further suggested that the tax proceeds be applied to property tax relief. John Borkowski who related negative experiences with a restaurant tax in Park City, UT. Rick Fereday who support any form of local option taxes. Scott Findlay who supported local option taxes and supported a county wide sales tax. Tim Garber who supported a general sales tax but not a "bed and booze" tax. Jeff Goodman who supported a general sales tax but not a "bed and booze" tax. Mike Eckhart who suggested that the council consider annexation of additional areas around the lake. David Simmonds who suggested the council to seek impact fee authority. After discussion the council, by consensus, directed that the matter be placed on the agenda for the council's November 10, 1994 meeting and directed that the City Manger contact the State Tax Commission to determine the feasibility of the commission collecting a general sales tax for the city. Mr. Martens arrived at 9:00 PM. III. Parks and Recreation Advisory Committee Minutes of October 24, 1994. Winter Recreation Task Force. After discussion, Mr. Killen moved to approve the committee's recommendation of the committee for the membership of the task force. Mrs. Arp seconded and the motion carried. IV. Ordinance 676, Amending Title I of the McCall City Code to Permit the Council to Waive the Requirement that the City Manager Reside within the City Limits. After discussion, Mr. Eckhardt moved to suspend the rules requiring that the ordinance be read at three meetings and requiring that the ordinance be read in full. At a roll call vote, Mrs. Arp and Messrs. Eckhardt, Killen, Colton and Martens voted "aye." Attorney Burton read the ordinance by title. Mr. Eckhardt then moved to adopt Ordinance 676. Mr. Killen seconded. At a roll call vote Messrs. Eckhardt, Killen, Martens and Colton and Mrs. Arp voted "aye." V. Adjournment. Without further business, Mr. Martens moved to adjourn. Mr. Killen seconded and the motion carried. ATTEST: Mayor
