A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE APPLICATION FOR FINANCIAL ASSISTANCE, UNDER THE AMERICAN
RECOVERY AND REINVESTMENT ACT OF 2009, PUBLIC LAW 111-5; THE US
DEPARTMENT OF ENERGY (DOE); FOR THE ENERGY EFFICIENCY AND
CONSERVATION BLOCK GRANT (EECBG) PROGRAM FOR THE CITY OF
LYNWOOD, DIRECTING STAFF TO PROCEED WITH THE GRANT PROPOSAL;
AND AWARD THE GRANT APPLICATION; TECHNICAL AND ADMINISTRATIVE
SERVICES TO PACIFIC MUNICIPAL CONSULTANTS AND AUTHORIZING THE
MAYOR TO EXECUTE THE AGREEMENT
WHEREAS, the American Recovery and Reinvestment Act of 2009, Public Law
111-5, appropriates funding for the Department of Energy (DOE) to issue/award
formula-based grants to local government under the Energy Efficiency and conservation
Block Grant (EECBG) Program; and
WHEREAS, the Recovery AcYs purposes are to stimulate the economy and to
create and retain jobs; and
WHEREAS, the Act gives preference to activities that can be started and
completed expeditiously; and
WHEREAS, the City has been informed by the U.S. Department of Energy that it
wili receive a grant of approximately $630,000 in EECBG Program funds as a result of
the recently enacted American Recovery and Reinvestment Act of 2009; and
WHEREAS, on May 14, 2009, the City sent out an Request for Statement of
Qualification from consulting firms to assist with the procurement and administration of
the grant as well as the development and implementation of grant funded projects /
programs; and
WHEREAS, Pacific Municipal Consultants, is the most qualified firm and has the
staffing and expertise to prepare the Technical and Administrative Services for the
City's Recovery Act - Energy Efficiency and Conservation Block Grant (EECBG), for a
not-to-exceed fee of $38,300.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council approves of the filing of an application for local
assistance funds from the U.S. Department of Energy; appropriated by the American
Recovery and Reinvestment Act of 2009, Pub. L. 111-5, (Recovery Act).
Section 2. That the City Council of the City of Lynwood awards the Contract to
Pacific Municipal Consultants in the amount not to exceed $38,300 for the assistance
with the procurement and administration of the grant as well as the development and
implementation of grant funded projects / programs.
Section 3. The consultant and administration services fees will be paid from
the EECBG program funds, from account No. 4011.67.866.
Section 4. That the Mayor is authorized to execute the Agreement between
the City of Lynwood and Pacific Municipal Consultants in a form approved by the City
Attorney.
Section 5. This resolution shall go into effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this Resolution.
PASSED, APPROVED and ADOPTED this 2nd day of June, 2009.
