HomeMy Public PortalAboutApril 2, 2003 Regular Session Greencastle Board of Park & Recreation Commissioners Official Minutes of Board Meeting Monday, April 2, 2003 Present: Chair Mace Terry, Vice Chair Becky Harlan, Secretary Leslie Hanson, Tim Trigg, and City Council Liaison Tom Roach Absent: Putnam County Library Ex-Officio Member Margot Payne and Greencastle Schools Ex-Officio Member Jeff McCall Also Present: Putnam County Skatepark Committee Chair Jan Firebaugh, Banner Graphic Editor Eric Bernsee, City Engineer Glen Morrow, Park Maintenance Supervisor David Bault, and Park&Recreation Director Rod Weinschenk Call to Order The regular board meeting of the Greencastle Parks & Recreation Board was held on Wednesday, April 2, 2003, in the Greencastle City Hall Council Room and called to order at 7:00 p.m. by board president M.Terry. Approval of Minutes The minutes from the Monday, March 10, 2003 regular meeting were approved on a motion by T.Trigg, seconded by B.Harlan. All Ayes. Approval of Monthly Claims & Invoices The monthly claims and invoices were approved as presented on a motion T.Trigg, seconded by B.Harlan. All Ayes. Public Input: Questions, Concerns, Statements—None Special Event Request(s) Support Our Troops Rally—The Park Board entertained a request to hold a"Support Our Troops" event in Robe-Ann Park on Saturday afternoon, April 12, 4:00-6:00 p.m. The event will begin with a Motorcycle Run starting at 1:00 p.m. ending at 3:45 p.m and organized by Lisa Eaton with Greencastle Custom Cycle and Rolling Thunder. The ride will be followed by a rally from 4:00-6:00 p.m. organized by Tiffany Hollingsworth and Jessica Lewis, who have relatives and loved ones serving or will be serving in Iraq. Free usage of both the Bandshell and Shelter#1 were requested. For safety, R.Weinschenk stated the circle drive will be closed, closing the main entrance to the park and barricading the rear entrance. The motorcycle parade will be allowed to park there, as well as any support vehicles for the American Red Cross and Salvation Army. On a motion from B.Harlan, seconded by T.Trigg, the motion to allow the Support Our Troops Rally to be held in Robe-Ann Park with free usage of the shelters passed unanimously. Minutes—page two Friends of the Park& Special Projects 1. People Pathways Update - David Bault reported that a work detail was held on Sunday, March 30 addressing"Spring Cleaning"concerns along the Greencastle-to- Fillmore Trail in preparation for the annual"Pathway Pounding" on Easter weekend. 2. Putnam County Skatepark Project a. California Skateparks - Jan Firebaugh reported that California Skateparks should be back on site on Monday, April 7, 2003, with an anticipated opening date 6-8 weeks later. b. The Skateparks Grand Opening Celebration has been scheduled for Saturday, August 2 with shelter#2 scheduled for use all day following the Farmer's Market. 3. Emerald Palace Playground —R.Weinschenk reported that the entryway sidewalk into the playground has been completed and we are now ADA accessible. 4. Big Walnut Sports Park—It was reported that Helen Gunn and Adam Cohen from the Big Walnut Sports Park Committee, Tim Trigg Greencastle Park Board representative and R.Weinschenk attended the County Commissioners meeting on Monday, March 17 to request their partnership in the future maintenance operations of the Big Walnut Sports Park. Dennis O'Hair has agreed to sit on the committee, with invitations extended to Larry Parker and Darrell Thomas from the Putnam County Council for their attendance at a committee meeting scheduled for Thursday evening, April 4, 7:30 p.m. at the parks& recreation department offices in Robe-Ann Park. 5. Maple Berry Park—R.Weinschenk reported: 1) Closing Date—Closing for the Ferrand property was held on Thursday, March 13 and the City of Greencastle Parks & Recreation Board are the proud parent's of a new neighborhood park. Let's discuss how we want to raise her! 2) Phase II Environmental Site Assessment—DLZ has been given the go ahead to proceed with the Phase II Environmental Site Study. They will be scheduling digging with Randy Robinson, Cemetary Sexton who will be lending the use of a backhoe. 3) Recycled Product Purchasing Grant Proposal—The grant application for $5,000 was submitted to the Indiana Department of Commerce for the purchase of recycled-content items including playground equipment, playground border, picnic tables, benches, bicycle rack, and trash receptacles. Aquatics Center& Program Fees R.Weinschenk included a"clean"copy of the proposed fee structure for the board's approval. He noted that shelter rental rates will see an increase effective January 1, 2004. Sprint PCS Request for a temporary cell tower Tabled from the last meeting, Weinschenk reported no additional news. City Engineer Glen Morrow stated that he felt it was no longer an issue and that an agreement has been set with Putnam County Comprehensive Services. r • • s • • 1111 . 011111 Minutes—page three New Business Kaboom Playground Grant—R.Weinschenk shared knowledge that he had been given information pertaining to a possible playground grant prior to the night's meeting.
