Mace Terry convened the scheduled meeting on August 1, 2001, at 7:00 p.m. at
Greencastle City Hall. In addition to Terry, Becky Harlan, Leslie Hanson, Rod
Weinschenk(Park Director), and Sharon Pitcock, several audience members were in
attendance including Jeff and Denise Sigworth, Joy Marley, Rita Grammon, Eric
Bernsee, Tom Miles, and Lynn Wilson.
The Board approved the July minutes following a motion by Leslie and a second
from Becky. Additionally, the claims were approved following a motion from Sharon and
a second by Becky.
Jeff Sigworth addressed the Board requesting the placement of possible poles
within the park to help alleviate the $5000 per pole cost of installing fiber optic wiring
throughout the Greencastle Community School facilities. Rod said the placement
involved no danger. Sharon made a motion to allow the pole placement within the park.

Tom Miles spoke to the Board about water problems on Maple and Bloomington
Streets. He is currently working with IDOT to relocate lines because of the log homes,
rocks,trees, etc. within the park. He stated the work would be completed within the next
nine months, and the road would be repaved so as not to cause a problem within the park
for cars and pedestrians.
The Jones School property was discussed in regards to requesting joint usage of
the grounds; Leslie asked if we should talk to the County Commissioners. Rod said that
he would draft a letter stating that we would be responsible for maintaining the outside
grounds; he felt this was a usable area for the Parks and Recreation to utilize. Sharon
made a motion-- which died for a lack of a second--to accept the property as originally
offered by the Greencastle Community School Board. Leslie made a motion to draft a
letter to the County Commissions and Becky seconded the motion.
Joy Marley, representing People's Pathway,thanked the Board for assisting with
the construction of the Sports' Park link with the park down Wood Street through the
® Lilly Grant, PSI, Putnam County Foundation, etc. No tax money has been used for the

• trail. She also requested that we help with the maintenance of the Greencastle/Fillmore
Trail with an expenditure of approximately$2500 per year. This would be about$825
mowing and spaying per year and$1400 in stone replacement annually. The Board took
no official action on this request except to initiate a discussion with L. Robertson,the city
attorney to seek guidance.
Lynn addressed the Board in regards to the Civic League Playground Project. An
organizational meeting was held on August 25th. Further arrangements have been made
for fundraisers including an evening of music at the country club. Rod said that he had
asked Brad Cross, Joe Spiker and Jerry Lewis to come and evaluate costs for site
preparation.
There was no skate park report at this meeting.
There was no report regarding the new carrier for city insurance.
The director reported the following items to the Board:
• Rod shared a letter from"Speak Out" in reference to park activities.
• Rod discussed closing policies and future plans for closing the pool; hours
were established 12 a.m.-8 p.m. beginning August 2. He stated that we
might have some personnel issues with school starting.
• August 16: Council budget meeting
• Lee Stewart will present a master gardener project across the rock walls
• August 25—Students from DePauw will assist with moving the small
wooden playground.
• TOT Days: Children ages 2-5 were taught arts and crafts and heard
presentations from Betty Killion(a local author) and Pam Smith
(Kindermusic).
We will discuss the park's Master Plan at the next meeting.
