HomeMy Public PortalAboutCouncil Minutes 1997 05/21MINUTES McCall City Council Special Meeting Wednesday, May21, 1997 1. The meeting was called to order by Mayor Killen at 7:00 P.M. Ms. Arp and Messrs. Colton, Martens and Killen answered the roll call. A quorum was present. 2. Downtown Master Plan, The council reviewed letters that had been received by May 16, 1997. During discussion, the council members raised the following concerns: • Inclusion of the residential properties west of the Yacht Club in the Center Business District. • Marina "zones" downtown. • Public's concerns about financing the improvements contemplated in the plan. • Parking "zones" as the area already has two overlay zones. • Whether or not the "Financial District" should be a zone or a use within a zone. • It would be better to attach a map encouraging uses in accordance with the plan. • What about beautification of the rest of the highway? • Perceived as not being integrated into plan for whole city. • Need to look at Parks and Recreation closely as well as other master plans. • The development of funding strategy is seen as an immediate increase in property taxes. • Look at parking strategies. • Goals and objectives very good but some are too detailed. • Design review should not impede construction in one season. After discussion, Mr. Killen moved to remand the plan, along with the comments of the public and the city council, to the Planning and Zoning Commission with the suggestion that the plan be further remanded to the Downtown Subcommittee and to advise the city council if suggested changes are substantive. Mr. Colton seconded and the motion carried unanimously. 3. Adyournment. Without further business, Mr. Colton moved to adjourn. Mr. Killen seconded and the motion carried unanimously. ATTEST: James H.
