Park Street McCall, ID 83638 C.L. "Butch Otter / Governor Virgil Moore / Director March 18, 2015 The Department will not be stocking the net pens at Brown's Park in 2015. There are a couple of reasons that I have made this decision; first over the last two seasons the nets were vandalized and all the fish released and secondly there has been a large programmatic change in our fish production. There is a considerable amount of effort to get fish into the pens, such as setting up the pens, feeding and monitoring for damage and to have some jackass destroy everyone's work is costly and tiresome. Working with the Park staff has been great and many people really enjoyed seeing the fish in the pens. The fishing was noticeably better in the fall and winter on the south end of the lake. The second issue is that statewide the Department is switching to a larger catchable Rainbow Trout for stocking, going from 10 inches to 12 inches. This two inch increase dramatically improves the return of these trout to the angler. This size change is what we were realizing in growth with feeding the net pen trout. Using a twelve inch fish in a net pen program wouldn't allow us to gain much more length with a three month feeding program. Plus, I suspect they would get released by our friend or friends. The Department will stock these 12 inch trout at the City boat ramp this June and July. This change in stocking site may help keep some trout in the southern end of the lake and create a little more fishing interest. I hope you understand my decision and I am always available to discuss what the Department and Parks and Recreation can work on together. WHEREAS the City owns or controls property on Big Payette Lake adjacent to the City, commonly known as Brown's Park, (hereinafter referred to as the property). The Department and the City wish to improve the property for recreational boating and fishing access and enjoyment by local residents and citizens at large, including persons with disabilities as defined in the Americans with Disabilities Act (ADA). Therefore, the Department now wishes to enter into agreement with the City to assist in the installation of the dock and fish pen facilities on the property. TERMS AND CONDITIONS Be it understood by the parties signing below that we agree to the following terms and conditions: The City of McCall will direct implementation of the dock and net pen construction in accordance with plan specifications and drawings as referenced in their project description (Exhibit A). The completed dock will be accessible to persons with disabilities in accordance with ADA standards. The City will ensure prior approval of all required state and federal permits and compliance with terms and conditions of said permits during construction of improvements. The City further agrees to comply with the statutes and regulations of the U.S. Fish and Wildlife Service, Division of Federal Aid. The City will post and maintain a sign on the property to communicate that Federal Aid in Fish and Wildlife Restoration Program funds were used on the improvements. The Department will provide the sign. Following project completion the City will submit a letter to the Department stating that the improvements were made as agreed upon, including a summary of total project costs, and a request for payment of the Department's cost -share amount. The Department will provide monies to the City to share in one half of the cost of materials and construction of the improvements in an amount not to exceed $12,563.50 Page 1 of 2 The Department will own and be responsible for maintenance of the fish pens and associated equipment at Brown's Park. The City will be responsible for maintenance of the docks at Brown's Park and will permit public access to the docks during normal operating hours as set by City recreational policy. TERMINATION This Memorandum of Agreement will be considered null and void if work is not substantially complete on the subject improvements on or before June 15, 2004. Any party to this Memorandum of Agreement may terminate their participation by notifying the other party in writing 90 days prior to intended withdrawal.
