Ms. Arp, Mr. Eimers, Mr. Muller and Mr. Venable answered the roll call. A quorum was present. Members of the staff present were City Manager Brian Olson, City Attorney Ted Burton, and Deputy City Clerk Cherry Woodbury. Proposed Water Rates Brian Olson made a presentation on the following data compiled: * Budget expenditures for 97-98 * Estimated water flow * Water rate scenario * Revenue base on equivalent meters * Actual customers usage and cost graphs Mr. Olson commented that he felt the $1.4 million expense figure used by the rate committee was Iow because some revenue sources included in the calculation were unpredictable. Mr. Olson commented that if those revenue sources were excluded a $1.7 million figure would be more realistic. He also pointed out that the 281 million gallons of water flow might be conservative, but would rather estimate Iow since accurate data for any length of time is not available. Mr. Eimers inquired about the 5,000 gallon minimum and stated that the American Water Works Association estimated about 4,500 gallons per month per person usage. He also noted a report that stated the average household had 2.3 persons. Mr. Eimers felt the 5,000 was too Iow. Several citizens raised questions and made comments concerning the minimum gallon figure, the difference between the rate committee proposal and this one, the status of the debt incurred, how the rate would effect property owners with multi units, etc. Mr. Muller commented that all should share in the debt but also felt the 5,000 gallon minimum was Iow. Mr. Olson stated that he had gone through each line item of the budget with the department heads and it was concluded that there might be possible means to finance a city well if necessary. Mr. Olson noted that other options, resources, and expertise was available. He 2 proposed hiring an outside firm (RH2 from Bellevue, Washington) with expertise to review and analyze the data and come up with the best rate possible for the citizens of the community. Mr. Olson stated that he had already spoken with the firm and a contract price of $4,000 would cover all services. Ms. Arp inquired about hiring the firm at this time and was concerned as to whether the available data would be enough for the firm to work with. Mr. Venable felt the proposed minimum rate of $32.00 was equitable and that seeking professional outside assistance would be worthwhile. Council reviewed the upcoming meeting schedule and agreed to hold a special meeting on Thursday, February 5th at 2:00 P.M. to review and consider the RH2 contract. If approved the contract could be let February 6th. February 26th was the estimated date to receive the report and proposal from RH2. Mr. Muller moved to change the scheduled public hearing on the proposed water rates from February 21st to Saturday, March 14th to be held at the Golf Course Clubhouse at 10:00 A.M. Ms. Arp seconded and the motion carried unanimously. Adjoumment Without further business, Mr. Venable moved to adjourn. Mr. Muller seconded and the motion carried unanimously.
