McCall City Council
Special Meeting
Saturday, July 29, 1995
Call to Order and Roll Call
1. The meeting was called to order by Mayor Martens at 9:10 AM.
2. Mr. Martens, Mr. Colton, Mr. Killen, Ms. Arp and Mr. Eckhardt answered the roll call. Staff
members present were Gary Shimun City Manager, Ted Burton, City Attorney and Jim
Henderson, City Clerk/Treasurer.
Budget Worksession
3. Mr. Shimun provided an overview and pointed out significant items in the budget
4. Mr. Henderson reviewed the property tax computations required by HB 156.
5. Police Chief Ed Parker discussed the proposed Police Department budget and responded to
council questions.
6. Fire Chief Dale Points discussed the proposed Fire Department budget and responded to council
questions.
7. Librarian Gloria Cantrell discussed the proposed Library budget and responded to council
questions.
8. Recreation Director Craig Baker discussed the proposed recreation budget and responded to
council questions.
The council recessed at 10:15 AM and reconvened at 10:30 AM.
9. City Attorney Ted Burton reviewed the proposed City Attorney budget and responded to council
questions.
10. City Clerk/Treasurer Jim Henderson reviewed the proposed Clerk/Treasurer Department budget
and responded to council questions.
11. City Manager Gary Shimun presented the proposed City Manager's Department budget and
responded to council questions.
The council recessed at 11:30 AM and reconvened at 1:00 PM.
12. Public Works Director Bill Keating reviewed the proposed Water Department budget and
responded to council questions.
13. Mr. Keating then reviewed the proposed Sewer Department budget and responded to council
questions.
14. Mr. Keating then reviewed the proposed Streets Department budget and responded to council
questions.
15. Mr. Keating then reviewed the proposed Public Works Department budget and responded to
council questions.
16. Golf Superintendent Charlie Denham reviewed the proposed Golf Course budget and responded
to council questions.
17. Mr. Denham then reviewed the proposed Parks Maintenance budget and responded to council
questions.
18. Planning and Zoning Technician Sue Davidson reviewed the proposed Planning and Zoning
Department budget and responded to council questions.
The council recessed at 2:30 PM. and reconvened at 2:45 PM.

19. Mr. Shimun reviewed the proposed Building Maintenance and Building Inspector Department
Budgets in Mr. Housdorf's absence.
20. Mr. Shimun then reviewed the budget for the proposed new City Engineer Department and
responded to council questions.
21. Mr. Shimun then reviewed the proposed Airport budget.
22. Mr. Henderson then reviewed the proposed budgets for Mayor and Council Department, LID
Nos. 1 through 7, Tort Liability, Debt Service, Capital Projects and Self Insurance Funds.
23. After discussion, the council agreed by consensus to meet at 11:30 AM, Thursday, August 3,
1995 to further discuss the proposed budget for fiscal year 1995-96.
Additional Item
24. Ordinance 685 - Rogers Trust Rezone. Mr. Burton presented the ordinance enacting the rezone
approved in the recessed session of the previous meeting. Ms. Arp moved to suspend the rules
requiring three separate readings and reading in full. Mr. Killen seconded. At a roll call vote,
Ms. Arp and Messrs.: Killen, Eckhardt, Martens and Colton voted "aye." The motion carried.
Mr. Burton read the ordinance by title. Mr. Killen moved to adopt Ordinance 685. Mr. Colton
seconded. At a roll call vote, Messrs. Killen, Colton, Martens and Eckhardt and Ms. Arp voted
"aye." The motion carried.
Adjournment
25. There being no further business, Mr. Martens moved to adjourn. Mr. Colton seconded and the
motion carried unanimously. The council adjourned at 4: 15 PM.
