CALL TO ORDER
In Mayor Carrie Tergin’s absence, Mayor Pro Tempore Ron Fitzwater called the
September 19, 2022 City Council “Pre-Meeting” to order at 5:46 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Ward
Absent: Wiseman
DISCUSSION OF AGENDA ITEMS
Councilmember Hensley will lead the prayer.
Miscellaneous
- A Project Homeless Connect Proclamation will be presented to representatives from the
organization.
Public Hearings
- Eric Barron, City Planning Manager, will present the bill. The applicant of the PUD
amendment will be in attendance.
Appointments
- Gail Strope, Human Resources Director, will present the recommended appointments.
Presentation from Staff, Consultants & Invited Guests
- RKG Associates will be attending via W ebEx to present the Housing Needs
Assessment findings.
- City Attorney Ryan Moehlman will present a Capitol Avenue Update.
Lincoln University Student Representative
- Student Representative Octavia Ailsworth will be in attendance to announce upcoming
Lincoln University events.
Consent Agenda
- There were no questions at this time.

- City Staff presented their introduced bill.

Informal Calendar
- The bill sponsor, Councilmember Hensley intends to leave the bill on the informal
calendar until the budget is passed out of the Budget Committee.
Councilmember Wiseman arrived to the meeting at 5:52 P.M.
