Minutes of Special City
Council Meeting
Wednesday, June 25, 1997
Mayor KJllen called the meeting to order at 11:30 A.M.
answered the roll call. A quorum was present.
Messrs. Colton, Martens and Killen
Ed Bavouset, U.S.P.S. Contracting Officer gave a short introduction.
John Walters U.S.P.S Real Estate Specialist gave a presentation
David Miller U.S.P.S. Architect gave a presentation showing the advantages and
disadvantages of each site with respect to t he design of the new post officer
Roberta Willis, Environmental Specialist reported her preliminary findings with respect to soil
contamination. She pointed out that two of the sites had a risk for contamination due to
previous uses of adjacent property.
Ed Bavouset reviewed a traffic study conducted by an outside consultant pointing out that the
level of service would deteriorate with three of the sites.
Frank Stewart, McCall Postmaster described the inadequacies of the current post office from
an operations perspective.
Joe DeAngelis, U.S.P.S. Spokane Distdct described the proposed facility.
Ed Bavouset presented some economic data.
Mr. Martens:
Noted that previous discussions indicated that all sites within the budget would be
assessed as equal from and economic point of view. He then asked if the four sites under
consideration with within the budget and was informed that three of them were.
Asked about top soil removal in light of reported contamination of some import fill. He was
informed that the top soil removal was to provide a suitable building site and was not due
to environmental concerns.
Asked how the term "sizeable dsk" of soil contamination would play out as more
information became avialable. He was informed that the risk assessment was due to
known previous uses of adjacent property and a known fuel spill in the past.
Asked about the assumptions used in the traffic study and was informed that the study
assumed that the railroad avenue project would be in place. Mr. Martens then pointed out
that there were numerous plans to deal with downtown traffice including the Eastside
Bypass, the State Bypass, the Pine-Wooley Connector, the Deinhard Boydstun Connector
and others.
Mr. Golton:
Pointed out that we had asked for city involvement and that had been achieved and
thanked the U.S.P.S. team for talking to the city.
Mr. Killen:
Asked about the ongoing remediation near the Urban Renewal Site. Mr. Williis pointed out
that there was a monitoring well on the Hehr Property but that she had been unable to get
data on the results. Mr. KJllen pointed out that he had received a quarterly report and
would provide it.
Cit~ Preference
After discussion, Mr. Martens moved to designate the sites in order of preference as
follows: (1) Urban Renewal Site, (2) Derr Property, (3) Hehr Property and (4) Deinhard
Property. Mr. Killen seconded and the motion carried unanimously.
