CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for MAY 26, 2009 I) Call to Order: The May 26, 2009 Recreation & Parks Commission meeting was called to order at 5:07 p.m. by Chairperson Charles Wood. II/III) Invocation & Pledge: The Invocation was led by Commissioner Margie Harper and the Pledge of Allegiance was recited by Chairperson Wood. IV) Roll Call: Present Absent Commissioner Salazar Vice Chairperson Gutierrez Commissioner Harper Commissioner Hernandez Chairperson Wood V) Agenda Posting: The Agenda was duly posted for the May 2009 meeting as prescribed by the Brown Act. VI) Approval of Past Minutes: Chairperson Wood calls for a motion for review and approval of the minutes for the Recreation & Parks Commission meeting held on April 28, 2009. Commissioner Salazar motions for approval of the minutes. Commissioner Harper seconds the motion. All Commissioners vote in favor to approve the minutes and the motion is passed. Ayes: 3 Noes: 0 VII) Correspondence: None VIII) Public Orals: None IX) Scheduled Matters: A. Unveiling of Art in Public Places "Art Piece" at the Senior Center -There will be a small ceremony in late May to unveil an art piece at the Senior Center. Mr. Mark Flores, Interim Deputy Director is requesting that all or at least one of the Recreation & Parks Commissioners be present at the ceremony. The exact date is yet to be announced. Additional works of art will be unveiled throughout Lynwood City Park including near the snack bar. X) Staff Reports: A. Facility Usage Report (Attached for review) -The Commissioners questioned Mr. Flores about a fee waiver. Mr. Flores stated that the 60~h Birthday Party for Bernard Cullen Sr. on 5/23/09 had no fees waived. The event cost $878. $140 of this amount for security fees hasn't been paid. There must have been a typo on the report. B. Current Programs/Activity Report • 5/30/09 -Women & Girls in Sports Day -Lynwood City Park at 10 a.m. • 5/30/09 -Rock Concert in Lynwood City Park (Diamond #3) from 3 p.m. to 10 p.m. • 6/20/09 -Baseball Closing Ceremony in Lynwood City Park at 11 a.m. • 6/6, 6/13, 6/20, 6/27 -Soccer registration @ the Community Center from 10 a.m. to 2 p.m. every Saturday in June. Current Programs/Activity Report -Continued 6/25 Deadline -Registration is now underway at the Community Center for Summer Day Camp Session 1 -Register Monday through Thursday from 7 a.m. to 5:30 p.m. 6/26, 6/27, 6/28 -Softball Tournament in Lynwood City Park for girls 14 & under. Mr. Flores asks Chairperson Wood to provide written information on the highlights of this event. Mr. Flores informed Chairperson Wood that Council has asked about Dodger fundraiser tickets. Chairperson Wood stated that the Dodger organization no longer allows the general public on the ball fields. Season tickets and reserve seating tickets are available in blocks. Weeknight tickets are offered but require that students be out after midnight. Discount tickets are no longer sold for $4; we have to pay the full $9 price. Commissioner Salazar asks if we've talked to any other ticket vendors. Mr. Flores stated that no one wants to offer discounts. Chairperson Wood commented that it's all about money with the Dodgers and the Lakers. Mr. Flores remarked that the Angels are friendlier anyway. Chairperson Wood stated that the mascot from the Long Beach Armada is coming out. XI) COmmISSIOn Orals: (Please abide by the 3-minute time limit for each Commissioner) Chairperson Wood - He inquired on the status of Ham Park. Chairperson Wood stated that he never sees more than 3 or 4 people working on the project. Mr. Flores stated that Ham Park should be ready by mid-July if there are no weather set-backs. Chairperson Wood stated that questions are asked but answers not given. Mr. Flores commented that the architects don't ask specifics on use. Chairperson Wood also mentioned that Commissioners were told they would be included in the decision-making process; they were told that the architects would listen to what they had to say. Chairperson Wood said they were never contacted about security - a fence or a guard. Mr. Flores stated that there is no money for a building, only the soccer and baseball fields; however, Supervisor Burke donated a trailer for our use. It was placed close to the 105 Freeway and not in the middle of the park. If you're in the trailer you can't see the park in order to supervise. It's approximately a 3-block distance to get to the other side of the park. Mr. Flores stated that bodies such as the Recreation & Parks Commission must make noise about these issues. Chairperson Wood stated that the Baseball field is too close to Atlantic. Only small children that can't hit hard will be able to play ball. Also children like to chase foul balls. A huge fence will be needed to keep them safe. Mr. Flores stated that unfortunately the Department was not informed of some of the actions taking place regarding Ham Park. Chairperson Wood stated that the architects didn't want anyone to know what was being done. • Commissioner Harper -She stated that more common sense should have been used when designing the park. Congratulates all Commissioners on doing a great job on the Commission. Commissioner Harper also proudly shared a copy of the Spring 2009 issue of the NAMI Advocate magazine. She and her grandson are featured in a photo taken in Santa Monica last October at the NAMI Walk (The National Alliance for Mental Illness). The next NAMI Walk will take place on Saturday, October 3, 2009. All monies collected will go to the Los Angeles NAMI affiliate. President Obama is also featured on the cover of the Spring 2009 issue Commission Orals: Continued of the NAMI Advocate magazine. Commissioner Harper plans to request a grant for NAMI from one of the organizations supported by Michelle Obama. Vice Chairperson Gutierrez -Absent Commissioner Hernandez -Absent Commissioner Salazar - He mentioned that there was an assessment on the components that should go into creating the new park. XII) Adjournment: The meeting was adjourned to the next regularly scheduled meeting to be held at 5:00 p.m. on June 23, 2009 in the Lynwood City Hall Council Chambers.
