Wednesday, June 6, 2001 7:00 p.m.
The Greencastle Parks and Recreation Commissioners' meeting was called to order
by Chairman Mace Terry at City Hall. Those in attendance were Mace Terry(Chairman),
Becky Harlan, Jeff McCall, Rod Weinschenk(Parks and Recreation Director), Sharon
Pitcock,Nancy Michaels(Mayor), and Eric Bernsee (Daily Banner) with a host of
audience members representing various groups.
The minutes of the May meeting were tabled until our next meeting.
Following a motion by Sharon and a second from Becky, the monthly claims were
approved for payment.
Since there were many items on the agenda, no new ones were presented by the
public.
There were two special pool usage requests:
a. Putnam County Comprehensive Services requested time for their clients to
swim with paying fees;they stated this had previously been provided for
them. The Board approved this request following a motion by Becky and
a second from Sharon.
b. Lucy Wieland spoke in response for swim time for the Summer
Enrichment Program. These children are often the most"educationally,
socially, and financially at-risk"; and, therefore,the Board, following a
motion by Sharon and a second from Becky, approved this request as it
has done in the past.
Special Projects and Old Business
The Park Maintenance Building is now being utilized; the maintenance area is
well organized and the office is"getting there."
Several parents and many skaters appeared to request placement of a temporary
skatepark at Robe-Ann Park. Adam Cohen, representing the group, said they are raising
funds to place a 4"pad of paving material at a cost of approximately$10,000 but they
wanted a commitment from the Board since this was a large investment of their part.
Rod, the parks &recreation director, informed the group that as of 5:00 p.m.,
Marty Denton representing HBG Insurance and Bonds and Hartford Insurance
• Rod reported on the hiring of Tiffany White as Seasonal Assistant
Director/SPARK program coordinator and Stephanie Hunter as Arts and
Crafts instructor. Jean Young is pool manager, and Julie Green is
Assistant Pool Manager.
• The Kid's All-American Fishing Derby was a success on June 2, 2001, at
Jaycee Park. It was co-sponsored by the Greencastle Jaycees and
Greencastle Wal-Mart.
• Rod reported a$1000 donation from Mallory for pool repairs and that we
will have a visiting author in the park to share her new book"How to Give
a Moose a Bath."
• Jim Wallace went before the Board of Works for hiring approval.
• Rod reported that we now have one inmate volunteer who wears a plain
shirt rather that a park shirt. We also will have an Area 30 person
participating in SPARKS and with maintenance throughout the park;
additionally, we will have an ICE student in the future.
Nancy Michael reported that RSVP is no longer interested in doing the farmers'
market. The Board suggested that we look at current staff who might be interested in this
and Rod agreed that me might have an interested individual.
Following an item by item of the proposed park budget, the budget was approved
with a motion from Sharon and a second from Becky.
The Board and Nancy discussed the continued interest in the Jones School site as a
possible recreation area. The gym and green space are an attractive possibility for
recreational uses for the citizens of our area. Jeff McCall suggested we express our
continued interest to the Greencastle School Board.
The Jun eting was adjourned following a motion by Sharon and a second from
Becky.
