McCall City Council
Special Meeting
Thursday, December 12, 1996
1. The meeting was called to order by Council President Arp at 6:30 P.M. Messrs.
Martens, Colton and Ms. Arp answered the roll call. A quorum was present.
Staff members present were City Manager Gary Shimun, City Attorney Ted
Burton and City Clerk -Treasurer Jim Henderson.
2. Mike Moore of Moore and McFadden Chartered, Bond Counsel presented
proposed Ordinance No. 706 authorizing the sale of LID #5 Bonds. Bob
Hildeman of Government Banking, U.S. Bank, Idaho presented an offer to
purchase the bonds from Chester Graham. After discussion, Mr. Martens moved
to suspend the rules requiring reading in full and three readings for the
consideration of Ordinance No. 706. Mr. Colton seconded. At a roll call vote,
Mr. Colton, Mr. Martens and Ms. Arp voted "aye." The motion carried.
Mr. Burton read proposed Ordinance No. 706 by title as follows: "An Ordinance
of the City Council of the City of McCall, Idaho, authoriziing the issuance and
sale of Local Improvement District No. 5 bonds; specifying the date, form,
interest rate, registration, and maturities of said bonds; establishing a bond fund,
interest fund, and reserve fund; authorizing the sale of the bonds at private sale;
providing covenants; providing for other matters relating thereto; and providing
an effective date."
Mr. Colton moved to adopt Ordinance No. 706. Mr. Martens seconded. At a roll
call vote Mr. Colton, Mr. Martens and Ms. Arp voted "aye." The motion carried.
Mr. Killen arrived at 6:45. Mr. Martens moved to recess until 7:00 P.M. Mr.
Colton seconded and the motion carried unanimously.
3. The council reconvened at 7:00 P.M. to hear comments from the public on snow-
mobile regulations in McCall. Mr. Burton gave a report. Harold Appel of the
Snowmobile Advisory Committee gave a report. The mayor then opened the floor
to public comment. The following were heard.

The council recessed at 9:35 and reconvened at 9:50. After discussing the
comments heard, the council directed staff that the matter be placed on the agenda
for the December 19th meeting.
4. Without further business, Mr. Colton moved to adjourn. Mr. Martens seconded
and the motion carried unanimously. The council adjourned at 10:30 P.M.
