HomeMy Public PortalAboutCouncil Minutes 1995 09/07MINUTES McCall City Council Special Call Meeting Thursday, September 7, 1995 Call to Order and Roll Call 1. The meeting was called to order at 5:05 PM by Mayor Martens. 2. Mr. Martens, Mr. Colton and Ms. Arp answered the roll call. The mayor declared that a quorum was present. Staff members present were City Manager Gary Shimun, City Attorney Ted Burton and City Clerk/Treasurer Jim Henderson. Old Business 3. Bike Trails. Mr. Shimun gave a report on the efforts of the Bike Trails Oversight Committee. Tomi Grote, Committee Chair of the Parks and Recreation Committee made a presentation. Mr. Eckhardt arrived at 5:30 PM. Kathy Killen spoke suggesting that bike paths connecting parks and schools were a priority. Tom Kerr urged that the city set standards for bike path construction. Mr. Eckhardt noted that development had changed the configuration of some previous plans. Mr. Killen arrived at 5:55 PM. Bob Furman of Toothman-Orton Engineers reported on a suggestion for a ramp under the Lardo Bridge across Highway 55. After further discussion Mr. Martens moved to authorize the Oversight Committee to plan to use available funds to construct a bike trail from the McCall City Limits on Warren Wagon road to the Lardo Bridge and Mather Road and Forest Street as far as possible and to explore a Highway 55 crossing. Mr. Colton seconded and the motion carried unanimously. After further discussion Ms. Arp moved to reconsider the previous motion. Mr. Killen seconded and the motion carried unanimously. Mr. Martens then moved to authorize the Oversight Committee to plan spend available funds to construct a bike trail from the McCall City Limits on Warren Wagon Road to the Lardo Bridge and Mather Road as far as Forest Street then to construct as much of the Deinhard to First Street portion as funds permit. Mr. Eckhardt seconded and the motion carried unanimously. The council directed the Transportation Advisory Committee to develop standards for bike paths. The council directed that the Parks and Recreation Advisory Committee and Transportation Advisory Committee to incorporate a Bike Path Master Plan into the Parks and Recreation Master Plan. 4, Ordinance 690 Pertaining to Pawnbrokers - Second Reading. Mr. Burton gave a report. Mr. Eckhardt moved to suspend the rules requiring reading in full. Mr. Killen seconded. At a roll McCall City Council September 7, 1995 call vote, Mr. Eckhardt, Mr. Killen, Mr. Martens, Mr. Colton and Ms. Arp voted "aye." The motion carried. Mr. Burton read the ordinance by title. The mayor ordered the matter to the next agenda for third reading. 5, Addendum to Engineering Services Agreement - Water Treatment Plant. Mr. Burton reported that he had not completed his review of the document. After discussion, the matter was moved to the next agenda for action. Adjournment 6. There being no further business, Mr. Martens moved to adjourn. Mr. Killen seconded and the motion carried unanimously. The council adjourned at 6:45 PM. Al !EST: Page 2 AML, Mayor
