Special Call Meeting
Joint Meeting with Valley County Board of County Commissioners
Thursday, October S, 1995
Call to Order and Roll Call
1. The meeting was called to order at 7:30 PM.
2. Messrs. Martens, Killen, Colton, Eckhardt, and Ms. Arp answered the roll call. The Mayor
declared that a quorum present. Also present were Commissioners Olson, Wallace and Gestrin,
Mayor Mark Bingham and Police Chief Hall of Cascade, County Clerk Lee Heinrich and Larry
Schoenhutt County Prosecutor. City staff members present were City Manager Gary Shimun,
City Attorney Ted Burton, City Clerk/Treasurer Jim Henderson and Police Chief Ed Parker.
New Business
3. Mutual Aid Agreement - McCall PD and VCSO. Mr. Burton gave a background report
indicated that a proposed agreement had been presented to Sheriff Pratt some two years ago. The
commissioners indicated that they had not seen the agreement previously. Mr. Schoenhutt
wanted to discuss the agreement with ICRMP attorney Dave Sasser. Mayor Martens expressed
disappointment that the matter could not be acted on in view the long history of the proposed
agreement. After discussion, the matter was tabled to 9:00 AM, November 13, 1995.
4. Deinhardt-Boydstun Connector. Mr. Shimun gave a report asking the County Engineer to
design the road for the connector on a reimbursement basis. The commissioners by consensus
agreed.
5. Chipmunk Lane Right--of-Way. Commissioner Wallace reported on his efforts to secure the
ROW. He noted that he had been negotiating with property owners through their representative
Morgan Masner and was unable to reach an agreement. Commissioner Olson recalled that the
county had agreed to and had funds available to resolve this problem prior to annexation of the
Carico Area. The county did not however have the authority to condemn. Staff was directed to
place the matter on a subsequent agenda.
6. Court Services. Lee Heinrich reported on the creation of the municipal court. Mr. Killen
recalled that the creation was difficult and wanted to retain the identity of the court. He noted a
court order requiring the City to provide personnel and facilities for court in McCall but noted
that obligation could be fulfilled through a contract. After discussion, commissioners and council
agreed to direct staff to draft and agreement whereby the court services would be transferred to
the county and the city would provide funding in an amount to be negotiated.
7. Ballot Counting Equipment. Mr. Heinrich gave a report to the effect that the equipment had
arrived and would be available for the November 7 election.
8. Golf Course. Mayor Martens noted that golf play was being inhibited due to construction and
other course conditions and recommend that the fees be reduce to the 9 hole rate for the
remainder of the season. Mr. Killen moved to reduce the golf fees to the 9 hole rate from

Monday, October 9 through the end of the current season. Mr. Colton seconded and the motion
carried unanimously.

9. Without further business, Mr. Martens moved to adjourn. Mr. Colton seconded and the motion
carried unanimously.
