McCall City Council
Special Call Meeting
Tuesday, February 14, 1995
Call to Order and Roll Call
1. The meeting was called to order by the mayor at 11:30 AM. Mrs. Apr and Messrs. Colton
Martens and Killen answered the roll call. The mayor declared that a quorum was present. Mr.
Eckhardt arrived latter. Staff present included City Manager Gary Shimun, City Attorney Ted
Burton and City Clerk/Treasurer Jim Henderson.
Old Business
2. Idaho Power Franchise Ordinance. Ordinance 678 granting a nonexclusive franchise to Idaho
Power was presented. Mr. Burton reviewed the ordinance with the council. Stan Craven of
Idaho Power made a presentation to the effect that the company had fundemental differences with
the terms in the ordinance. Mr. Killen requested a correction. After further discussion, Mr.
Killen moved to suspend the rules requiring reading in full and reading at three consecutive
meetings. Mrs. Arp seconded. At a roll call vote, Mr. Killen, Mrs. Arp, Mr. Colton, Mr.
Eckhardt and Mr. Martens voted "aye." Mr. Burton then read the ordinance by title. Mr. Killen
moved to adopt Ordinance 678 as corrected. Mr. Colton seconded. At a roll call vote, Messrs.
Killen, Colton, Eckhardt, Martens, and Mrs. Arp voted "aye."
3. City Manager's Performance Evaluation. The council reviewed the evaluation developed at the
January 31, 1995 meeting with Mr. Shimun. Both Mr. Shimun and the council agreed that an
appropriate follow-on was to develope goals and objectives for the coming evaluation period.
Adjournment
4. Without further business Mr. Martens moved to adjourn. Mr. Eckhardt seconded and the motion
carried. The council adjourned at 2:30 PM.
