Protective mats- Protective mats or other approved means shall be placed over electrical cables on walkways. Wiring and Lighting-All wiring and lighting shall be free from damage.All electrical connections, switches, and fuses shall be in approved enclosures and secured in place to prevent a tripping or safety hazard. Ramp and secure all electrical cables and/or electrical wiring. Pathway illumination -Shall be provided in compliance with the provisions of the IBC and IFC and subject to the field approval of the Fire Marshal. Generators • Shall be located on a level area and secured in place. • Generators shall be arranged and isolated from the occupants/general public in a safe manner. • The exhaust shall be directed away from combustible material(s), people, and/or animals. • Generator fuel shall be stored in an approved container and located at a safe distance from the generator. • Generators shall be at least 20 feet from any structure or canopy and not accessible to the public. Cooking allowed: Yes- limited to three (3) designated cooking tents—15'x 15° Deep-fry cooking allowed: No Flammable or combustible liquids must be located outside of structure. Note: Storage, use, or handling of flammable liquids or gases shall be prohibited at the site unless specifically approved and inspected by the Fire Marshal. • LP gas tank must be secured in place to prevent tipping with a minimum three foot clearance around tank. • Any LP tank larger than 20 lbs. shall be ten (10) feet from tent and have the proper size gas line secured. • Metal trash can with lid required. • Fire extinguisher readily available. No smoking permitted within the tent. Approved "No Smoking" signs posted. Trash and Debris: Keep ground area and thirty(30)foot perimeter clear of trash and debris. No hay, straw, shavings, or similar materials shall be permitted to be used within any structure used as assembly occupancy. Power Sources- Provide 2 power sources with 1 being for emergency use. Emergency Plan-Tybee Island Police and Fire Departments will be briefed by Event Organizer on Emergency Plan. The severe weather pre-plan includes, at a minimum, the following points that are addressed in more detail below: • A chain of command that identifies the individual(s) who have the authority to remove individuals from the field or a given activity. • A designated weather watcher.This is someone who actively watches for signs of threatening weather and informs those who are in charge of removing individuals from the field. • Means to monitor local weather forecasts and/or severe weather warnings. • Specific criteria for cancellation, suspension, and resumption of activities. • Recommended weather safety strategies. • A list of safe areas for people to find shelter from the dangerous weather. A. Definitions • TITC:Tybee Island Tourism Council • SEM:TITC Special Event Manager • Main Tent: 66ft x 150ft tent on the north end of event area, housing the entertainment stage • Full Event: any event area blocked to the public for purposes of the 2012 Tybee Island Pirate Fest. • Safety Team:TITC Special Event Manager, Pirate Fest Site Manager, Police Chief, Fire Chief, and City Manager B. Chain of Command To prevent any confusion on the day of the event,TITC Special Events Manager will establish and review a chain of command, as well lightning,wind, and severe weather policies and procedures as part of pre-planning activities.The Special Events Manager will also review the established chain of command on the day of the event with all on-site volunteers and staff when inclement weather is a possibility. (See Figure 1) The chain of command will be finalized and distributed by: September 1,2012 C. Each tent manufacturer will have more precise engineering information on the product you use. Simplifying Tent Anchoring This is a brief understanding of safety factors and engineering criteria that goes into the design and anchoring for tents and structures. When tents are designed and engineered they must use specified industry standards and safety factors set by standards organizations and model code authorities, (i.e. IBC, IFC, ASCE, NFPA, ASTM, ANSI, UFC, S.B.C., BOCA, U.B.C. and California Title Codes). Local, State, County, City or Port District Authorities will determine which code is used in your area. Many officials adopt one (1) of the major building codes and some add their own addendums that become the law we all must follow. Tent engineering requirements are usually calculated in wind speed forces. The most common wind speed for most of the land mass in U.S. and Canada is rated at 70mph under the old, Uniform Building Code (UBC). In recent years code authorities have been changing over to the new International Building Codes (IBC) and the International Fire Code (IFC) which is where tents are classified. The most common wind speed under the IFC is 85 mph rating which is similar to the UBC 70 mph. The other factor is the exposure rating or multiplier used for given site conditions. Designers and engineers refer to the term "pounds" to set the needed values when anchoring a tent. The best way to visualize "pounds" is as dead weight and/or how to achieve the equivalent with friction from anchors. You must know your anchor weight and/or how much holding power(in pounds)your anchor will develop. Anchoring safety factors at 1.5-1 or 2-1 are considered adequate but this also makes it more important to know what region you are in when anchoring your tents. Tables 0-1 and 0-2 present the wind pressures (loads) under which the 20 meter frame was evaluated. The standard frame spacing is 5m(16.4ft)on center. FTL Design Engineering Studio compiled this report based on the existing tent system with reference to the applicable building codes in the U.S.This report includes the loading used in the analysis and gives an indication as to what wind exposure the structure is suitable for. Certification of this document only shows that the Professional Engineer of that particular state is in agreement with the report's contents. It does not, however, imply that the structure is generally suitable for use within that state,or that every installation is covered by the report. Computer-aided structural frame analyses were involved in the course of the investigation. Different load combinations were considered to identify the critical aspects of the design. Member and detail checks were established to derive the conclusions for the entire report. With such, FTL arrived at the following conclusions and recommendations: 1. Allowable Hanging Loads on Frames Hanging loads have been assumed to be 250 lbs at the center of each rafter and 500 lbs at the ridge. 3. The severe weather pre-plan includes, at a minimum, the following points that are addressed in more detail below: • A chain of command that identifies the individual(s) who have the authority to remove individuals from the field or a given activity. • A designated weather watcher.This is someone who actively watches for signs of threatening weather and informs those who are in charge of removing individuals from the field. • Means to monitor local weather forecasts and/or severe weather warnings. • Specific criteria for cancellation, suspension, and resumption of activities. • Recommended weather safety strategies. • A list of safe areas for people to find shelter from the dangerous weather. A. Definitions • TITC:Tybee Island Tourism Council • SEM: TITC Special Event Manager • Main Tent: 66ft x 150ft tent on the north end of event area, housing the entertainment stage • Full Event: any event area blocked to the public for purposes of the 2012 Tybee Island Pirate Fest. • Safety Team:TITC Special Event Manager, Designated TITC SEC Member, Pirate Fest Site Manager, Police Chief, Fire Chief, and City Manager B. Chain of Command To prevent any confusion on the day of the event,TITC Special Events Manager will establish and review a chain of command, as well lightning,wind, and severe weather policies and procedures as part of pre-planning activities.The Special Events Manager will also review the established chain of command on the day of the event with all on-site volunteers and staff when inclement weather is a possibility. (See Figure 1) C. Weather Watcher The designated weather watcher will have the duty to be aware of approaching storms and to watch for signs of dangerous weather. In the event of dangerous weather in the area, it is the weather watcher's responsibility to inform the event manager of the potential danger associated with the incoming weather and make recommendations regarding suspension of event activities. The weather watcher will be provided with the tools necessary to accurately and consistently monitor the weather.The person(s) assigned to this position will be held to a strict no-alcohol policy during assigned shifts. 1 F.
