MEDINA CITY COUNCIL MEETING MINUTES OF NOVEMBER 16, 1994
The City Council of Medina, Minnesota met for a special meeting on
November 16, 1994 at 1:00 P.M. for the purpose of touring the Anoka
County Highway Department facility in Andover.
Present: John Ferris, Ann Thies and Philip Zietlow.
Absent: James Johnson and Mayor Anne Theis.
Also Present: Clerk -Treasurer Jeff Karlson. City Attorney Ron
Batty and Planning Consultant David Licht arrived at
approximately 4:30 p.m.
The Council convened at 1:00 p.m. at the city hall and departed
for Andover by bus at 1:15 p.m, to tour the Anoka County Highway
Department facility located at 1440 Bunker Lake Boulevard N.W.
The city entourage arrived at the Anoka County facility at 2:00
p.m. Planning Commissioner Carolyn Smith joined the delegation.
Margo LaVau, the Supervisor of Operations for the department, gave
a brief presentation about the public works facility and the
operations of the highway department. The facility was located on
20 to 25 acres of land and there was approximately 91,000 square
feet of buildings. LaVau said the benefits to the City of Andover
of having the facility located there was: (1) signing; (2) salt
and sand available to city; and (3) assistance with snow plowing.
The delegation toured the public works facility and the compost
facility.
The delegation arrived back at the city hall at 4:30 p.m. Ron
Batty and David Licht were present for the continuation of the
meeting at this time.
Ron Batty said Hennepin County filed a "Quick Take" petition on
October 26 for one of the parcels and would own the property in 90
days.
David Licht said the County had gone a long way toward solving the
traffic problems related to their proposed building site located
along Trunk Highway 55 and Arrowhead Drive.
Phil Zietlow said solving the traffic problem was a sensitive issue
as far as trying to get something out of the County.
Batty said the test was whether the city would require a private
company to pay for the same road improvements.
Licht said the County was proposing to build on a site which the
City conveyed to them was an acceptable site. Licht added that the
most significant issue was the traffic problem. Licht said the
County had not closed the door on providing services to the city.

Moved by Zietlow, seconded by Thies, to adjourn the meeting at 5:02
p.m. Motion passed unanimously.
