II I I 11)- Greencastle Parks and Recreation Board Minutes Submitted October 3, 2001 Mace Terry convened the September meeting on September St" City Hall. The Board discussed several questions concerning additional fees involved in the refinancing, money the bonding including the Board. Sharon motioned to approve the bond refinancing to assist the city to be able saved, etc., and they were clarified for to renovate the structure for the police department without raising taxes for citizens. Becky seconded the motion, and it passed unanimously. A letter from Bill Newgent was shared by Rod. Mr. Newgent requested use of the park field on Saturday.October 6th, to conduct a softball tournament as a fundraiser for the Putnam County Red Cross. Rod suggested that we waive the fee for this event and commissioners agreed since this was indeed a worthy event and the firemen would also helpwith building the nw playground during breaks. 1 0 I =fk', ss t4 !t { Rachel and Lynn reported that they will need approximately 120-300 volunteers on the building site for each shift which is 4 hours long. The playground is a 5 day build project. They are currently canvassing the community for workers. Excavation has started and is nearly complete. Seven truck loads of wood fiber are coming. Child care will be available for children 9 and under. Students ages 10-13 may work at the site with a parent. Rachel and Lynn discussed that some funds will be available for the maintenance fund and discussed placing that money with the Putnam County Foundation for future use. The Board felt this would benefit all involved. Skate park representatives are currently soliciting designers. Fundraisers are scheduled including a donkey basketball game and rummage sale. Our new city insurance provider, St. Paul Insurance, does not exclude skateparks. The Board discussed having a retreat tentatively on November 10`" Leslie requested support to investigate acquiring land to "square off the park". She will discuss this with the mayor and Lauri for input. Rod reported to the Board concerning the following areas: • People Pathways is sponsoring the Backroad Bike Tour this Saturday. Park personnel will be assisting with a pick-up, etc. • We will be responsible for maintaining Calbert Way and '/z mile entrance to the Greencastle/Fillmore Trail. • We have acquired a used truck from the Putnamville Correctional Facility; therefore, we will keep the truck funds in our budget. • We may be able to recoup approximately $21,000 from the insurance company for the acid spill. • More funds may be directed to the maintenance building. • The proposed budget has passed first reading but we aren't past the state tax board yet.
