HomeMy Public PortalAboutJanuary 5 2002 Regular Session Greencastle Park Board of Commissioners Minutes -Regular Session Saturday, January 5, 2002 Present: Chair Mace Terry, Vice Chair Becky Harlan, and Leslie Hanson Absent: 1 Vacancy Also Present: Park& Recreation Director Rod Weinschenk and Park Maintenance Superintendent David Bault 1. Call to Order: The meeting was called to order by M. Terry at 10:00 a.m. at the Greencastle Parks & Recreation Department's Administration& Maintenance Building. The meeting was rescheduled from Wednesday, January 2, due to the lack of quorum. 2. Approval of Minutes: The minutes from December 5th regular meeting were approved on a motion by B. Harlan and a second by L. Hanson. All Ayes. 3. Finances: A motion was made by L. Hanson to approve the claims as presented with a second by B. Harlan. All Ayes. 4. Public Input: R. Weinschenk reported that Aaron Rambo has requested permission to hold a Civil War Reenactment at Robe Ann Park on Saturday& Sunday, April 13-14, 2002. The event will need 200 spaces for the campers. It will be by invitation only. R. Weinschenk is considering closing some of the park entrances to have better control. R. Weinschenk will check with the police chief to make sure that he does not have any concerns about the event. The board decided to charge Aaron$100. He will also be required to have liability insurance. R. Weinschenk has already checked with HBG to make sure that everything is copacetic. B. Harlan made a motion to allow the Reenactment to take place as long as the Fire and Police Depts. approve. L. Hanson seconded the motion. The motion passed. 5. Special Projects: Skatepark Project: M. Terry reported that the skatepark committee is waiting for the final design. It will probably be ready by the end of the month. They will have an engineer overseeing construction. The park board will have to approve of the final design and the city's insurance company must also approve of the design. People Pathways: L. Hanson will speak to People Pathways about who is going to maintain the pathways as they are built. Emerald Palace: R. Weinschenk reported that they have established a maintenance fund for the playground. 1/5/2002 minutes—page two 2002-2008 Master Plan: R. Weinschenk asked the board about plans for Robe Ann Park that he would like to have in the master plan. He would like to put more parking into the park without losing much green space. The board also discussed the Clearwater property. Miscellaneous: M. Terry, L. Hanson and R. Weinschenk attended a County Commissioner's meeting last month to discuss the Jones School playground. The Commissioners will discuss it again in March. 6. New Business: There was no new business. 7. Director's Report: R.Weinschenk reported that we have had some vandalism at the park restroom. We have had a group of 6-8 kids smoking in the restrooms. Weinschenk would like to make the restrooms non-smoking as well as the playgrounds. He would also like to come up with a set of rules for the new playground. The board okayed his suggestions. Weinschenk also reviewed his report. The State Farm has donated 6 picnic tables that David Bault is fixing, and we could acquire more from them. The new truck, also acquired from Putnamville Prison, is running well. 8. Park Board Vacancy: R.Weinschenk presented a letter of resignation from the Park &Recreation Board from Sharon Pitcock. S. Pitcock holds both the secretary's position and Planning Commission appointment for the Park Board. Weinschenk also reported that Tim Trigg is the Mayor's new appointment to the Park Board. L. Hanson has volunteered to fill the Secretarial duties, but is unable to fill the Planning Commission position due to conflicts. With his approval, Chair Terry will appoint T.Trigg to the Greencastle Planning Commission. 9. Adjournment: The meeting was adjourned at 11:10 a.m. on a motion from B.Harlan, seconded by L. Hanson.
