Special Meeting of the McCall City Council--Thursday, August 21, 1997
The meeting was called to order by Mayor Killen at 7:00 P.M. Ms. Atp and Messrs.
Martens and Killen answered the roll call. Mr. Eckhardt and Mr. Colton were absent. A
quorum was present. Members of the staff present were: (1) City Manager Gary
Shimun, (2) City Attomey Ted Burton; and (3) City Clerk-Treasurer Jim Henderson.
The mayor declared that it was the time and place noticed for a public hearing on the
Fiscal Year 1997-98 Budget.
Staff Reports
Mr. Shimun gave a report. Mr. Henderson summarized the budget information and
presented a written report.
Public Testimony
The mayor then opened the meeting to public testimony. The following were heard:
Scott Davenport discussed water rates as they relate to buildings that have more
than one non-resident occupant and noted that some occupants had more than
one business at the same location.
Lincoln Hart who noted that there had been previous reports of declining
revenues and asked what the cause. He was informed by the mayor that
generally, the shortfall was due to projected increases in Building Permits, fines
and court costs and recreation user fees had not materialized.
Since no one else wished to be heard, the mayor declared the public hearing closed and
returned the matter to the council table. The council reviewed information respecting golf
revenues provided by staff.
Ordinance 715 - the Annual Appropriations Ordinance for Fiscal Year t997-98
Mr. Killen moved to suspend the rules requiring three readings and reading in full for the
purpose of adopting Ordinance No. 715, as presented except that the appropriation for the
Golf Fund was to be reduced to $743,540 and the total appropriation to $10,281,560. Mr.
Martens seconded. At a roll call vote, Mr. Killen, Mr. Martens and Ms. Atp voted "aye."
The motion carried. Mr. Burton read the ordinance by title as follows:
ORDINANCE :NO, 715
AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL
YEAR BEGINNING OCTOBER 1 1997, APPROPRIATING THE SUM OF $10,281,§60 TO
DEFRAY THE EXPENSE AND LIABILITIES OF THE CITY OF MCCALL FOR SAID FISCAL
YEAR, AUTHORIZING A LEVY OF A SUFFICIENT TAX UPON THE TAXABLE PROPERTY
AND SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATION IS
MADE.
Mr. Killen moved to adopt Ordinance No. 715. Ms. Atp seconded. At a roll call vote, Mr.
Killen, Ms. Arp and Mr. Martens voted "aye." The motion carded.
1997 Dollar Certification of Budget Request to Board of County Commissioners
(L-2)
Mr. Killen moved to approve the L-2 Form certifying and amount of $1,884,941 to the
Valley County Board of County Commissioners. Ms. Atp seconded and the motion
carried unanimously.
