Call To Order And Roll Call
The meeting was called to order by Mayor Killen at 11:30 a.m. Mr. Eimers, Mr. Martens, Mr. Killen, Mr.
Colton, and Ms. Arp answered the roll call. A quorum was present. Members of the staff present were
Acting City Manager Jim Henderson and Acting City Clerk Cherry Woodbury. Also present were Mr.
Muller, Mr. McMurry, Ms. Kelker, and Mr. Davenport.
Consent Agenda
The council tabled the minutes of October 28, 1997 - special meeting - until the next regular council
meeting,
Unfinished Business
Sewer And Water Capitalization - Harold Beckett
Jackie Fields, City Engineer, reported that the newly constructed building at 210 Commerce Street was
classified as one-half a residence and a private shop. Ms. Fields stated the amount of the water and
sewer fees due. Mr. Killen moved to approve the capital improvement charges for 210 Commerce. Mr.
Martens seconded and the motion carried unanimously.
City Manager Position
Mr. Davenport brought his input to the meeting and it was compiled with the other calculations on the
spreadsheet listing the final 11 candidates. Discussion took place on how many should be considered for
further screening. Mr. Colton suggested that calls be made to all 11 first to see if they are stilt interested
and available. It was decided that 6 would be an appropriate number for further consideration.
Attachment A to these minutes is the final spreadsheet compiled.
Attachment B is the committee contact list and references that could be checked and were agreed upon
during the meeting.
Attachment C is the list of reference questions developed during the meeting.
Attachment D is a candidate interview question list that was developed.
Tom Grote, Star News, offered to send copies of the local newspaper to the final candidates and it was
suggested that a packet from the Chamber of Commerce also be sent.
Mr. Martens questioned the timeframe for completing the selection process. Mr. Killen recommended
that the new council make the final selection. Mr. Martens suggested that to speed up the process, that
the leaving council members could vote as directed by the new council members. Mr. Eimers suggested
that Mr. Henderson call the 11 candidates and inform the selection committee of the availability status. It
was suggested by Mr. Martens that Mr. Henderson also inquire which weekend during the first part of
December the candidate be available to come to McCall to meet the public. The selection committee
would then make the reference calls and were to complete this task by the next regular council meeting -
November 20th.

Ms. Arp inquired about thank you letters to be written by Cari Arthur to the candidates that were not
selected.
Mr. Colton suggested contacting the Golf Course Clubhouse to make arrangements for the candidates
meeting the public event.
Additional Comments
Mr. Eimers commented on the Water Committee meeting and that there appears to be another
estimated $400,000 burden to the water users. Mr. Eimers proposed working with Mr. Henderson and
Mr. Keating on reviewing the figures.
Adjournment
Without further business, Mr. Colton moved to adjoum. Mr. Killen seconded and the motion carried
unanimously. The Council adjourned at 1:05 PM.
