No #06-56 Date of AdoplionFpnrtlary 2~ 2006 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ARCHITECTURAL SERVICES WITH POTTER ARCHITECTS- RENOV A nONS TO THE HISTORIC SOCIETY BUILDING \VHEREAS, the Borough of Carteret is in need of specialized architectural services in connection with renovations to the Historic Society Building; and \VHEREAS, Potter Architects, 410 Colonial Avenue, Union, New Jersey 07083, possesses the requisite experience and expertise to provide said services; and WHEREAS, Potter Architects has submitted a proposal to provide said services at a total cost not to exceed $7,500.00; and \VHEREAS, the Mayor and Council have reviewed said proposal; and \VHEREAS, the Chief Financial Of1icer certifies that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: II I 1. The scope of architectural services we will provide is divided into various phases. Please refer to the enclosed "Estimated Fee Schedule" to obtain a breakdown of these services and their associated fees. The firm shall be ~ compensated for architectural services being rendered at monthly intervals. Services and fees listed in the Estimated Fee Schedule have been incorporated into this agreement, two copies of which are enclosed for your review. SCOPE OF WORK AND BUDGET: It is our understanding that the Borough wishes for our firm to create construction documents for the renovation of the old library into the Proposed Historical Society and Cultural Building for the Borough of Carteret. The general concept of this work includes the following work: · Create an Old-Fashioned feel for the building exterior, giving it a Historic look. · Renovate first floor only; basement and second floor will be undeveloped. · New Unisex ADA toilet. · New ADA ramped entrance. · New Window replacements. · New Siding. · New Roofing. _ "' Refinish the hardwood floors. · New lighting scheme. · Remove small Pershing Avenue addition. · H ,,14c. Estimated Budget for this work will not exceed $75,000. The Borough intends to award this work utilizing purchase orders. The project will not go out for public bid. Construction Administration is not part of the services of this contract. The Borough of Carteret will provide an approved Project Program, indicating square footage requirements and department/space allocations. The contact for this project will be Mr. John DuPont, P .E., Borough Engineer. II. FEES: The flat fee forth is project, including architectural and structural requirements, is $7,500. Estimated Professional Services Total 100.00% $7,500.00 The compensation schedule establishes a maximum ftxed fee for each phase of the project. Compensation for services shall not exceed the stipulated sum unless agreed upon in advance by both parties (see schedule for breakdown). DESCRIPTION OF BASIC SERVICES (SEE ESTIMATED FEE SCHEDULE) 1. Predesign Services Phase: This phase includes documentation of existing building plans and elevations; coordination of Owner supplied data and confirmation! development of project and building program. The Architect or one of his representatives will conduct the initial meeting at the location of the proposed construction with the Owner, and will then perform a follow-up visit to measure and photograph for preparation of "as-built" drawings (pre-construction). 2. Preliminary Design Phase: This phase includes preliminary drawings which will include proposed floor plan and exterior elevations. The Owner shall provide the Architect with an accurate up to date survey of his property. Site design, such as grading, parking, site drainage, retaining walls, subsoil conditions, wetlands, etc., will require site engineering, which will be handled under a separate proposal and will require the services of a licensed Civil Engineer. Please contact the Architect's office to discuss site design! engineering if you require these services. The Architect will provide the Owner with two (2) sets of preliminary drawings for approval. Any other printing requests will be billed out at $4.00 per sheet. 3. Construction Documents Phase: This phase includes the following drawings: Proposed: Exterior Elevation Views Foundation Plan (not including special soil conditions) Floor Plans/Interior Floor Layout Design including Accessible toilet rooms and Entrances Schematic Architectural Plot Plan General Building Specifications Exterior Building Signage! Lighting (Sign shop drawings supplied by owner). New Accessible Entry Design Structural Plan for interior alterations as required Building Sections and Details as required for pennits and construction Interior Lighting, Switching and Electric Oullet Layout Interior! Exterior Exit and Emergency Lighting Layout Reflected Ceiling Plan New ADA Lavatory Requirements Plumbing Fixture and Hardware Schedule Room Finish Schedule Hardware Schedule Door & Window Schedule Barrier Free Accessibility Requirements This phase includes ten (10) complete sets of working drawings. Additional plans for construction of building, revisions, Planning Board, Board of Adjustment etc. will be billed at $4.00 per sheet. Attachment Page A 1 All items as noted above will be shown on Architectural Plans as required for permits and construction. Changes required by the local construction department for the purpose of issuing construction permits will be the Architect's responsibility. B. ADDITIONAL SERVICES THE FOLLOWING SERVICES ARE NOT BEING PROVIDED IN THIS AGREEMENT and shall be considered Additional Services and compensated for as provided in applicable subparagraphs of this contract agreement: Interior Design - Detailed finishes & materials for walls, ceilings, floors, trim, fixtures, furniture, etc. Model or professional rendering of proposed project design. Detailed construction cost estimate of proposed project design. Site/Civil engineering and/or landscape design/consultations. Soil/ Hydrogeological engineering, tests, reports, etc. Mechanical engineering and/or consultations (plumbing, HVAC, electrical and Fire Protection Design & Engineering) Changes to design that are requested by the Owner after completion of Preliminary Design Phase. On-site representation during construction. Shop Drawing Review. Printing beyond allowances noted. Travel expense beyond allowance of (90) miles. Postage/delivery expenses beyond allowance of ($100) Schematic designs beyond basic services allowance of two (2) schemes. Construction Contract Administration: observation of construction, payment requisitions, change orders, etc. Testing services. Legal review of bid documents and legal, accounting, and insurance counseling services. Construction management and/or Coordination of separate contractors. Preparation of as-built drawings (post-construction). Please note that detailed sprinkler & fire alarm, plumbing, electrical and HVAC mechanical drawings are not included in this fee. Some towns are now requiring these drawings for permits, as well as energy calculations. If these drawings or calculations are required, we can assist you in obtaining the services of a Mechanical Engineer (hired by Owner) to prepare the required drawings. C. ADDITIONAL INFORMATION If the project is not completed within 180 days beyond the date of this proposal, terms and fees are subject to modification. Please note that payment is due upon completion of each phase of the work. Final Construction Drawings will not be released until final payment is made. Failure to meet this payment schedule may result in termination of the project. 1/23/06 Proposal No. P2006011 Attachment Page A 2 During construction, any site inspections, visits, field changes, shop drawing reviews, as-built drawings, etc., shall be billed out at hourty rates. Potter Architects shall have the right to furnish and display a temporary sign at the job site during the construction time period. Fees for projects tenninated by Owner are to be based on hourty rates for all time expended to the point of termination. The Architect shall not have control over or charge of and shall not be responsible for construction means, methods, techniques, sequences, or procedures, or for safety precautions and programs in connection with the Work. The Architect shall not be responsible for the Contractor's schedules or failure to carry out the work in accordance with the Contract Documents. The Architect shall not have control over or charge of acts or omissions of the Contractor, Subcontractors, or their employees, or of any other persons perfonning any of the work. The Architect and his consultants shall have no responsibility for the discovery, presence, handling, removal, or disposal of, or exposure of persons to hazardous materials in any form at the Project site, including but not limited to asbestos, asbestos products, PCB, or other toxic substances.
